[[header:Cipher Pol]]

The main intelligence agency of the World Government, Cipher Pol cells are located throughout the world. They investigate for the World Government and, in contrast to the Marines, handle political threats to the World Government moreso than generic criminals. Cipher Pol acts more as a counter-insurgency agency, and even deals in the Underworld regarding special individuals. There are eight official Cipher Pols numbered from [=CP1=] to [=CP8=] as well as two unofficial units, [=CP9=], whose members have the license to kill, and [=CP0=], the most powerful one.

[[folder:In General]]
* BunnyEarsLawyer: A lot of the Cipher Pol agents have very strange personalities, look very strange and have strange quirks. This doesn't dampen their ruthlessness in the slightest. The only exception is [=CP0=], whose members are very serious.
* {{Foil}}: They pose as a contrast to the Marines. While the Marines are the primary military arm of the World Government, Cipher Pol serves as the intelligence agency, meaning that their tactics tend to be opposites: the Marines operate out in the open and deal with a variety of criminals, while Cipher Pol addresses political threats. On a morality level: the Marines tend to vary greatly in morality with some more ruthless, others more merciful, and even some with skepticism of the World Government. Whereas Cipher Pol tends to be more ruthless and loyal to the World Government.
* ResignationsNotAccepted: [=CP0=], at least, appears to be of the opinion that allowing anyone to leave the organization and live sets a bad precedent. For this reason, they decide to ensure that [[spoiler:Who's Who]], a former [=CP9=] agent who escaped prison after failing an assignment, does not survive the Onigashima Raid -- even though what information he may possess in the present is several years out of date and thus not a threat to the World Government.

-->--'''Nico Robin, chapter 705'''

Cipher Pol Aegis Zero, the most elite and strongest Cipher Pol unit of the World Government. Very feared and influential, they work directly under the World Nobles. During the TimeSkip, some previous members of [=CP9=] are promoted to [=CP0=].
----
* AloofAlly: They'll carry out every order from the Celestial Dragons and protect them from outside forces, but they don't have any care for them and can’t care less about any internal strife.
* BadassInANiceSuit: Their male members comprise the strongest Cipher Pol organization and wear white suits with black ties. The member with the bowler hat shows they can be competent enough to affect [[spoiler:a battle between Luffy, who is very powerful in Wano, and Kaido himself]].
* BlindObedience: They are never supposed to question the Celestial Dragons and must obey every one of their orders, whether they like it or not.
* CoatCape: All members wear their coat on their back, giving off a higher vibe of authority compared to the other Cipher Pols.
* ContrastingSequelAntagonist: They contrast [=CP9=] - the previous Cipher Pol that act as antagonists: [=CP9=] are the assassins of the World Government, wearing all black and are led by [[BoisterousWeakling Spandam]]. [=CP0=] are specifically the shield or [[MeaningfulName Aegis]] of the World Nobles, dress in all white and actually follow AsskickingLeadsToLeadership.
* CoolMask: Many members wear tribal masks to hide their identities. Robin mentions that of all agents in the Cipher Pol organization, the masked members of [=CP0=] are the elite.
* TheDreaded: Being the strongest Cipher Pol, they are very feared by those who know them, with [[TheStoic Robin]] getting nervous upon seeing them in Dressrosa.
* IDontPayYouToThink: Obedience is standard operating procedure for the World Government as a whole but it's especially prominent for [=CP0=] due to them handling sensitive yet important situations the government would like to keep under wraps. In the Egghead arc Lucci asks Kaku and Stussy about the government's motives behind their mission to [[spoiler:assassinate Vegapunk]] but the only reply he gets is "be quiet and follow your orders." Kaku even implies that they'll all be punished if just one agent starts stepping out of line.
%%* InconsistentSpelling: Is it "Aigis" or "Aegis"? The manga notably uses the former but some subs use the latter.
* LightIsNotGood: In contrast to [=CP9=], the main offensive force of the world government, [=CP0=] agents dress in white suits and, as the main defensive force of the World Government, absolutely nothing good can come from their presence.
* MeaningfulName: Aegis was a shield or animal hide said to be wielded by the Olympian gods Athena and Zeus. The name is fitting for a group dedicated to serving and protecting the "gods" who live high up on the Red Line. It can also be taken as one for the nations of the World Government as well, since any violence done against the World Nobles result in the deployment of ''Admirals'', so them being focused on protecting the World Nobles prevents any escalation of conflict.
* MyMasterRightOrWrong: They'll obey their World Noble masters no matter the order given to them, [[OffendingAForeignCountry even if it means causing an international incident.]] In the event that they're given conflicting orders, their policy is to obey only the most recent one and let the World Nobles handle the internal disputes (which usually means the [[InternalDeathSquad Holy Knights]] end up mediating). Guernica even mentions he envies [[spoiler:Drake]] for following his own justice unlike them.
* PraetorianGuard: One of their duties is serving as protective guardians to the World Nobles. Unlike the Admirals who are more focused on avenging any slights to the World Nobles, [=CP0=] stops situations from ever escalating to that point. Note that this only applies to outside threats; they wouldn't lift a finger to stop the World Nobles from infighting to the point that a whole squad of [=CP0=] agents just stood by and watched Mjosgard club Charlos over the head despite being more than capable of stopping him.
* StateSec: They're the top intelligence agency employed by the World Government, and unlike the [=CP9=], their existence is well-known. They aren't shown to have a proper paramilitary force yet, but with agents like [[CharlesAtlasSuperpower Rob Lucci]] in their employ, ''[[OneManArmy that's more than enough force.]]''
* ThemeNaming: Most of the masked members are named after famous European artworks.
* VillainousFriendship: The masked agents at Onigashima have a common respect of each other and get either angered or mournful when their partners get hurt.

Knowing they will kill him if he refuses or fails, he reluctantly follows through, resulting in Kaido crushing him for interfering in his fight. 72* CurbStompCushion: He gets stabbed by X. Drake during the battle of Onigashima, but he beats him easily afterwards.
* FaceDeathWithDignity: [[spoiler:After interfering with Luffy and Kaido's battle and causing Luffy to take a horrifyingly powerful swing from Kaido's kanabo that ends the fight, he says nothing while Kaido glares at him and asks if he is prepared for the consequences of [[UnwantedAssistance ensuring Kaido's victory.]] The agent simply tips his hat and stands firm as Kaido brings his kanabo crashing down on him hard enough to partially collapse Onigashima's roof]].

** [[spoiler:He snags a picture of Luffy in his Gear 5 form. This is used for his new bounty poster much to the Five Elders' anger as they never approved of said poster. In turn this likewise shows that Joyboy is back into the world to those that know of this legend]].

* SenselessSacrifice: Guernica [[spoiler:interferes in Luffy and Kaido's duel in the latter's favor, knowing very well the enraged Kaido will kill him for it, in order to prevent Luffy from becoming a threat to the World Government. This completely fails as Luffy survives and proceeds to awaken anyway -- worse yet, it may well have been ''because'' of the agent's interference]].
* SmallRoleBigImpact: He appears sporadically throughout the second part of the series, but he only starts being involved directly with the story during the climax of the Onigashima War, where he [[spoiler:distracts Luffy at a pivotal moment to make him lose to Kaido and awaken Gear 5]].
* SuicideMission: [[spoiler:He is ordered to "eliminate Straw Hat Luffy immediately" when Luffy is fighting Kaido. Guernica realizes that [[UnwantedAssistance interfering with Kaido's battle]] is a suicide mission, but he carries it out anyway and actually succeeds in the task before [[FaceDeathWithDignity accepting Kaido's wrath]].]]
* UncertainDoom: [[spoiler:While Kaido seemingly kills him after interfering with his duel against Luffy, it's later stated that he took a photo of Luffy in his Gear 5 form. 111* MauveShirt: He gets little to no exposition in the manga ''and'' the anime; the ''[[Recap/OnePieceTVSP11HeartOfGold Heart of Gold]]'' special somewhat remedies this.
* YouHaveFailedMe: When Olga escapes Gismonda's convoy, Lucci implies that he will have to pay for his mistake with his life if anyone else should reach the Pure Gold first. Narrowly subverted when the Pure Gold is lost at sea beyond anyone's reach, meaning Gismonda won't have to die after all.

An agent of Cipher Pol 0 who is undercover as one of the Emperors of the Underworld. She attempts to take the Tamatebako at the wedding and fights with Du Feld to obtain it, but fails when it explodes and causes Whole Cake Chateau to collapse. She is able to escape, and is later seen with other Cipher Pol 0 agents at Marie Jois in time for Reverie.
----
* ArtificialHuman: It's revealed in Chapter 1072 that [[spoiler: she is actually the very first clone [=MADS=] has created, a copy of the former [=ROCKS=] pirate Miss Buckingham Stussy - Weevil's Mother]].
* TheCameo: Very briefly appears in ''Anime/OnePieceFilmRed'' alongside Lucci and Kaku.
* CharlesAtlasSuperpower: As a member of Cipher Pol 0 she can use the Six Powers martial arts. She uses [[FingerPokeOfDoom Rapid Fire]] to pierce Du Feld with her finger and [[DoubleJump Moonwalk]] to [[spoiler:escape the falling Whole Cake Chateau.]]
* CombatPragmatist: By her own admission, she's not stupid enough to fight fairly against strong enough opponents, [[spoiler:preferring to force Lucci and Kaku to sleep with the element of surprise rather than get in a direct fight]].
* ConnectedAllAlong: [[spoiler:In truth, Stussy is a clone of Miss Buckingham Stussy of the Rocks Pirates (Weevil's Mother) and is the first successful clone created by the MADS science/pirate group led by Vegapunk]].
* DoppelgangerSpin: During chapter 1073 [[spoiler: she manages to distract Rob Lucci by casting as illusion of her image]].
* DoubleReverseQuadrupleAgent: Stussy is introduced as one of the emperors of the Underworld, but she's actually a member of Cipher Pol 0 who attends the Wedding Party to steal the Tametebako. During the Egghead Arc, [[spoiler: she takes out Kaku and Lucci by biting their necks and draining them, revealing that her loyalties ultimately lie with her creator, Vegapunk]].
* EntertaininglyWrong: After realizing the Tamatebako was rigged to explode and that the Straw Hats were most likely behind it, she comes to the conclusion that [[IdiotHero Luffy]] is a mastermind who fakes being an idiot.
* FauxAffablyEvil: She presents a ladylike and polite demeanor, but once she reveals her true allegiance she sadistically shoots Du Feld and threatens Morgans.
