14Rita Repulsa has returned, inhabiting a brand new "Robo-Rita" body. Confronted by the original Rangers, she ends up killing Trini Kwan, the original Yellow Ranger. While her daughter, Minh, wants revenge against Rita for killing her mom, Robo-Rita intends to capture various Power Rangers and drain their power, in order to open a portal to her past self. She intends to destroy the Rangers before they can even be recruited. It's up to Billy, Zack, Katherine, and Rocky to stop her plot and rescue the other Rangers.

''SPD'' confirms that the police force had been established on Earth for many years, with Kruger himself on Earth back during the early 2000's, and that aliens are commonplace citizens by 2025. It's also heavily implied that Grumm destroyed Sirius many, many years prior to the show, while this film explicitly takes place in, at earliest, late 2022, meaning it would only be less than 3 years before the status quo of ''SPD'' would need to be established.

Once the ''Zyuranger'' suits began to be used in both ''Super Sentai'' and ''Power Rangers'' again, the ''Legacy'' morpher was used as the default prop. That continues in this movie, where the Hasbro-funded special will have the Rangers use the Bandai-made morphers instead of their own, though the suits themselves still use the original matte-finish morphers.
