As a reflection of character, this variety of blue eyes indicates the coolness (as in RuleOfCool) or even coldness (as in cold and calculating) of the person who has them. Tends to overlap with ElementalEyeColours, BlueIsCalm, and BlueMeansCold if the character is AnIcePerson.