* FirstNameBasis: Stussy addresses Big Mom as "Linlin" at Sanji's and Pudding's wedding, implying some familiarity between the two. [[spoiler:Stussy being a clone of the latter's former crewmate might have something to do with it]].
* {{Foreshadowing}}: During the Whole Cake Island arc, Stussy chooses to drink a glass of freshly-squeezed giraffe juice courtesy of Charlotte Smoothie. [[spoiler:Also, in the Egghead Arc, she finds amusement in not warning Kaku about the island's security measures despite him being a part of her team. Both of these events foreshadow her attacking him first later in the Egghead Arc when she reveals her true colors to her team]].
* GoodWingsEvilWings: Shortly before TheReveal that [[spoiler:she is actually a clone of a former [=ROCKS=] pirate, she is shown sporting a pair of leather wings akin to those of a vampire bat]].
* IcyBlueEyes: Her blue eyes become much more prominent when she reveals herself to be a Cipher Pol 0 agent after shooting Du Feld.
* MakeupWeapon: Her lipstick is laced with Sea Prism stone, which allows her to disable Devil-Fruit powers as she moves in for the kill [[spoiler: like Rob Lucci found out the hard way]].
* MoreDeadlyThanTheMale:
** Although seemingly much more polite than the other male emperors of the Underworld, when she reveals her true self she shows a much more ruthless side, shooting Du Feld to have him take the blame for her actions as well as threatening Morgans to create a fake story to cover up for her and the World Government.
** During the Egghead Arc [[spoiler: she manages to take out '''both''' Kaku and Rob Lucci ''without throwing a single punch'', merely by being sneaky enough to land a [[VampireBitesSuck vampiric bite on them and drain them]]. She comments that [[CombatPragmatist she is smart enough not to fight them directly head-on]]]].
* TheMole: [[spoiler:She's a spy working for Dr. Vegapunk; she's been feeding him intel on [=CP0=] for years.]]
* MsExposition: Stussy is very familiar with the Egghead's structure, Dr. Vegapunk and his "Satellites" and is [=CP0=]'s (and the reader's) main source of information. Unfortunately for Kaku, [[NowYouTellMe she tends to withhold crucial information from him for no other reason than seeing him fall into painful traps for her own amusement]].
* MysteriousPast: Very little is known about her background. She displays rather in-depth knowledge on Vegapunk's inventions and on Egghead's security system. When asked about it by Lucci, she tells him that she had been on Egghead before. She is [[TheReveal revealed to be]] [[spoiler: the very first ArtificialHuman created by the [=MADS=] group]].
* NowYouTellMe: Stussy knows a lot about Vegapunk, the "Satellites" and the structure of their laboratory, but she tends to not share what she knows with Kaku until he springs a trap for her own amusement. Lucci rightfully calls her out on this. [[spoiler:{{Justified|Trope}} as she is [[DoubleReverseQuadrupleAgent not actually on their side]]]].
* OlderThanTheyLook: Stussy's age is officially listed as "SECRET" in the Vivre Card Visual Dictionary, and only a select few within either the World Government or criminal underworld know her true age. When claiming to be reminded of her younger self by seeing Pudding at the wedding, fellow underworld broker Du Feld sarcastically asks "How many decades ago?" to Stussy's ire. Although given that [[spoiler:Stussy is logically no older than her 30s considering that MADS broke up 24 years ago and many its former members are in their mid 50s]], it's more likely that [[spoiler:Du Feld simply didn't know that "Stussy" is a clone]].
-->'''Du Feld''': Ow!\
'''Stussy''': I didn't know you have a death wish.
* ProperlyParanoid: [[spoiler:Once the Seraphim are dealt with, Stussy keeps her eye on Lucci refusing to drop her guard around him. Her suspicions turn out to be true, as once Kizaru arrives on Egghead, Lucci goes for the kill for Vegapunk forcing Stussy to take the blow meant for Vegapunk.]]
* PsychoticSmirk:
** She sports a visible and satisfied grin when she shoots Du Feld in the back, revealing that she's actually a [=CP0=] agent.
** She makes a wicked grin after she [[spoiler: takes out Kaku by biting his neck and [[ForcedSleep putting him to sleep]] when it's revealed that she is actually an ArtificialHuman created by [=MADS=]]].
* TheReasonYouSuckSpeech: During the Egghead arc [[spoiler: right she avoids a "Finger Pistol" from Lucci, before she lands a [[VampireBitesSuck draining vampire bite]] on Lucci, she chastises him for always trying to senselessly destroy what he doesn't understand]].
* TheReveal:
** She's introduced as one of the Underworld Emperors during Sanji's and Pudding's wedding, and she's later revealed to be an agent of Cipher Pol 0.
** During the Egghead arc it's revealed [[spoiler:she is an ArtificialHuman created by [=MADS=], and that she is ultimately only loyal to her creator, Vegapunk]].
* SignificantNameOverlap: [[spoiler:She shares the same name as the person she was cloned after, Miss Buckingham Stussy, who is actually Weevil's mother]].
* TheSmartOneTurnsTraitor: During the Egghead Arc she is the one who feeds [=CP0=] crucial information and the one who guides Lucci and Kaku through Vegapunk's territory. After [=CP0=] infiltrates Dr. Vegapunk's upper lab [[spoiler: she turns against [=CP0=] and takes out Kaku by biting him on the neck and forcing him to sleep. She takes out Rob Lucci shortly after. Her loyalties ultimately lie with her creator, Vegapunk]].
* TheSmurfettePrinciple: She's the only woman of the Tyrants to attend Sanji's and Pudding's wedding, as well as the most attractive (not that it's hard when everyone else is a gonk or a giant bird), though it's unlikely she's any less ruthless, especially considering that she's actually an agent of the World Government's best force.
* StockingFiller: She wears fishnets as part of her [=CP0=] outfit, in line with her ladylike manner of dress.
* TakingTheBullet: [[spoiler:She jumps in front of Vegapunk to stop Lucci from killing him and taking a Finger Pistol to her stomach, knocking her unconscious.]]
* TeaIsClassy: Fitting her ladylike clothing, she drinks tea while she's traveling to Egghead.
* TheTease: Flirts with Lucci [[spoiler:when she's taking him out, and later on with Sanji]].
* TechnicallyLivingVampire: During the Egghead Arc, she is shown [[spoiler: having vampiric features such as a pair of leather wings as well as a pair of sharp vampire fangs that she uses quite skillfully to [[VampireBitesSuck bite Kaku and Lucci on the neck and take them out by draining them of their blood]]. She is however not an undead vampire but rather the first fully ArtificialHuman created by the [=MADS=] group lead by Vegapunk]].
%%* TwoGuysAndAGirl: Barring her introduction at Tottoland, she always appears alongside fellow agents Rob Lucci and Kaku.
* WalkingSpoiler: Stussy is introduced as one of the Underworld bosses, but shortly after is revealed to be a [=CP0=] agent. A couple of hundred chapters later, [[spoiler: it's revealed that she's not even loyal to the World Government, but is a clone made by MADS]].
* VampireBitesSuck: During the Egghead Arc, [[spoiler: she takes out Kaku and Rob Lucci by biting them on the neck and draining them. The experience is not pleasant for either of them]].

The Ninth Justice, the legendary and secret Cipher Pol Number Nine, is a group of secret agents with superhuman skills and great powers. They are all masters of the Six Powers (''Rokushiki''); six martial arts techniques that turn an ordinary human superhuman. On top of this, almost all of them are Devil Fruit users. They reside in Enies Lobby and are the main antagonists in the Water 7 & Enies Lobby Arc. The actual president is Spandam. They were charged with the task of finding the [[AncestralWeapon Pluton's]] Blueprints and capture Nico Robin. Their actual members are: Spandam (Power Level: 09), Rob Lucci (Power Level: 4000), Kaku (Power Level: 2200), Jabra (Power Level: 2180), Blueno (Power Level: 820), Kumadori (Power Level: 810), Fukuro (Power Level: 800) and Kalifa (Power Level: 630). The rookie member, Nero, is slain shortly after his appearance by Lucci after he is defeated by Franky.\

In the aftermath of the Water 7 & Enies Lobby Arc, the group's failure to stop the Straw Hats lead to them being expelled from Cipher Pol and hunted down. Although some point during or after the TimeSkip, all of them have been reinstated and have since joined [=CP0=].
-----
* AffablyEvil: Some [=CP9=] have genuine quirky traits, especially Fukuro, Kumadori, Kalifa, Jabra (has his moments) and the honest Kaku; that they might for a good guy group, too bad they're all [[BloodKnight bloodthirsty assassins]].
* AnimalMotifTeam: They all have an animal theme, to the point that Zoro compares them to a zoo:
** Spandam has the panda, and resembles one with his pale skin, black markings around his eyes and red nose. His sword has the elephant.
** Rob Lucci has the leopard, which goes with his Devil Fruit.
** Kaku has the giraffe which, for the same reasons as Lucci, goes with his Devil Fruit. He also claims to like giraffes.
** Jabra has the wolf, again, fitting his Devil Fruit power. When attacking Nami and Usopp, he compares himself to a wolf and the other two to a sheep, then comes Sanji, [[BigDamnHeroes the hunter]].
** Blueno has the bull, made evident by his horned hair.
** Kalifa has the sheep. She can surround her body with soap bubbles, resembling a sheep's wool, while with her arms she mimics the horns.
** Kumadori has the lion, and compares his hair to a lion mane. Chopper considers the octopus more appropriate.
** Fukuro has the owl, his name literally means owl, and compares his sneak attacks to these of the owl.
** Nero has the weasel.
** [[spoiler:Who's-Who, a former agent, has the saber-toothed tiger.]]
* ArrogantKungFuGuy: All of them, to a degree, are Six Powers masters and boast about this during their fights. This results in most of them underestimating their opponents.
* AwLookTheyReallyDoLoveEachOther: Throughout the Water 7 and Enies Lobby arcs, they constantly bicker with each other. However, in their cover stories, the others are willing to throw away their dignity and work as {{Street Performer}}s to pay Lucci’s medical bills.
* BadassCrew: It's only natural when they're the strongest Cipher Pol (except [=CP0=]). Except Spandam and Spandine, the group's former leader, all of the member are skilled assassins who pose a huge threat for the Straw Hats. Even Nero, by far the weakest one, displays impressive skills.
* BadassInANiceSuit: All members, except Nero who's a new recruit and isn't considered a full member, wear business suits.
