The Twilight Council has been around for centuries under one name or another, moderating contact between humans and the supernatural. With the dawn of superhumans, their job has been made much harder, necessitating more activity. For the main character page see [[Characters/GrrlPower here]].

!!The Council
[[folder: In general]]
A council of supernatural beings that regulates their interactions with the general human populace.
----
* ExactWords: Supers weren't hidden by [[TheMasquerade The Veil]] because they were never specifically written into it.
* FurAgainstFang: One of ''many'' feuds among the groups that constitute the Council.
* InternalAffairs: They reign in supernatural threats themselves rather than allow others to do it, often with lethal force.
* TheMasquerade: Upheld by the Sigils, which create a world-wide aura that camouflages nonhuman beings.
* NotSoOmniscientCouncilOfBickering: There are a great number of groups represented by the Council, almost all of which have some grudges against each other. It's even lampshaded that they like putting on an air of mysteriousness around newcomers.
* UnderestimatingBadassery: Most of their interactions with supers was with individuals on the middle-to-lower end of the power scale, and several council members realize that they've done this when Maxima, Dabbler, and Sydney take down a defense golem ''despite'' a weakness aura (Maxima apparently ''was'' affected but was powerful enough that it didn't matter, Dabbler has a way to resist that kind of thing, and Sydney's shield protected her).
* VanHelsingHateCrimes: Played with. The various individuals of the many groups are as varied as humans are, but they are still bound by their nature.
* WhatMeasureIsANonHuman: Sentient constructs have historically been treated poorly, though actions have been taken to avoid this problem in the future.
[[/folder]]

[[folder:Ingsol]]
[[quoteright:144:https://static.tvtropes.org/pmwiki/pub/images/gpingsol.png]]

An elder vampire and the vampire representative on the Council.
----
* {{Dracula}}: Averted. In his very first appearance, he tells Sydney that Count Dracula is a fictional character, albeit one with a lot of similarities to real vampires.
* MonsterProgenitor: He's spawned at least two other vampires, though he himself isn't the first vampire.
* Really700YearsOld: He actually is around 700 years old. Go figure.
* StrongerWithAge: As with all vampires in this setting.
* {{Troll}}: He tricks Gregor into transforming in order to foist Sydney's fangirling onto him.
* WeakenedByTheLight: The flash from a camera is enough to sting.
* WhatTheHellIsThatAccent: Its switches his v's and w's, except for when it makes reading his dialogue difficult, but is otherwise normal. Though he has made it clear that it isn't Russian.
[[/folder]]

[[folder:Gregor]]
[[quoteright:144:https://static.tvtropes.org/pmwiki/pub/images/gpgregor.png]]

A powerful werewolf and the were-being representative on the Council.
----
* DireBeast: He's not just a werewolf, he's a were-''dire''wolf.
-->"Still kicking it."
* ManlyFacialHair: He has a full beard and is one of the most powerful werewolves in the world.
* VoluntaryShapeshifting: Transformation is at will, not controlled by lunar phases.
* WolfMan: When transformed.
* WolvesAlwaysHowlAtTheMoon: Averted and complained about. As a wolf he howls all the time but apparently confirmation bias means only the ones around the moon get counted.
[[/folder]]

[[folder:Icon]]
A living suit of armor and the representative for aegirs. [[note]]Golems, constructs, automatons, and any other inanimate object granted intelligence.[[/note]]
----
* AnimatedArmor: With sapience to boot.
* {{BFS}}: He's a big guy and he carries a sword to match.
* ChainmailBikini: Dabbler uses an illusion spell to look like this when he allows the succubus to wield him around her temporarily. He isn't happy about it.
* InstantArmor: He can disassemble himself and reassemble around a wearer in a matter of seconds.
* TheNeedless: He doesn't need to eat, drink, sleep, or breathe.
[[/folder]]

[[folder:Valen and Trilla]]
An elf and a fairy who speak for the Fey races.
----
* CovertPervert: Valen nearly gets his block knocked off for peeking down Maxima's cleavage before Sydney distracts her.
* PointyEars: Both of them.
[[/folder]]

[[folder:Chorius]]
A monster of unspecified species and representative for all miscellaneous races on the Council.
----
* TheBigGuy: He's the largest being on the Council, rivaled only by Icon and Gregor when transformed.
* BioluminescenceIsCool: He has several glowing blue spots along his neck.
* DarkIsNotEvil: He's a hulking creature with pitch black skin, fangs, spikes, claws, and all the other tidbits one would expect from a mythical beast. He's also a pretty nice guy with a big vocabulary.
* SesquipedalianLoquaciousness: His first line included "axiomatically" and "exemplification".
* VocalDissonance: Despite his monstrous appearance, he has an extensive vocabulary and apparently sounds like Series/{{Frasier}}.
[[/folder]]

