If you're badass enough to not just survive but thrive in his CrapsackWorld where AsskickingLeadsToLeadership is close to the only law, then he considers you worthy of joining his side in the coming war against Heaven.

26** The audio logs also reveal that his banishment to Hell was supposed to be temporary, and that God put a cathedral down there where Satan could repent and receive forgiveness.