* BigDamnHeroes: For the townspeople in their cover story, where they beat the crap out of Candy Pirates threatening the town.
* BloodKnight: While the majority of them are subtle about this, they all enjoy fighting with their targets and are glad they belong to the only Cipher Pol with a license to kill, especially Rob Lucci, who describes it eloquently with his quote:
-->'''Spandam:''' Then what is it that you want?\
'''Lucci:''' Blood. When we're here, killing is justified.
* BoisterousBruiser: Kumadori and Jabra are both loud (though Kumadori is louder) and pride themselves on their specialties.
* [[BunnyEarsLawyer Bunny-Ears Lawyers]]: They sure are quirky for a bunch of bloodthirsty government assassins, that doesn't make them any less deadly.
* CharlesAtlasSuperpower:
** They all received tough training since they were kids and reached superhuman levels of strength.
** The Six Powers is a superhuman martial arts style consisting of six techniques (plus a seventh secret technique). All [=CP9=] members can use the main six, with the exception of Nero and Spandam. They consist of:
*** [[DoubleJump Moonwalk]] (''Geppo''): The user uses their immense leg strength to jump off of the air itself, reaching higher heights and granting what is effectively flight.
*** [[SuperToughness Iron Body]] (''Tekkai''): The user can harden their body to become more resistant to damage, but at the cost of being unable to move. It works similarly to Armament Haki. Jabra specializes in this technique and can still move while using it.
*** [[FingerPokeOfDoom Finger Pistol]] (''Shigan''): The user pierces enemies (or even solid objects) with their finger, with the same power (if not more) as a gun shot.
*** [[RazorWind Tempest Kick]] (''Rankyaku''): The user kicks so fast that they can create blades of compressed air. Kaku specializes in this technique and, in his giraffe form, he can use it even with his tail or his neck.
*** [[FlashStep Shave]] (Soru): The user kicks off the ground ten times in a single second to move at extremely high speeds, faster than the naked eye can track. Fukuro specializes in this technique.
*** [[NonchalantDodge Paper Arts]] (''Kami-e''): The user's body becomes [[RagdollPhysics extremely flexible]] and can float/bend around attacks like a piece of paper.
*** [[DangerousForbiddenTechnique Six King Gun]] (''Rokuogan''): In order to use this final ultimate ability, one needs to have fully mastered all of the other six. The user releases an extremely powerful shockwave from their fists. However, it is physically draining on the user. Rob Lucci is the only [=CP9=] member who can use this technique.
* {{Cloudcuckoolander}}: All of them have at least a quirky personality trait.
* DirtyCoward: Their leaders, both Spandine and his son. They are more ruthless than the assassins against those who can't fight back, but panic once cornered.
* EvenEvilHasLovedOnes: It might not be apparent at first, but the core seven members, minus Nero and Spandam, really do genuinely care for each other, to the point that the relationship charts in the fifth databook use [[TrueCompanions the same kanji]] for their relationship as for the Straw Hats'.
* EvenEvilHasStandards:
** Spandine, the group's former leader, is willing to shoot an unarmed man just because he ''might'' be a threat and give the order to burn an entire island to the ground, but he draws the line at killing (non-criminal) civilians and his own men, judging from his reaction to Sakazuki doing both. Unfortunately, his son seems to have inherited all his qualities ''but'' none of the standards...
** From the assassins themselves, nobody seems to approve of their boss assaulting a helpless Robin, not even [[BloodKnight Lucci]].
* {{Irony}}: A scene with Spandam, Jabra, Fukuro and Kumadori has the former [[PragmaticVillainy chastising the others for using pointless cruelty]]. Amusingly enough, they are more competent than him, while he is more sadistic than them.
* GeniusBruiser: Lucci and Blueno are notably perceptive. Kaku as well. Not to mention he is a genuinely good shipwright.
* KnightTemplar: Although they're [[BloodKnight Blood Knights]], maintaining peace at all costs comes first. They become a little nicer after their defeat.
* LightningBruiser: Thanks to the Six Powers, they're all fast, tough, and hit hard, but special mention goes to Lucci, Kaku and Jabra in their hybrid-form.
* LikableVillain: They may be ruthless government assassins, but their quirky personalities, [[TrueCompanions loyalty to each other]] and [[EvilIsCool sheer coolness]] makes them very difficult to hate. [[HateSink Spandam]] exempt, of course.
* LogicalWeakness: Iron Body works by clenching the muscles until they are as hard as iron. This means it does nothing to negate extreme temperature, which Sanji exploits through his Diable Jambe kick against Jabra.
* TheMole: Lucci, Kaku, Kalifa and Blueno infiltrated in Water 7 to get Pluton's projects.
* NotSoWellintentionedExtremist: Spandam only cares about increasing his status while Lucci sees the organization as the perfect excuse to murder without consequences.
* OhCrap: The crew gets quite a few moments of shock, [[ThisCannotBe mainly before their respective defeats]].
** Blueno when he realizes how much stronger Luffy's gotten since their last fight and later an even bigger one when he becomes the unlucky lab rat for Gear Second.
** Fukuro right before Franky blasts him point-blank with his Coup de Vent.
** Kumadori as he witness the rise of Monster Chopper.
** Kalifa right before Nami's Thunder Lance Tempo pierces through her.
** Jabra right before Sanji puts a Flambage Shot to his head.
** Kaku when Zoro enters his Ashura form and vaporizes the former's strongest attack.
** Lucci when Luffy is still standing after being on the receiving end of his Six King Gun.
** Spandam right before Franky smashes him with his own elephant sword and then when Robin breaks his spine.
* OpenSecret: While the general public might not know of them, they seem to be seen as superstars among their fellow marines.
* PowerLevel: Fukuro estimates the strength of all the members in terms of Power Levels. [[{{Mook}} Average Marine soldiers]] have a Power Level of about 10, a Power Level above 500 is considered [[CharlesAtlasSuperpower superhuman]]. As Jabra points out, this is simply a measure of physical strength, not taking into account special abilities like Devil Fruit powers.
* PunnyName: Many of the techniques and attacks have a pun. Including Kumadori's [[PlayingWithFire Shishi Kebob]] attack and Lucci's Rapid Fire Triple Sting. (the kanji translates as "three plectri" but "mitsubachi" can also mean "bee".)
* QuirkyMinibossSquad: They are extremely quirky, each with his/her own personality, and ends up fighting the Straw Hats before Lucci who, while not the main villain, is [[DragonInChief the biggest threat of the Water 7-Enies Lobby arc]].
* RankUp: As of the timeskip, every member of [=CP9=], save Nero, has been promoted to [=CP0=] (though only Lucci and Kaku are considered powerful enough to be masked agents).
* TheReveal: They are introduced as quirky and friendly characters, Lucci and Kaku as Galley L.A. shipwrights, Kalifa as Iceburg's secretary and Blueno as Kokoro's trusted bartender, but are revealed to actually be moles working for the World Government and parts of the Cipher Pol that specializes in killing.
* {{Revenge}}: They clearly don't like that Spandam got them kicked out, so they give him a payback.
* SecretPolice: They have the authority to kill anyone deemed a threat to the World Government (read: anyone they like). Because this clashes with the World Government's image of benevolence, [[NoSuchAgency [=CP9=]'s existence is classified information]] though it doesn't stop rumors from leaking to the general public.
* SociopathicHero: After being kicked out of [=CP9=], they protect a village from a pirate crew but they are such brutal that ends up scaring the inhabitants even more than the pirates.
* StrongAndSkilled: The assassins not only have superhuman strength, but are also masters of the Six Powers, martial arts that require years of training to master.
* SupernaturalMartialArts: All of them are masters of the Six Powers, among which some give incredible abilities that are more reminiscent of a Devil Fruit power than a martial arts. Paper Art makes the body appears flat and foldable like a piece of paper while Shave is very similar to teleportation.
* ThouShaltNotKill: Averted. It's the only Cipher Pol with the license to kill and its members are described as the strongest assassins of the World Government.
* TookALevelInBadass: Lucci and Kaku have both become far stronger after the timeskip, enough that they're counted as "masked" members of Cipher Pol Zero. For their part, Blueno, Kalifa, Jabra, Kumadori, and Fukuro all later joined [=CP0=] themselves.
* TrueCompanions: Outright labeled as having the same relationship the Straw Hats have in databooks. Given that the crews unity in each other is the CentralTheme of the Water 7 Saga, this is extremely appropriate.
* TykeBomb: They were raised to be assassins since they were very young. Their cover story reveals that there's always a new generation of kids being trained to be the next [=CP9=].
* VillainsOutShopping: Their mini-arc mostly seems to be this, as most of the group tried to raise to raise enough money to pay for Lucci's medical bills, doing things like joining the circus, cleaning the streets, performing on stage etc. After Lucci gets better, they play this trope very straight, with them having dinner together, shopping and playing bowling.
* YouHaveFailedMe: After being defeated by the Straw Hats, they are all kicked out by the [=CP9=] and left to die, mainly also because Spandam [[NeverMyFault put all the blame on them]]. They aren't happy about this.

---Chapter 391

The chief of [=CP9=] and Enies Lobby and the son of Spandine, Spandam is Rob Lucci's superior officer, though he's actually weaker than even a normal marine. A clumsy, cowardly, power-hungry swine, he works only to further his career. When he was a member of [=CP5=], he convinced the leaders of the World Government to let him seek out the blueprints of Pluton. He possesses a broadsword named Funkfreed that has "eaten" the Eleph-Eleph Fruit (''Zou Zou no Mi''), allowing it to turn into an elephant. It was later revealed, in small doses in the manga, and just outright in ''Anime/OnePieceFilmGold'' that he's now on the [=CP0=] unit, only this time now working ''under'' Lucci.
-----
* TheAllegedBoss: He may be the boss of [=CP9=] on paper, but because he's such a cowardly piece of crap, his agents don't respect him. When a chained Franky bites him, the other members don't bother doing anything until he directly orders Kumadori to help him. Chimney even mistakes him for Lucci's manservant ([[HilariousInHindsight before that actually became true]]).
* AmusingInjuries: Spandam suffers many injuries that aren't treated as serious in virtue of being a vile character and a source of comic relief. In his first appearance alone, he gets blown up by a stray cannonball.
* ArchEnemy:
** To an extent, Franky. He used Franky's ships to attack the town and frame Tom, ultimately leading to him being executed. While it's not hard for people (both in-universe and out) to hate Spandam, Franky is the most vindictive toward him to the point that he eventually uses Funkfreed to curb-stomp Spandam. Also, both Franky and Spandam mutilated each other physically in the former's backstory. Franky broke Spandam's face forever, making him want revenge, while Spandam purposely made the Puffing Tom run over Franky and forced him to become a cyborg.