[[folder:Lethane]]
A woman of unknown heritage who speaks for the odyssians.[[note]]All the sentient races from Greek and Roman mythology that don't fall under "monster".[[/note]]
----
* DeadlyGaze: A character blurb on the webpage notes that she likely has a reason for veiling her eyes.
* InTheHood: She wears a black hood and cape.
[[/folder]]

[[folder:Irradon]]
An alien of unknown species and representative for extraterrestrials on Earth.
----
* TheGreys: He bears a strong resemblance to them.
* HumanlikeHandAnatomy: Averted. He has three fingers, a thumb, and a second thumb on the other side of his hand.
* RankUp: Becomes [[https://grrlpowercomic.com/archives/comic/grrl-power-871-cosmic-waive/ Galactic Ambassador to Earth]] after the existence of aliens is made public.
[[/folder]]

[[folder:Decolette]]
[[quoteright:144:https://static.tvtropes.org/pmwiki/pub/images/gpdecolette.png]]

A succubus and representative for demons.
----
* AccidentalInnuendo: Surprisingly... yes. [[https://www.grrlpowercomic.com/archives/comic/grrl-power-449-a-surplus-of-succubi/ When]] Sydney makes a remark about how succubi "suck the souls out of men" Decolette replies "among other things" (meaning that they do other things besides that). When Sydney points out the innuendo, she laughs and apologizes for the innuendo.
* BelligerentSexualTension: With Dabbler (Xuriel), [[https://www.grrlpowercomic.com/archives/comic/grrl-power-449-a-surplus-of-succubi/ willing]] to note that Xuriel's an "accomplished adventurer and scientist", and later in the same strip, say that herself, on the other hand, is a "properly educated" succubus, instead of just "by birth".
* DistractedByTheSexy: In the middle of a shouting match about whether supers pose a security risk, her argument is that they're really sexy.
* ExtremeOmnisexual: She's a succubus, so of course.
* GetARoom: Sydney tells her and Dabbler to get one when their BelligerentSexualTension starts annoying her.
* NavelDeepNeckline: She's a succubus, it's practically in the dress code to have a plunging neckline (although ironically hers just barely reaches her stomach).
* MeaningfulName: Her name is the [[BilingualBonus french word]] for ''cleavage.''
* NoblewomansLaugh: To emphasize her more refined personality.
* SuccubiAndIncubi: Succubus. She is one.
[[/folder]]

[[folder:Gault]]
The mage representative.
----
* AmbiguouslyHuman: There's no indication that he isn't human, and all evidence says he is, but being on the Twilight Council means that's not a guarantee.
[[/folder]]

!!Semper Vigilantis
[[folder:Clover]]
Gregor's daughter and a lycan.
----
* DireBeast: She's a were-dire-honey badger, and no one's going to argue with her that "dire honey badger" isn't a real species.
* TheNoseKnows: Even in human form she has an excellent sense of smell.
* MemeticMutation: She's immune to poison, can tank blows that would put anyone save Maxima down for the count, and rarely changes expression. In other words, [[https://www.youtube.com/watch?v=4r7wHMg5Yjg she really doesn't give a shit.]]
* NoSell: She's completely immune to most poisons and doesn't even flinch at the wound that demonstrated this.
* NotSoAboveItAll: She corrects Sydney when she makes an erroneous Series/{{Supernatural}} reference.
* OralFixation: She holds a cigarette in her mouth, and even lights it eventually.
* {{Squee}}: She induces this in [[http://grrlpowercomic.com/archives/2335 Sydney.]]
-->[[AltText Her cigarettes are "snake innards" flavored.]]
* TheStoic: She never changes expressions, even after transforming and when being stabbed
* VoluntaryShapeshifting: Like her father.
[[/folder]]

[[folder:Katrina]]
A lycan turned by a serial propagator. She transforms into a werehare.
----
* BadassAdorable: A were-hare who can kick the ass of a supernatural murder mannequin.
* CutenessProximity: She induces this in [[http://grrlpowercomic.com/archives/2205 Sydney.]]
-->[[AltText For early stage lycan pruritus, simply submerge in a tub of calamine lotion.]]
* HeartIsAnAwesomePower: Being a werehare doesn't seem that great, but then you realize those jumping muscles are great at delivering kicks.
* InvoluntaryShapeshifting: She's newly turned so she doesn't have as much control as Gregor or Clover. This results in the occasional random transformation and less control over her appearance in were form.
* UnsoundEffect: KA-BUN
[[/folder]]

