While he does [[WhatTheHellHero get scolded for it from Chief Inspector Miller]], [[KarmaHoudini he doesn't really suffer any major consequences.]] The Retsupurae crew, however, give him all kinds of shit.
201* IdiotHero: '''In spades.''' He pulls a lot of insane leaps of logic throughout the game. This ranges from not knowing what "Initiation" means to [[spoiler: hiding a MacGuffin on a ship when he simply could store it on his person, [[NiceJobBreakingItHero thus leading it to be stolen.]]]]
202* PoliceAreUseless: Barely [[AvertedTrope averted]] with Halligan; while he is an absolute moron, he still manages to make progress in the story. A better application would be for half of his colleagues in Scotland Yard; Detective Landry is a rude prick who got an innocent man executed,[[note]]And he ''still'' thinks the dead man was guilty, even after another murder happens.[[/note]] while Chief Inspector Miller is a PointyHairedBoss that deliberately gets in the way of Halligan's case.
203** Though it's shown that he is ''personally responsible'' for making the entire police force wade through a ridiculous amount of red-tape, having tried to get an arrest warrant for Prince Charles after the death of Diana as a joke, and wasted tons of department resources meaning that they now have to fill out a form and get the Chief Inspector to sign it to simply get stuff like ''scissors''.

Where Halligan was generally just an idiot, Orlando is simply a ''horrible person''. Halligan gave a homeless man laboratory alcohol (that he himself had survived drinking) in order to steal his money, Orlando ''beat up'' a homeless man to get some rope. By the end, the Goons actually wanted him to get arrested, and say they at least thought Halligan was something of a loveable goof at times.

242** Then there's the weird out-of-nowhere segment of his wrestling game review in George Wood's WWE Dream Matchup where he compliments the game for making it possible to set a match between 'three fat black ladies and one skinny white turd', whose footage just keeps going after he finishes talking and ends up taking ''the majority of the video's total run time''. Makes it hard to imagine that as anything but his fetish.