** To Robin as well, as he tortures her while she is captive for the crime of existing. She repays the favor once free.
* ArcVillain: Spandam is the main antagonist of the Water 7-Enies Lobby arc, being the leader of [=CP9=] and the one behind Robin's kidnapping, although he's not the most dangerous foe or the one with a personal animosity with Luffy.
* BigBadWannabe: He wants to seize the Ancient Weapons then use them to overthrow the World Government, but he's weaker than the average marine recruit and despised by his subordinates. By the end of the Water 7-Enies Lobby arc, he's defeated without anyone ever realizing he has such ambitions.
* BlatantLies: In an attempt to hastily cover himself after accidentally ordering the Buster Call on Enies Lobby, he claims that he's Luffy.
* BornUnlucky: Downplayed. While most or the AmusingInjuries he gets are either a result of his [[TheKlutz clumsiness]] or from [[KickTheDog pushing someone so hard]] that they just ''have'' to [[TheDogBitesBack get him back]] in [[PayEvilUntoEvil the most brutal way possible]] (just ask [[ArchEnemy Franky]], [[PosthumousCharacter Tom]], or [[BrokenBird Robin]]), there are ''also'' times where it seems lie the universe is just straight up ''[[CosmicPlaything out to get him]]'' ([[KarmicButtMonkey not that he doesn't deserve it]], but still). He's introduced being hit with a cannonball that Franky shot directly at him ''by accident''. Later, he punches a pole that conveniently has a bucket of paint on top of it that lands on his head, and makes him slip and fall into the water (not before hitting his ''jaw'' in the process). Apparently, this guy is [[HateSink such a piece of work]] that even ''the universe itself'' absolutely needs to see him suffer.
* CoolSword: His sword, named Funkfreed, is his ''only'' combat advantage. It transforms into an elephant.
* DirtyCoward: Only talks big when he has people to do his dirty work or when he has someone at his mercy; if the latter is the case, he also sees brutally beating them as a perfectly acceptable course of action. Seeing him go out like a bitch is ''immensely'' satisfying.
* EvenEvilHasStandards: Not in a way that actually makes him any more sympathetic, but he's legitimately unnerved when Rob Lucci openly admits the only reason he works for the World Government was so he could kill people without legal repercussions.
* EvilLaugh: Wahahahaha.
* FateWorseThanDeath: Having his back broken by Nico Robin, the same woman who escaped his father and suffered heavily at his hands, ''and'' being hunted down by his co-workers, specifically [[PsychoForHire Rob Lucci,]] for framing them. Then, Spandam manages to survive this but it's found out by the World Government that he was the real cause of Enies Lobby's destruction. Either as punishment or part of a deal to spare him, during the time-skip he was allowed to work in [=CP0=] only with Lucci now ''his boss''. [=CP0=] also directly serves under the Nobles, like Charlos, which means Spandam will now take orders from the few characters who are more weak, cowardly and egoistical than himself. Pretty fitting all things considered.
* {{Foil}}: In the Water 7-Enies Lobby Arc, when Luffy has to show his ability as a captain while the crew's stability is broken with Usopp leaving the Straw Hats and Robin being kidnapped, Spandam serves as a counterpoint on how ''not'' to be a leader. Lucci explicitly praises Luffy's leadership skills in comparison to Spandam who is seen as an incompetent leader by the rest of [=CP9=]. Whereas Luffy is headstrong, courageous, and willing to protect his subordinates by fighting the strongest opponents, Spandam will cower behind his subordinates, use them as a shield, and even betray them. While the Straw Hats respect Luffy, no one respects Spandam.
* GeneralFailure: He's surprisingly inept for someone in his position and accidentally got his own base blown up. Lucci even thinks that ''Luffy'' of all people has better leadership skills than him (granted, that may just be DamnedByFaintPraise). It's implied he got the job through family connections, since his father, Spandine, was chief of Cipher Pol #9 in the past.
* GenerationXerox: Spandine was just as much of a SmugSnake GeneralFailure as Spandam is now, the only difference being that Spandine cares about his men, and actually evacuates the non-archaeologist citizens from Ohara (only for Sakazuki/Akainu to [[FinalSolution kill them anyway]], [[EvenEvilHasStandards something that even Spandine thought was going too far]]). Unfortunately, his son inherited all of his qualities ''but'' the standards.
* {{Gonk}}: Has a dark red nose and black markings around his eyes, making him resemble a panda. Franky even calls him "Spanda".
* HatedByAll: No one likes this guy, even his own subordinates don't respect him, and that's before he betrays them. The Straw Hats hate him for nearly taking Robin away, Franky ''already'' hated him for sending Tom to his death, the Marines of Enies Lobby hate him for trivializing their imminent deaths with his accidental invocation of the Buster Call, and [=CP9=] hates him for trying to pin the whole fiasco on their heads.
* HeKnowsTooMuch: That the Enies Lobby fiasco got as bad as it did is almost entirely his fault, but using his dad's influence, he manages to get the blame [[TheScapegoat shifted to his subordinates]] and [[YouHaveFailedMe have them scheduled for execution]] in the hopes that World Government hitmen will get to them before they can rat him out. He's wrong.
* HumiliationConga: Over the course of the Water 7-Enies Lobby Arc, Spandam winds up losing the plans to Pluton, his agents are beaten, his base is destroyed by his own incompetence when he accidentally orders the Buster Call on it, he gets hit by a explosive star via a long distance shot by Usopp, Franky crushes him with his own elephant sword, he gets slapped silly by Robin when she's freed from the Seastone cuffs, which leaves him horribly bruised beyond the point of recognition; he can only whine and complain as the Straw Hats (and in effect his main target, Robin) get away with the Marines unable to do anything to stop them, '''and''' fittingly enough, Robin delivers the final blow to him via her clutch move, which leaves him with a broken back. The last we see of him is slowly healing in a full body cast. Oh yeah, and by pinning the blame of the mission failure on [=CP9=], he winds up making enemies of them who vow to hunt him down. It has yet to be revealed what happened afterward, but either he was spared or finally fessed up to his actions as the World Government gave Lucci the position of the leader of [=CP0=], with Spandam now working under Lucci, his former subordinate.
* InsufferableImbecile: While he has some moments of cunning, Spandam is generally a clumsy idiot who screws everything up (even [[VillainousHarlequin Buggy]] is practically a genius compared to him), as well as an [[HateSink absolutely despicable asshole without a single redeeming quality anywhere in sight]].
* IronButtMonkey: Spandam is a huge source of comic relief who suffers and gets injured a lot, but manages to survive stuff that would kill an average person like himself.
* IrrevocableOrder: He orders the Buster Call to Enies Lobby ...by ''accidentally'' pressing the button on the Golden Transponder Snail.
* IsThisThingStillOn: Mistakenly blabs that he'd let everyone on the island die in order to further his career while his Transponder Snail is transmitting, then tries to cover it [[BlatantLies by claiming to be Luffy]]. ''No one'' is fooled.
* ItsAllAboutMe: The only things Spandam cares are himself and his status and would do anything for those, even putting the blame of his mistakes on his subordinates.
* {{Jerkass}}: He loves to KickTheDog, doesn't care who he has to kill off to get his way, only cares about himself... Long story short, he's an asshole.
* KarmicButtMonkey: He is disrespected by his subordinates whom he uses as pawns, and beaten down by Franky and Robin, whom he put through hell.
* KickedUpstairs: He is promoted to [=CP0=] after the TimeSkip... but Lucci was also promoted to a higher rank in that branch, meaning Spandam has less authority than he had before the promotion.
* TheKlutz: He's extremely clumsy, and frequently spills hot coffee all over himself.
%%* LargeHam: It is to be expected when you are voiced by [[Creator/MasayaOnosaka Vash the Stampede]].
* LaughablyEvil: Played with. Crazy accidents are always happening to him, his agents don't respect him, but he's one of the nastier characters in the series.
* LethalKlutz: One of his goofs ends up summoning a Buster Call, the order to destroy an entire island, which is more of a threat to the Straw Hats than anything he directly did on purpose.
* LikeFatherLikeSon: Is every bit as bad as his father was before he retired, only he's even more LaughablyEvil and prone to KickTheDog.
* LivingWeapon: Funkfreed, Spandam's sword, can become an elephant thanks to having "eaten" the Eleph-Eleph fruit. As a result, it has its own consciousness.
* ManipulativeBastard: Amazingly, despite his moments of incompetence, he still managed to exploit the paranoia of ''the [[OmniscientCouncilOfVagueness Five Elders]]''. As in, the chief authority of the World Government. He was then given an assignment to retrieve the blueprints of Pluton, which Spandam wanted to use to remove the authority of the Five Elders and TakeOverTheWorld. He also succeeded in framing Tom and thus came close to getting the blueprints of Pluton.
* MaskPower: Inverted. Spandam wears an iron mask on his face, which doesn't really cover most of his features, because his face was permanently damaged by a young Franky years prior to the series' present. Said mask, however, adds pointy features to his design, making him appear as evil as he is.
* MindRape: Spandam nearly breaks Robin mentally and she only resists because of the Straw Hats.
* {{Mundanger}}: Unlike most other major antagonists, he is a mere corrupt official who is weak and cowardly. He has a superweapon, but isn't very good at using it. But he doesn't have to fight to be a threat to two of the toughest Straw Hats, as he had Franky's mentor, Tom, executed by framing him, ran Franky over on a train, so it's his fault Franky had to become a cyborg, and his abuse of Robin nearly broke her even with the help of the Straw Hats to counter his MindRape. He also is manipulative enough to get access to a Buster Call, in spite of his incompetence at using it.
* TheNeidermeyer: He sees his troops as expendable and doesn't care if they die by his Buster Call, and he also only cares about getting promoted.
* NonActionBigBad: According to Fukurou's power rankings, he's weaker than the average Marine despite being in charge of [=CP9=]. True, he has that Elephant sword, but it's clear it's a last resort for self-defense. In fact, what could be a truly powerful sword is almost completely worthless in his hands when he's forced to use it. While he does fight and even deal a little damage to Franky in the final battle, the fight against him is mostly him getting an one-sided beatdown.
* NotSoHarmlessVillain: He is neither strong nor smart, but sometimes he gets what he wants, like when he successfully frames Tom, and he can be '''very ruthless''' when he does win, showing why he deserves everything he gets as punishment.