[[folder:Krona]]
A woman with a unique "programming" style of magic.
----
* CowardlyLion: Claims to be not very brave, but still keeps her cool.
* CripplingOverspecialization: Her magic works by accessing the "source code" of items and allowing her to manipulate them. This makes it much easier for her to alter existing items but much harder to create things from scratch.
* DoubleStandardAbuseFemaleOnMale: When Sydney bursts in on her and Leon, kissing, she and Sydney start arguing over Leon as if he's some kind of inanimate object of which they're discussing ownership or lease rights and terms. The moment he asks for perfectly rational, though inappropriate in any other context, clarification regarding the prospective LoveTriangle both Sydney and Krona are discussing, concerning himself, both Krona and Sydney proceed to kick him in the face before going back to arguing. When Leon asks if it's ''merely possible'' for Krona to use her powers ''on herself'' to make herself more at ease with Sydney's... expectations, both Sydney and Krona shout him down.
* EverythingIsOnline: A magical equivalent. With how her magic works she can "hack" just about anything.
* ForScience: She explains that with the knowledge in Sydney's orbs, she could fundamentally change laws of the universe, like gravity. Sydney points out this could ''destroy'' the universe. Krona claims that isn't what she wants but starts off by clarifying it as a local effect, raising some concerns.
* GogglesDoNothing: She wears what seems to be lab goggles, but never really uses them.
* HeroOfAnotherStory: She's a member of the Semper Vigilantis, the Twilight Council's version of ARCHON.
* HypocriteHasAPoint: Suggesting Krona use her powers on herself to alter her own thoughts and feelings may have been a rational question, but it was a foolish one.
* InstantRunes: Ones that resemble soundboards and computer screens. She essentially uses them as magical touchscreens for directing her powers.
* KonamiCode: [[http://grrlpowercomic.com/archives/2343 Prominently displayed on her banner]], though the AltText says it could also have been a number of other {{Classic Cheat Code}}s.
* RealityWarpingIsNotAToy: After learning about her [[spoiler:SaveScumming]], Maxima has her come to ARCHON so they can make sure that she won't accidentally cause a RealityBreakingParadox. Sydney also points out that Krona messing around with the universal source code could ''destroy the entire universe''.
* RewritingReality: Can alter existing objects with greater ease than most mages, like disarming grenades from a distance. She can hack into and modify just about ''anything'', including people. [[http://grrlpowercomic.com/archives/2384 One strip]] has her shutting down Sydney's PottyEmergency.
-->'''Sydney:''' Did you just hack my ''bladder?!''\
'''Krona:''' I bought you another half-hour. It's like hitting the "snooze" button.
* SaveScumming: [[spoiler:Can use her powers to do this in real life. And then it turns out not to work exactly how she thought, and she resolves to [[OhCrap stop doing high-level alterations to reality when she doesn't fully understand the consequences]]]].
* SufficientlyAdvancedMagic: She uses magic, but it has a distinct technological aesthetic to it.
* {{Troll}}: She changes Gunnhildr's underwear into a thong to give her a wedgie for literally no reason beyond personal amusement.
* TrueSight: Of a sort. After Sydney gains another level up for her spheres, she can apparently see [[http://grrlpowercomic.com/archives/2447 WAY more]] than the others can.
-->'''Krona''': '''AHHHH!''' The Deep Code! The Universe laid bare! God's dicebag, tumbling across the velvety tabletop of space and time!
** She [[https://grrlpowercomic.com/archives/comic/grrl-power-798-object-oriented-armageddon/ later explains to Sydney]] in a little more detail what she saw. She described it as "direct access to the fundamental underpinnings of the universe," and further explained that currently, she can increase, decrease, or reverse the effects of gravity; however, with access to the information in Sydney's orbs, she would be able to fundamentally change what gravity does.
* WrongContextMagic: Her abilities are magical in nature, but she is ''not'' a normal mage or a super. In fact, her abilities are apparently unique enough to warrant her own faction on the Council, consisting of just her.
[[/folder]]

[[folder:Elsbeth]]
[[quoteright:144:https://static.tvtropes.org/pmwiki/pub/images/gpelsbeth.png]]

Gault's apprentice.
----
* BagOfHolding: ''Book'' of holding. Anything that can fit in the book by two [[https://www.quora.com/What-is-the-plural-of-axis axes]] can be stored within its pages.
* ChainedByFashion: She keeps her book chained to her waist.
* ClingyMacGuffin: The book chained to her waist can't be removed. There is a discussion about how it's not the most comfortable thing for sleeping or bathing, and an example is later provided when at a pool.
* LogicalWeakness: Being blinded, [[https://www.grrlpowercomic.com/archives/comic/grrl-power-808-thirty-aught-winterfresh/ such as by a flashbang grenade]], severely limits her ability to access the items in her magic book.
* MugglesDoItBetter: She summons an assault rifle for combat in order to get around the Mannekiller's mana void.
* MundaneUtility: Besides potions and weapons, she uses her book to hold handcuffs for... recreational purposes.
* SpellBook: Her book of holding.
* WhiteMage: Her book contains mana potions and antidotes for healing. [[CombatMedic It also contains an assault rifle with a 100-round drum magazine and some kind of rocket launcher.]]
[[/folder]]

