A mysterious woman who claims to be a substitute teacher and has been attempting to seduce Tom, but definitely has an ulterior agenda. Her real name is Lucy Brooks, and she has been spying on Red. She works for whoever Tom does, and was sent to make sure he remembers he only married Elizabeth because she is his target.
----
* AmbiguouslyEvil: While she definitely isn't who she claims to be, it's not clear on whose side she is on. It's looking increasingly like the bad guys, though.
* BitchInSheepsClothing: It's clear from the start that her intentions towards Tom and Liz are far from benign. Turns out, she was sent to make sure he was still evil.
* CharacterDeath: Killed by Tom by suffocating her with a blanket.
* ChekhovsGunman: We have actually seen her way before her debut; she was the girl whose body the Stewmaker supposedly got rid of, the one whose photo Red stole at the end of that episode. Later, Red runs her name through [=ViCAP=].
* ConsummateLiar: The audience knows from the start that she isn't who she claims to be, but she puts on a good act.
* EvenEvilHasStandards: She is visibly disturbed by how ruthless Tom is. Ironic, since she was sent to make sure he was still evil in the first place.
* FakingTheDead: According to Red, her real name is Lucy Brooks and she faked her death to elude him.
* ManipulativeBitch: She's quite adept at manipulating people, as seen in how she worms her way into Tom's life.
* PunnyName: A CoverVersion of the Music/DollyParton song "Jolene" plays over her and Tom at one point; since it's established that Jolene is a fake name, she might well have chosen it for that very reason.
* TooDumbToLive: Cowboy warned her that Tom would kill her; despite already being freaked out by his ruthless behavior, she didn't listen. She paid for it.
* WeHardlyKnewYe: Killed off one episode after we find out what she was after in the first place. We barely saw the "real" her, just her Jolene Parker alias.

!!Levi Shur
->'''Played By:''' Creator/OdedFehr

A high-ranking Mossad agent now working in the USA.
----

* BrutalHonesty: Because Mossad and the FBI officially share intel, Levi has no problem admitting to the things he's done. Later, he doesn't bother hiding the fact that he voted in favour of a token, a state-sanctioned hit, on Samar.
* TheConfidant: Approaches Aram specifically to be this, as he suspected Samar of lying on her polygraph test and correctly guesses that Aram would know why.
* DistressedDude: He unknowingly brought Zal Bin Hasaan's men into his safehouse, they end up shooting his staff and holding him at gunpoint, although he remains resilient enough to remain a BadassInDistress. In his last appearance, he gets [[BoundAndGagged captured]] by Reddington.
* ForcedToWatch: When Hasaan started shooting the staff at the Mossad safehouse, it comes with the WeHaveWaysOfMakingYouTalk territory as Hasaan was after a list of Mossad informants.
* GoodIsNotNice: Levi is introduced working with the protagonists, but he's a darker shade of grey when it comes to morality.
* HeelFaceRevolvingDoor: First he's introduced as a Mossad agent willing to work with the FBI. In his next appearance he's running an illegal operation in America. Later he risks national security when he tries to make an exchange for Samar's safety. A few more episodes later, he votes to have her killed.
* HitmanWithAHeart: He's Mossad and clearly a ProfessionalKiller, but he warmly greets Samar and had the best intentions trying to save the American hostages. Later he also tries to help the men Zal Bin Hasaan had kept imprisoned, although this backfires on him.
* ItsPersonal: He and Samar were once part of a special team Mossad assembled to hunt down notorious terrorist Zal Bin Hasaan. When Reddington gives the FBI a lead, she asks them to bring in Mossad, and Levi arrives.
* JerkassHasAPoint: Samar's memory is failing her, even if she doesn't want to, Levi and his superiors believe it's only a matter of time before she forgets how to keep national secrets and betray them.
* JumpingOffTheSlipperySlope: From working with the FBI to ordering a hit on one of their own.
* MyCountryRightOrWrong: All his nastier deeds are done in the name of his country or his superiors, he even lampshades this with his decision to get the Osterman Umbrella Company involved when he points out he was JustFollowingOrders. Reddington argues that this is actually just BlindObedience.
* NiceGuy: Considering the amount of illegal and morally questionable things he’s done, Levi is a surprisingly friendly and overall decent person. Unfortunately by the end, Reddington sees his lack of remorse and NothingPersonal as reason enough to make him an AssholeVictim, and suffocates him.
* PayEvilUntoEvil: After Levi and his superiors at Tel Aviv refuse to call off the hit on Samar, Cooper allows Reddington to kidnap Levi. When the DC Mossad head furiously demand Cooper return their agent, Cooper parrots their own words about no involvement, and Reddington takes care of the rest.
* ScrewTheRulesImDoingWhatsRight: Ressler has him cornered, has torn into him for not only conducting illegal operations in America but getting another FBI agent involved, and demanded Levi hand over the missile guidance system. Levi, having received a ransom demand from Samar's captors, takes the system and makes the exchange.
* ToBeLawfulOrGood: After the Osterman Umbrella Company get involved, this is how the FBI and Reddington try to get to him.
* WellIntentionedExtremist: Ultimately, Levi's goals all seem to be because he believes it would help Mossad or Israel.
* YourTerroristsAreOurFreedomFighters: The New Martyrs Brigade, an Islamic terrorist organization based in Libya, describes the Mossad agents they are fighting as this.