* OhCrap:
** Being a source of comic relief, Spandam has a few exaggerated reactions at his expenses when the situation on Enies Lobby deteriorates, starting with him accidentally pressing the button for the Buster Call on Enies Lobby, where ''he's currently standing''. Then he figures out that not only did the Buster Call completely fail to eliminate the Straw Hats, but that he is at the mercy of a ''very'' angry Robin, and that she does not care about being nice.
** During the [=CP9=] cover story, after blaming the entire incident on them and getting them declared criminals by the World Government, he gets a call from an understandably upset Rob Lucci stating they're coming for him. Remember, they're a group of elite assassins who, thanks to Blueno, can come out of thin air and are led by a guy who almost killed Luffy through physical force alone.
* PetTheDog: While Spandam is an asshole to everyone, including his subordinates, he treats Funkfreed rather well, letting the elephant wander around his office and feeds him quite well.
* PoliticallyIncorrectVillain: Implied. Every time he mocks Tom's death, he explicitly calls him a stupid Fishman.
* PowerLevel: 9. By comparison, the [[{{Mook}} average Marine soldier's]] is 10, and Kalifa, the weakest [=CP9=] member, is 70 times as strong as Spandam.
* RightHandCat: Funkfreed mostly serves as this in peacetime, as Spandam will usually let it wander around the office in full elephant mode, eating whatever it likes while he uses it as a sounding-board for his EvilGloating. But when shit gets real and the Straw Hats actually get within breathing distance of him, he tries to use it as a RightHandAttackDog instead ...emphasis on ''tries''.
* ScarsAreForever: He got savagely pistol-whipped by Franky back when he went by Cutty Flam years ago, after Spandam instigated the execution of Tom. His face was permanently damaged and he has to wear a mask to hide the injuries. Made all the worse when Robin delivers countless multi-armed slaps, Franky punches him in the face with an iron fist, and then drops ''Funkfreed'' on top of him. Spandam's head swells up like a balloon.
* SmugSnake: Barks a big game, but Fukurou points out that he's weaker than the average Marine soldier. ''He's even weaker than a {{Mook}}''. And despite his big ego, he is not smart either, he even gets Enies Lobby destroyed. To absolutely no one's surprise, he goes out like a bitch at the hands of Robin and Franky, which he ''completely'' deserves.
* SuperWeaponAverageJoe: Funkfreed, his sword, is a quite powerful weapon. It penetrates Franky's defenses while he's blocking a hit for Robin, which is something Nero, a half-trained assassin of [=CP9=], can't do. However, Spandam himself is even weaker than the average marine.
* TakeOverTheWorld: States he wanted to conquer the world earlier in his career as head of [=CP5=] but it's unclear if this ambition remains even as the Director of [=CP9=].
* TemptingFate: He tells the Marines waiting for him to take Robin onto the ship prepared for him, "Watch carefully, men, because you're about to witness the first step of a hero that is destined to go down in history!" Sogeking snipes him just after he says that, sending Spandam sailing to the bottom of the stairs in a rather humiliating manner... which is Sogeking's first important step to become a hero who will go down in history.
* TokenEvilTeammate: Unlike the other members of [=CP9=], who at least care about each other, Spandam lacks any positive quality and moves to them all the blame for the failure at Enies Lobby, while he's the one who (accidentally) ordered the Buster Call.
* VilerNewVillain: Franky, the initial antagonist of the Water 7 arc, despite what he does to Usopp, is genuinely heroic compared to Spandam (and joins the Straw Hats at the end of the Arc), who is the true ArcVillain and even traumatized Franky in the past.
* VillainousBreakdown: His calm, cocky exterior falls apart as the Straw Hats prove to be more than his agents can handle. By the time they escape, he's screaming for their deaths.
* WeakBossStrongUnderlings: In contrast to the usual pattern of the series, everyone who works below Spandam in Cipher Pol 9 is more powerful than him, and his Doriki level is below that of an average Marine recruit. The other [=CP9=] members can use the Six Powers and often possesses a Devil Fruit, while Spandam's only power on his side is Funkfeed, a sword that turns into an elephant, and nothing he has by himself.

Originally introduced as one of Galley-La Dock One's foreman, Rob Lucci is actually the strongest Cipher Pol Number Nine has ever seen, noted by the Marines for his dedication to the World Government and Justice. He is calm and ruthless, even refraining from the EvilLaugh, a staple among One Piece villains. He and his group are masters of the Six Powers, a martial arts fighting style based on six different superhuman techniques, and he and the rest of [=CP9=] gave the Straw Hats some of their toughest and most grueling battles yet. He has eaten the Cat-Cat Fruit (''Neko Neko no Mi''), Model: Leopard. Lucci is always accompanied by his pet pigeon, Hattori.\

He's expelled from [=CP9=] along with his co-workers after Spandam blames them for the failure of the Enies Lobby mission, and also finds himself being hunted down by the Marines in order to be silenced. With the help of his fellow ex-[=CP9=] members, Lucci survives this ordeal and joins [=CP0=] during the TimeSkip.
-----
* AllegoricalCharacter: Since the Straw Hats declare war on the World Government at a point when they're still too early to face their full force, Lucci is used as a symbolic representation of the World Government's ruthlessness, operating as their "champion" of sorts. Even though he has no personal agenda, he's willing to hunt down Robin to the ends of the world simply because he was ordered to.
* {{Animorphism}}: He ate a Zoan-type which allows him to turn into a leopard or huge leopard-man at will.
* ArmorPiercingAttack: The final technique of the Six Powers, the Six King Gun, emits a powerful shockwave through the victim's body, increasing the damage tenfold. [[TheAce Lucci is especially proficient in using this technique as he's mastered the other abilities to a higher degree]]. It's even able to bypass Luffy's rubber body which normally deflects blunt attacks.
* ArrogantKungFuGuy: The realization that a pirate ''can'' defeat him is the only time when he loses composure. He's subtly different from typical examples of this trope in that, instead of being a total loner, he actually considers the rest of [=CP9=] (save for [[PointyHairedBoss Spandam]] and [[IncompletelyTrained Nero]]) his TrueCompanions and his standard ice-cold demeanor warms up somewhat when there are no outsiders around. [[spoiler:When he meets Luffy again in Egghead, Lucci expresses his desire to even the score with him, despite his superiors ordering him not to engage an Emperor and Kaku pointing out how much of a bad idea it is]].
* ArsonMurderAndJaywalking: His skills include a complete mastery of the martial art known as the Six Powers, assassination, ship-building...and ventriloquism.
* AsleepForDays: Following his loss to Luffy at Enies Lobby, Lucci is comatose for a while, only waking up several days later after receiving medical treatment at St. Poplar.
* AsskickingLeadsToLeadership: During the TimeSkip, thanks to his incredible talent, he has been promoted to the even more exclusive Cipher Pol 0 and furthermore, is (perhaps rightfully) in charge of Spandam.
* AtopAMountainOfCorpses: When he was ''thirteen'', Lucci was spotted atop the many people he killed during a mission. This led him to be recognized as the most talented assassin of [=CP9=] history.
* AxCrazy: While on the surface Lucci appears stoic and collected, he loves killing people and will purposely worsen a situation to get his fix. When Saint Charlos orders him to kill everyone who opposes him, Lucci looks absolutely giddy with delight; conversely, he's visibly disappointed when the order is rescinded and he's forced to stand down. The Vivre Card databook outright confirms that the reason he works for the World Government is because it gives him an outlet to legally satisfy his bloodlust, rather than because he agrees with their ideals, something he himself all but states outright when talking to Spandam.
* BadassBookworm: Although it's for an undercover mission, he must be a very skilled shipwright to work in Galley-La's best dock and become one of its best shipwrights in less than five years.
* BareFistedMonk: Excluding his leopard form's claws and teeth, he stands out among other One Piece final villains for fighting bare handed just like Luffy, making their parallels much more evident. Lucci is the only villain able to bring Luffy to near-death without the use of tricks, weapons, or outside help - just sheer skill and physical prowess. Making it more impressive is that Lucci mostly uses ''blunt'' attacks, which Luffy usually shrugs off with little problem, and Lucci can't use Haki during the Water 7-Enies Lobby Arc.
* BeardOfEvil: He sports a black goatee. After the TimeSkip, he's grown it out to where it ends in a ball, resembling the symbol of the World Government.
* BerserkButton: Less noticeable than Kaku, but while he simply ignores most insults, mocking his Devil Fruit, or calling him a brat, will make him more prone to attacking. He writes off Jabra and later Usopp's taunting up until they insult his Devil Fruit, and violently kicks Iceberg and later Franky when they insult him and call him a brat.
* BigBadWannabe: [[spoiler:The Egghead Arc shows that, while Lucci ''is'' a dangerous threat and powerful fighter, by the time he reunites with the Straw Hats for revenge for his loss two years prior, Lucci is completely outclassed. He decides to fight Luffy, who is now an Emperor of the Sea solely for payback, only for Luffy to wipe the floor with him in Gear Five within only two chapters in spite of Lucci's increase in strength and awakening of his Devil Fruit. He then gains control over the Seraphim to try to use them to defeat the crew, only for Stussy to reveal herself as a mole working for Vegapunk and incapacitates him and Kaku from behind leaving them at the Straw Hats' mercy. Once backup arrives and Admiral Kizaru engages Luffy, Lucci tries to go against Zoro believing with Kizaru there the crew will be killed. He fights against Zoro hoping to at least take down an Emperor's second-in-command, but gets defeated by him as well. Once Kizaru and the Five Elders arrive, he becomes a secondary threat.]]
* BishonenLine: Lucci can use [[MasterOfYourDomain Life Return]] to make his large bulky leopard-man form more proportionate to his thin human form, making him faster and more agile.
* BlackAndWhiteInsanity: The basis of his "Dark Justice" philosophy is that any person or thing that goes against the interests of the World Government not only needs to be destroyed, but is also evil for being that way. Lucci didn't just think the soldiers he killed being taken hostage was [[YouHaveFailedMe inexcusable]] or that killing Robin is [[NecessarilyEvil necessary]]; he honestly believes the soldiers' weakness and Robin's very ''existence'' are both '''unforgivable sins.'''
* BlindObedience: Fully subscribes to the idea that the Celestial Dragons are gods and thus can do whatever they want, even if that includes trying to enslave the Mermaid Princess of Ryugu ''right in front'' of her father, smack dab in the middle of the Reverie. When Vivi angrily confronts him about it, Lucci just sneers that it's the nobles' inherent right as "gods", and that Vivi wouldn't understand (which is ironic considering the Nefertari family were among the first 20 as well).