[[folder:Gunhildr]]
A vampire affiliated with Azilus and mole for Sciona. Her tropes can be found [[Characters/GrrlPowerAntagonists here]].
[[/folder]]

[[folder:Ravven]]
A winged figure who leads a mercenary force of supernatural beings. She reports to Ingsol on matters of security but it's clear that he's not her only employer.
----
* DarkIsNotEvil: She has black wings and wears dark clothing but she's not evil. Disinterested in the suffering of others, sure, but not evil.
* LackOfEmpathy: She's more concerned with the potential work she can get after the fall of the Sigils than the massive casualty rates.
* OnlyInItForTheMoney: She doesn't care about a massive crisis that will surely affect her and her organization because she hasn't been paid to.
* PointyEars: She has them.
* PrivateMilitaryContractors: She's a sellsword and leads a group of similar beings.
* WingedHumanoid: She has a pair of black feathered wings.
* XRayVision: An inverted version, the bones of her wings can be seen glowing beneath her flesh when she flies.
[[/folder]]

[[folder:Scarlet]]
[[quoteright:144:https://static.tvtropes.org/pmwiki/pub/images/gpscarlet.png]]

A vampire sired by Ingsol.
----
* Really700YearsOld: She's nearly a century old.
[[/folder]]

!!Gallery Observers
[[folder:Azilus]]
A vampire even older and more powerful than Ingsol.
----
* JerkassHasAPoint: He may be rude, but beings as obvious as supers and uncovered by the Veil coming to Council meetings do pose a security risk.
* Really700YearsOld: He's 1,100 years old.
[[/folder]]

[[folder:Crimson]]
A vampire sired by Ingsol.
----
* MeaningfulName: A ''vampire'' named ''Crimson''.
* OfCorsetsSexy: Part of her clothing.
* OneToMillionToOne: She has the power to turn into a swarm of bats and back to human form.
* Really700YearsOld: She's been a vampire for 35 years but looks far younger than she is.
[[/folder]]

[[folder: Zvonamir]]
One of the vampire observers, secretly working for Sciona. His tropes can be found [[Characters/GrrlPowerAntagonists here]].
[[/folder]]

!!Other
[[folder:Vault Guardian]]
A massive construct used to guard The Black Reliquary, a vault containing the world's most dangerous relics.
----
* AIIsACrapshoot: A magical version. Sciona corrupts it to turn it against its creators.
* AnArmAndALeg: Maxima rips off one of its arms.
* AnticlimaxBoss:The massive guardian meant to protect the world's most dangerous magical items is dispatched two pages after it first appears. Justified, as a fight scene in the vein of the previous ones would take another month or so.
* BladeBelowTheShoulder: It doesn't have hands, just very large blades.
* CripplingOverspecialization: Was ''not'' made with supers in mind. Which makes sense, considering it was made before ''gunpowder'' was a thing.
* DisneyVillainDeath: It gets thrown off a cliff into a field of magical blades.
* DungeonBypass: Sciona was able to teleport past it, albeit only with a lot of planning and preparation to get around the other defenses.
* GateGuardian: It exists to protect the vault.
* {{Golem}}: TheRant says it's something like a bone golem.
* ImpaledWithExtremePrejudice: Maxima rams its own severed blade through its chest.
* NoSell: Its weakening aura incapacitates Ingsol and the Council, but does zilch to the Supers: Dabbler has warded herself against debuffs, Sydney has her shield, and Maxima ''was'' affected. Just not enough.
* OlderIsBetter: Averted, it was made long before gunpowder, weapons or explosives, as well as the discovery of supers. So while it has powerful magic effects, it wasn't prepared for anything in the power range of a super or armed with modern technology.
* OvershadowedByAwesome: Maxima and Dabbler tear it apart the moment they go on the offensive.
* RasputinianDeath: Maxima impales it with its own blade, Dabbler slices its head in half, and then it gets thrown off a cliff into a field of magical blades.
* SkeletonsInTheCoatCloset: Its design incorporate a lot of bones, something commented on by Sydney. When Maxima rips its arm off, the stump shows its entire body is basically nothing but bones interlocked into a larger form.
* StatusInflictionAttack: It has a weakness aura that severely hampers anything around it, which was expressed in terms of RolePlayingGame mechanics.