* BloodbathVillainOrigin: His first mission as a [=CP9=] agent was given to him when he was only thirteen years old: to save some hostages from pirates. Unfortunately, he killed not only the pirates but all the hostages as well, [[YouHaveFailedMe because they didn't deserve to live for being weak enough to be taken hostage by the pirates, according to him.]] Some marines noticed that he got a nasty-looking scar on his back in the process, which coincidentally looks like the World Government flag, implying his loyalty to the WG.
* BloodKnight: While serving the World Government comes first, Lucci wishes no other reward for his service than the blood of their enemies. He almost never actually smiles unless he's in the middle of battle and even allows Gonbe and Chimney to trail Spandam's group so that they will lead the Straw Hats right to him. He has no problem picking a fight with Luffy or ''King Neptune'' of all people.
* BullyingADragon: Lucci's always had faith in his abilities but over time this faith evolves into full-blown delusion. [[spoiler:He challenges Luffy to a rematch on Egghead, the same Luffy who just defeated the "world's strongest creature" Kaido and took his throne as Emperor for himself and ignores all warnings to stand down under the belief that his own growth in strength will carry him to victory. It doesn't, and Lucci gets wasted in a mere two chapters without ever forcing Luffy to take him seriously or even landing a single blow.]]
* TheBusCameBack: Lucci makes some sporadic appearances in the second part of the story, but makes a proper return to the story as an antagonist [[spoiler:turned reluctant ally, and then going back to antagonist]] in the Egghead arc.
* TheCameo: Appears very briefly in the non-canon ''Anime/OnePieceFilmRed'', alongside Kaku and Stussy.
* CoatCape:
** Lucci is given a coat over his shoulder Corgi for the train ride to Enies Lobby, signifying to the audience that Lucci is the leader of the mission. His pigeon gets one too.
** Lucci continues to wear coats or jackets in this manner after the Enies Lobby arc, although this time, several [=CP0=] colleagues of his also wear coat capes, so it's just a preferred style for Lucci.
* ConsolationPrize: [[spoiler: After getting curb-stomped by Gear 5 Luffy he eventually acknowledges that he can't possibly defeat Luffy and once Kizaru enters the fray, declares that "an Emperor's second-in-command" is the next best thing, before attempting to kill Zoro]].
* CurbStompBattle: [[spoiler:Since their last fight, Luffy has gotten powerful enough to fight on par with the Four Emperors and the Admirals, so even with Lucci awakening his Devil Fruit, he stands little chance against Luffy, especially in his Gear 5 form. Lucci is unable to land a single hit, Luffy spends more playing around than taking him seriously (though that is [[TheMindIsAPlaythingOfTheBody a consequence of his own awakening]]) and Lucci gets wasted in a mere three hits from Luffy in the span of two chapters.]].
* CurbStompCushion: [[spoiler:The anime adaptation of his battle with Gear 5 Luffy has him doing slightly better than the manga, getting two decent hits in and mostly being able to keep up with Luffy’s speed, but he’s still utterly outmatched.]]
* CuteButCacophonic: Lucci's ventriloquism voice for Hattori is ''very'' high-pitched. This heavily contrast with his [[EvilSoundsDeep natural deep voice]].
* DangerousForbiddenTechnique: Due to having mastered all of the Six Powers, he's able to use a seventh one: the Six King Gun. It releases a powerful shock-wave, similar to an Impact or Reject Dial and leaves Lucci tired after its use. [[spoiler: After the awakening of his Devil Fruit, however, this technique no longer has any side-effects on him]].
* DefiantToTheEnd: [[spoiler:Despite Zoro decisively defeating him, Lucci refuses to collapse after the FinishingMove at the end, remaining standing out of sheer willpower and refusal to fall against another Straw Hat. Jimbei has to drag Zoro away from continuing a pointless fight against a beaten enemy that refuses to fall]].
* DragonInChief: Despite Spandam being their boss and [[BigBad the one responsible for setting off the events of the Enies Lobby arc into motion]], he is laughably inferior to his subordinates in terms of competence and skill. Lucci, on the other hand, is the strongest member of the [=CP9=], a very powerful second-in-command and the biggest threat to the Straw Hats during their assault on Enies Lobby. [[DragonAscendant The two of them swap positions after the timeskip]].
* TheDreaded: He's feared as the most powerful and dangerous member of the strongest [=CP9=] generation in history by far and Marines believe he could actually survive a Buster Call, which, keep in mind, is meant to wipe an area off the map and is headed by a battleship fleet of Vice Admirals. Considering he's been committing hundreds of murders since he was a preteen, this is to be expected. He ''does'' survive a Buster Call, albeit with help from Blueno... then again he probably only needed it because of Luffy.
* EnemyMine: [[spoiler:After seeing that the Seraphim are being ordered to attack Cipher Pol agents alongside the Straw Hats and Vegapunks, Lucci and Kaku propose an alliance to Luffy and Zoro, despite having clashed with them just a little while before. Once the Seraphim are dealt with and Admiral Kizaru arrives, Lucci continues his efforts to kill Vegapunk, knocking Stussy out when Lucci tries to kill Vegapunk, forcing Zoro to engage him in combat.]]
* EtTuBrute: He is able to remain calm in even the most difficult situations but even '''he''' is visibly shocked and shaken when [[spoiler:Stussy takes out Kaku by biting him in the neck, revealing herself to be a DoubleReverseQuadrupleAgent]].
* EvenEvilHasLovedOnes: Despite being a ruthless assassin, [[spoiler:when giving a status report to Marcus Mars of the Five Elders, Lucci begs Mars not to kill Kaku, who he'd last seen badly wounded in the same control tower where the Straw Hats were, and doesn't seem happy that Mars' response is only to imply he won't ''deliberately'' kill Kaku]].
* EvenEvilHasStandards: Lucci is perfectly willing to massacre everyone branded an enemy by the World Government and directly states that he's going to chase Nico Robin to the ends of the world and eliminate her after he beats Luffy, but brutalizing her when she's a defenseless prisoner is too much even for him, orders or not. Probably why Lucci gets a redemption cover story and Spandam gets a double serving of FateWorseThanDeath. While Lucci is brutal, he isn't a DirtyCoward.
* EvilLaugh: He gives out an evil laughter when Robin throws Sogeking back at Sanji and refuses to get rescued, with Hattori mimicking Lucci.
* EvilSoundsDeep: His real voice is very deep and intimidating, a huge contrast to his CuteButCacophonic ventriloquism voice.
* ExactWords: Lucci promises Robin that if she come with them to Enies Lobby, he will let the Straw Hats leave Water 7 alive. Even when they come after them, Lucci keeps his word and doesn't kill them at first. However, upon reaching Enies Lobby, he goes to kill them, stating to Robin that they have left Water 7 alive as promised and now they are fair game.
* FatalFlaw: [[ArrogantKungFuGuy Arrogance.]] Lucci lets his reputation as the strongest in [=CP9=] go to his head and looks down on everyone around him, especially pirates.
** He looks down on Luffy throughout their fight on Enies Lobby and thinks of him as just another pirate. This leads to his first ever loss because he {{underestimat|ingBadassery}}es how {{determin|ator}}ed Luffy is to take him down and how much punishment the RubberMan could endure.
** [[spoiler:Even during the Egghead Arc it becomes clear that Lucci, who's become a member of [=CP0=], didn't learn much from his first defeat at Luffy's hands. He meets Luffy again [[SoreLoser and is determined to get revenge for his loss two years prior]], ignoring Kaku when he tries to tell Lucci that they don't have authorization to fight an Emperor. Even with Lucci's increase in strength, he's now no match at all for Luffy, who defeats him with ease in 3 hits in the span of two chapters.]]
** [[spoiler:Lucci eventually does figure that he can't beat Luffy, and settles for [[TheLancer Zoro]] as a "consolation prize". Throughout their fight he taunts and belittles Zoro, claiming that he's holding the Straw Hats back since they won't leave without him, and mocks him for thinking he has a chance at victory but, once Sanji mocks Zoro for taking too long, the latter goes all out and defeats Lucci fast]].
* {{Foil}}: In the most straightforward way, Lucci is a startling contrast to Luffy as an opponent. Luffy is an ambitious and optimistic pirate captain who doesn't listen to anyone, reflecting pure freedom, while Lucci is a serious, ruthless, and obedient government assassin who is still a subordinate despite his clear leadership capabilities, representing the World Government's strict rule. Luffy fights the strongest opponents because he wants to protect his friends; Lucci is the strongest assassin of [=CP9=] who only desires to kill, serves the World Government in order to vent his bloodlust, and will even kill allies if he sees them as a liability. Their differences are enhanced with their similar fighting style, as they both fight using their bare hands.
* GeniusBruiser: He's quite intelligent and perceptive, on those occasions when he bothered to use his brain. When he starts struggling against Luffy, he even sets up a trap for his friends.
* GoodScarsEvilScars: Has an enormous scar in the rough shape of the World Government symbol across his back, which obviously symbolizes his dedication to their brutal practices.
* GroinAttack: In a FunnyBackgroundEvent during the Egghead arc, [[spoiler:an angry Nami attempts to kick Lucci in the balls when he's incapacitated with seastone while Robin tries to get her to calm down]].
* HeWhoFightsMonsters: His belief in "[[KnightTemplar Dark Justice]]" makes him just as brutal and violent as the pirates he's supposed to be protecting the world from; Sanji and Franky even lampshade it after seeing Lucci [[YouHaveFailedMe brutally execute Nero for failure]], outright declaring the so-called "agent of justice" to be more evil than them.
* TheHeavy: While not the main antagonist of the Water 7-Enies Lobby arc, as Spandam is the leader, Rob Lucci is the one who does most of the action and faces directly the Straw Hats, as well as personally opposing Luffy with their opposing views.
* HistoryRepeats: He might be one of the aces of Cipher Pol, both in [=CP9=] and [=CP0=], but he always has to tolerate taking orders from weak cowards so he can murder legally. First Spandam, then Charloss.
* HumiliationConga: [[spoiler:The Egghead arc is not kind to him. Firstly, his [[SoreLoser visible eagerness]] to have a rematch with Luffy, even in defiance of direct orders, only serves as a humiliating CurbStompBattle against Gear 5 Luffy, even with all his improvements over the years. Then his attempt to monopolize the Seraphim against the Straw Hats ultimately backfire, as he's left too focused on taking out the Straw Hats with them to react properly to Stussy's surprise betrayal, resulting in him getting subdued and bound in seastone whilst she mocks him for his [[MurderIsTheBestSolution impulsive reaction]] Then he fights against Zoro once Admiral Kizaru arrives, a fight that is normally reserved for the ''second-most'' dangerous fighter in the enemy side, thinking he can at least take him down. Once the Five Elders arrive, Zoro stops playing around and defeats Lucci in one move. Lucci refuses to fall however and Jimbei has to send him flying so he and Zoro can run]].
* {{Hypocrite}}: Lucci shows no hesitation in betraying Paulie and Iceberg on Water 7, who basically considers Lucci family after five years, [[spoiler:yet on Egghead, Lucci is furious over Stussy betraying him in favor of Dr. Vegapunk and swears revenge against her.]]
* IGaveMyWord: Despite being a bloodthirsty government agent with the license to kill, Lucci is very adamant about keeping his agreement with Nico Robin and he keeps reminding his colleagues to leave the Straw Hats alive. It's only after he has delivered Robin to Enies Lobby and the Straw Hats' declaration to fight the World Government that Lucci is ready to kill them.
* ItsPersonal: In the Water 7-Enies Lobby Arc, Lucci only really sets out to capture Nico Robin because it's an order from his superiors and [[BloodKnight he enjoys bloodshed]]; however, his motivations remain on a professional level. [[spoiler:This changes after [=CP9=]'s loss against the Straw Hats. During the Onigashima War, as a member of [=CP0=], Lucci specifically orders the Marine troops stationed in Wano to capture Robin alive when he hears the Straw Hats are fighting Kaido there. The fact that their ''real'' goal is to take over Wano if Kaido falls and that Robin isn't even the primary threat in the battle makes it rather obvious [[EvilIsPetty he just wants payback]]. When he actually gets a chance to engage Luffy again when they meet at Egghead, he's all too happy to do so in defiance of direct orders not to engage an Emperor of the Sea, on the flimsy excuse that Luffy attacked ''them'' first because Vegapunk's Satellites gave him food]].
* KickTheDog:Invoked. He tells Paulie that if TheReveal that his coworkers are World Government assassins is too hard to believe, he'll step on Iceburg's face to convince him.
* KnightOfCerebus: His arrival at Egghead and him [[TheWorfEffect effortlessly one-shotting Atlas]], truly conveys to the audience that playtime is officially over.
* KnightTemplar: Lucci believes in "Dark Justice", which holds that ANYONE who fails to fulfill their duty deserves to die. When he was only 13, he killed 500 soldiers captured by pirates for being too weak. However, he seems to mellow down somewhat in the [=CP9=] side story, after the government allows Spandam to frame them for failure. He still remains ruthless and brutal enough to terrify the citizens that the [=CP9=] save from marauding pirates.
* LaserGuidedKarma:
** After betraying and nearly killing Iceburg and Paulie, who practically considered Lucci and his crew family, [[spoiler: he ends up getting a serious taste of his own medicine when Stussy reveals ''herself'' as TheMole, swiftly incapacitates him and Kaku, binds them with seastone, and leaves ''them'' for dead]].
** In Water 7, his first combat with the Straw hats in the Galley-La offices has him demonstrate his strength and efficiency by decisively defeating ''both'' Luffy and Zoro at the same time, with only Ciper Pol's agreement with Robin keeping him from finishing them off. [[spoiler:In Egghead, despite having increased his strength enough to achieve his own [[NextTeirPowerUp Awakened Zoan Form]], both Luffy and Zoro have [[CantCatchUp grown far stronger]] and demonstrate it by beating him individually]].
* LeanAndMean: He's slim, tall and is an assassin. Averted in his hybrid form, which makes him quite bulky and even then, he can invoke this trope with Life Return. [[spoiler:His Awakened Zoan form is thinner and taller than any of his prior Zoan transformations, with elongated teeth and claws, emphasising [[TookALevelInBadass his increased danger level]] in this state]].
* LightningBruiser: Lucci himself is incredibly strong, fast and durable, being that he's the most capable member of [=CP9=], but his Devil Fruit ends up subverting his capabilities for the most part. While his hybrid form is still quite fast he considers it to be slow for all of its bulk, as he has to sacrifice his strength and durability for more speed and agility using Life Return. [[spoiler:However, after [[SuperMode awakening his Devil Fruit]], it increases all of his abilities alike, giving him the power to briefly clash with a Gear 5 Luffy. Though it's still not enough to actually make Luffy take him seriously and Lucci gets wasted in a mere two chapters without even landing a single blow.]]
* MaskOfSanity: He acts like a calm, professional soldier most of the time, when he's really an AxCrazy PsychoForHire who openly admits to Spandam that his bloodlust is his main reason for what he does.
* MasterOfAll: Lucci is master of all of the Six Powers techniques, while his colleagues tend to specialize in one, albeit not to the exclusion of others. This allows him to also tap into the Six King Gun technique, the ultimate ability of the Six Powers, and makes him the strongest assassin [=CP9=] ever had.
* MasterOfYourDomain: Just like Kumadori, Rob Lucci can use Life Return. He uses it to change his hybrid-form into a smaller, more frail but faster form.
* MeaningfulName: Zigzagged: As pointed out by a fan in an SBS, Lucci sounds like the [[GratuitousItalian Italian word "Luci"]] (Lights), making his name sounds like "Rob/steal the Lights", fitting with his philosophy of Dark Justice. Oda acknowledged the connection, but admitted he didn't know about it, making this a coincidence.
* MightyGlacier: Lucci's hybrid form is huge, tough and incredibly strong and, while still very fast, Lucci considers it too slow. For this reason, during the fight with Luffy, he uses Life Return to alter his form, becoming more frail but much faster.
* TheMindIsAPlaythingOfTheBody: Lucci explains that Zoan fruits changes the user's personality in their animal and hybrid forms, depending on the animal type. Carnivorous animals like Lucci's leopard fruit makes him much more aggressive and brutal when he transforms. [[spoiler:During the two years timeskip, Lucci learns how to control his transformations and remains calm and calculative in his Awakened Leopard form.]]
* MoralityPet: While Lucci is a bloodthirsty assassin, he's genuinely fond of his pigeon Hattori, even giving him his own little outfits. After Lucci is defeated by Luffy, Hattori flies on his unconscious body, showing that he genuinely cares for his owner as well.
* MurderIsTheBestSolution: {{Justified|trope}}. Lucci has been trained since he was a child to become high-level government wetworks agent, dispatched whenever they needs an inconvenient problem '[[DeadlyEuphemism disappeared]]', but even then, Lucci himself admits he basically chose this line of work to have a legal means of satisfying his bloodlust. If he can twist the situation enough to enable him to viciously attack others whilst on a mission, he will and he's happiest when fighting or preparing to enforce 'dark justice'. [[spoiler:Stussy [[TheReasonYouSuckSpeech calls him out on this]] as she betrays [=CP0=], noting that his first reaction to this was to lethally attack her before asking any questions and mocking him for trying to kill whatever he doesn't understand]].
* MyCountryRightOrWrong: Lucci knows what a disgusting slime Spandam is and there are some hints that he doesn't like the things he is commanded to do, but obedience to the World Government, as embodied by its highest-ranking representative, trumps all for him. He draws the line when he correctly feels that his TrueCompanions were betrayed by the World Government. However, he slips back into this mentality as a [=CP0=] member, this time serving Charloss, even saying Charloss doesn't have to make sense because he is a Celestial Dragon.
* NecessarilyEvil: According to the [[AllThereInTheManual Vivre Card databook]], Lucci believes that killing enemies of the World Government and people that he deems too weak is a bad but necessary thing to protect the status quo of the world.
* NoNonsenseNemesis: During his first appearance, Lucci has a pretty small quirk in his ventriloquism, making him look like he'd only talk through his pigeon. However, he drops the funny act when he reveals his true colors and becomes the most serious and somber foe Luffy has battled with yet. [[spoiler:When their rematch at Egghead starts going poorly for him, as he was warned about by both his fellow [=CP0=] member Kaku and superiors, he instantly switches tactics to taking out Sentomaru to mobilise the Seraphim in battle on their side]].
* NotAGame:
** He says, "This isn't a game. Look sharp! Everyone board the train!" in the localization of the manga when seeing the reception greeting him at the Puffing Tom. He also scolds Kalifa for acting as though the mission is already over.
** He says that playtime is over when Atlas gets ready to punch him during the Egghead Arc, right before he nearly destroys her with a single combo of moves.
* NotSoAboveItAll: While Lucci is a completely cold-blooded, emotionless assassin, he can be genuinely very petty. Even after two years he still hasn't gotten over the fact that Luffy beat him and [[spoiler:completely disregards Kaku's advice that attacking an Emperor is a very bad idea and after losing yet again, Lucci ''still'' refuses to ever acknowledge Luffy as an Emperor. Later on, ''Luffy'' of all people manages to bait Lucci into revealing his true intentions by saying that Lucci's angry because he can't beat him. Lucci falls for it hook, line and sinker as he angrily yells that he'll take out Luffy's friends as soon as he manages to beat him in a fight]].
* NotSoWellIntentionedExtremist: He's one of these as he admits to Spandam. All the talks he gives about justice and serving the World Government is nothing more than lip service. In reality, all he cares about is killing people and he knows serving a corrupt and brutal regime allows him to kill with impunity.
-->'''Lucci''': I don't feel like a toast. Because I'm not interested in status or power.
-->'''Spandam''': What is it you want then?
-->'''Lucci''': [[AxCrazy Blood. When we're here, murder is justified.]]
* OhCrap:
** Not as over the top as most villains, but his reaction at seeing Luffy stay up after taking his strongest attack ''for the third time'' during their fight pretty much tells you he's screwed.
** [[spoiler:He has a very expressive look of shock on his face when his teammate Stussy reveals herself as a traitor by attacking Kaku during the Egghead Arc]].
* OneWingedAngel: His [[HalfHumanHybrid leopard-man hybrid form]] makes him more feral and grants him a boost to his already phenomenal strength but makes him [[MightyGlacier slower]] due to its large size. Thanks to Life Return, Lucci's hybrid form becomes more frail but much faster. [[spoiler:During the time-skip, Lucci Awakened his devil fruit, giving him an even more powerful and mythical-looking hybrid form]].
* OOCIsSeriousBusiness:
** Lucci very rarely shows any kind of emotion, but even he [[spoiler:is completely shocked when Stussy betrays [=CP0=] by ''biting into Kaku and sucking his blood'']].
** [[ConsummateProfessional Lucci is usually cold and dedicated to his job]], but [[spoiler:while captured in Egghead, Lucci is so incensed [[HumiliationConga after being beaten by Luffy yet again and being betrayed by Stussy]] that, when Luffy offers to free Lucci so that they can fight the Seraphim together (on the condition that Lucci doesn't target his weaker crewmates first), Lucci agrees and reveals his intentions to kill Luffy first and ''then'' slaughter the rest of his crew. Even Zoro is shocked that Lucci would fall for such an obvious bait]].
** His cold facade utterly breaks again when he sees [[spoiler:Mars's true form]], his face displaying a look that can best be described as "[[OhCrap awed terror]]" in the small panel it can be seen. He does go on to make his report as commanded afterward, but the experience clearly shook him.
* PantheraAwesome: Can turn into a leopard man with his Devil Fruit power and he knows how to use his powers.
* ParrotPetPosition: Lucci always carries Hattori with him on his shoulder, though Hattori knows to fly off before he starts fighting and keeps his distance until it's over.
* PerpetualFrowner: Before TheReveal, he never changed his scowl, much less even spoke. After coming out as a [=CP9=] operative, he does have a ''slightly'' wider range of expressions, such as smirking, [[BloodKnight especially during a fight]].
* PetTheDog:
** In the [=CP9=] Independent Report cover story, after being discharged from the hospital, Lucci sincerely thanks the doctor for saving his life by shaking his hand.
** On Egghead, [[spoiler:when confronted by Saint Marcus Mars on an update of everything that has happened, Lucci begs him to spare Kaku's life out of respect as a colleague. While Mars coldly dismisses his pleas, it shows Lucci does genuinely care for Kaku as a friend]].
* PowerLevel: Fukuro measures that, in his human form, Rob Lucci has a Doriki of 4000, the highest in the history of [=CP9=]. The second and third strongest, Kaku and Jabra, are a little more than half of it.
* PragmaticVillainy: He isn't thrilled about [[spoiler:killing Vegapunk as he is the single most useful person in the world and questions what the World Government is doing.]]
* PrimalStance: In his hybrid form, Lucci has a visible hunch to better indicate his more animalistic form and behaviour. When he modifies his form with ''Life Return'', it becomes slimmer, more human-like and stands correctly.
* ProperlyParanoid: He doesn't let his guard down after securing Robin and Franky and preparing to leave via the Puffing Tom, despite the fact that his enemies should be dead or at least unable to follow him. His caution is prudent, since the Straw Hats are already preparing a rescue attempt for Robin.
* PsychoForHire: He doesn't actually care about the World Government's ideals or justice. Lucci is just a deranged lunatic who loves killing people and only serves the government because he can satisfy his bloodlust with impunity.
* PunchedAcrossTheRoom: Sends Luffy a few times against a distant wall, the first time sending him flying across Water 7 into a narrow crevice of two buildings, in a section of the city that's about to be hit by a mega-tsunami. And too many times to count in their rematch at Enies Lobby. Luffy returns the favor twice though: the first time hitting Lucci with his newly unveiled Gear Third attack which would've initially ended the battle if Lucci hadn't gotten lucky enough to land on a Marine warship. And the second time via Luffy's Jet Gatling attack, which, combined with Lucci's already exhausted state, hits so hard and fast that his Iron Body ability fails him on impact and results in Lucci knocked into and ''through'' a wall of the building Luffy and he were fighting in. Knocking him out completely in the process.
* TheReasonYouSuckSpeech: After Nero loses to Franky, Lucci comments that he's too weak for the team and tosses Nero overboard.
-->'''Lucci''': Everything about you is a work in progress. [=CP9=] doesn't need you. You're only superhuman if you have the entire Six Powers repertoire down, boy. Kalifa.\
'''Kalifa''': Yes, sir.\
'''Lucci''': Send a report to the director later. "The new guy was too weak. We couldn't use him."
* RevengeBeforeReason: Played with. [[spoiler:Despite being aware of the political and social consequences of fighting an Emperor and their crew (''and'' being reminded of such by his teammates), Lucci still jumps at the chance to have a rematch with Luffy when they meet again in Egghead. After losing to Luffy a second time in Egghead, when Shaka and Luffy consider freeing Lucci to help fight the rampaging Seraphim and ask him what he and Kaku intend to do after they are subdued, Lucci openly reveals that he plans to complete his mission and kill the Seven Vegapunks along with taking revenge on Stussy for her betrayal and Luffy and the rest of his crew for defeating him again, much to Kaku's dismay. It turns out he was only pretending and secretly transmitting the World Government information about the Straw Hats and their current situation. Once Kizaru engages in combat with Luffy he fully acknowledges that he can't defeat Luffy and attempts to kill Zoro as a ConsolationPrize but loses to him as well.]]
* SadisticChoice: When he breaches the Tower of Justice and allows it to flood, knowing that the waters would reach the Straw Hats, he gives Luffy the choice of going to save them (and drowning in the attempt) or fighting him, which would give them a slim chance of survival. Luffy rebuffs him saying they'll survive anyway and if he goes for them, Lucci would kill them anyway.
* ShapingYourAttacks: One of his Tempest Kick attacks is bird-shaped and named "Victory Bird".
* ShutUpKirk: He asks whether Iceburg's refusal to hand over Pluton's blueprints to the World Government is because he doesn't trust the government and Iceburg fires back that he doesn't trust human nature. Lucci then [[TalkToTheFist kicks Iceburg in the face]] and warns him to watch his tone, since he's no longer Lucci's boss.
* SlasherSmile: Despite having a serious frown for most of the time, being a subtle BloodKnight, Lucci gives off a wide and wicked smile in anticipation for his final fight with Luffy.
* TheSocialDarwinist: Lucci believes weakness is an unforgivable sin punishable exclusively by death. When he was a young boy, Lucci was sent to kill some pirates and free the hostages, but he killed the hostages as well because he considered them too weak.
* SoreLoser: In Wano, Lucci wants to capture Robin despite not even being part of the mission, showing that he is bitter over his loss towards Luffy and just wants some payback. [[spoiler:When they cross paths again at Egghead, whereas Kaku and Stussy show concern at the presence of an Emperor and are willing to retreat instantly, noting they cannot fight such an influential figure without orders from above, Lucci's only reaction is a DeathGlare at Luffy when they cross paths and a visible eagerness to engage him under the flimsy excuse of Luffy attacking ''them'' first because Vegapunk's satellites gave him food. This also extends to after their rematch. After losing handily to Luffy despite getting stronger, Lucci flat out admits he refuses to acknowledge Luffy as an emperor. Once Kizaru enters the picture, however, he acknowledges that he can't possibly win against Luffy and that killing "an Emperor's right hand" is a perfectly acceptable ConsolationPrize, thereby recognising Luffy as an Emperor]].
* SortingAlgorithmOfEvil: Subverted. Though being the first to bring [[TheHero Luffy]] to the brink of death through sheer brute force, he's actually lower on the algorithm than the previous saga's ArcVillain [[PersonOfMassDestruction Enel]].
* TheStoic: Lucci is a professional assassin, so he does not let his emotions get the best of him and is generally calm, [[BloodKnight unless he's fighting]]. [[spoiler:In contrast to York, who is visibly afraid of Mars' beast form, Lucci simply answers his question without showing any emotions (even though he is most certainly disturbed at the sight).]]
* SuperToughness: [[spoiler: Awakening his Zoan fruit gives Lucci the ability to recover quickly from injuries. After being easily defeated by Luffy again when the latter is in his Gear 5 form]], Lucci quickly returns clothed in the white [=CP0=] suit, with nothing but a few grazes and a bandage.
* TookALevelInBadass: Not that he isn't badass already, but he becomes even stronger after the TimeSkip, since he joins [=CP0=], the strongest Cipher Pol unit. [[spoiler:He reveals during his clash with Luffy that he ''also'' awakened his Zoan devil fruit, even gaining a similar cloud-like shroud that appears in Luffy's Gear 5 form as a visual indicator of how much power he possesses, albeit his is made of [[EvilCounterpart flaming jet-black clouds]]. The awakening of his Devil Fruit also gives him SuperToughness that allows him to quickly recover from getting pummeled by Gear 5 Luffy; compare that to the first time they fought, where Lucci ended up in a coma after a Jet Gatling attack]].
%%* TwoGuysAndAGirl: From the Reverie arc onwards, he's always shown teamed up with Kaku and Stussy.
* UnderestimatingBadassery:
** [[spoiler:Lucci encounters Luffy on Egghead and is eager to get revenge for his loss two years ago. His fellow [=CP0=] colleagues point out they need orders to engage in combat against Luffy, who is an Emperor, lest they suffer the consequences. Lucci just ignores them and makes a flimsy excuse that Luffy attacked ''them'' first because Vegapunk's satellites gave him food, just to get revenge against him. Naturally, Lucci doesn't take into account that Luffy would be ''a lot'' stronger since his win over Kaido. In spite of Lucci's own increase strength during the last two years, Lucci gets his ass kicked ''hard'' by Luffy, who doesn't even need to go all out. Afterwards, Lucci ''still'' refuses to accept Luffy as an Emperor.]]
** Lucci underestimates Sentomaru's UndyingLoyalty towards Vegapunk and his [[{{Determinator}} determination to see his mission through]]. During the Egghead arc [[spoiler: while Lucci does take Sentomaru out rather easily, he doesn't expect that Sentomaru would remain conscious for long enough to order the Seraphim to provide aid to Chopper in order to carry Atlas to safety and to prevent them from aiding [=CP0=] before Luffy knocks out Lucci]].
** [[spoiler:Even after getting his ass kicked by Luffy a second time, Lucci engages combat against Zoro after Admiral Kizaru arrives thinking with him there the Straw Hats have no chance for victory. Even when Lucci uses his awakened form, Zoro uses two swords and holds his own against Lucci. Zoro even calls out Lucci on him underestimating the crew. In the end, Lucci suffers for his own arrogance, as once Zoro goes all out, he defeats Lucci.]]
--->'''Zoro''': [[spoiler:You should know by now not to underestimate us!]]
* VillainForgotToLevelGrind: Played with. The first time they fight, Lucci gives Luffy one of the most brutal fights of the entire series, forcing him to use two different power-ups. [[spoiler:During the time-skip, Lucci becomes much stronger and awakens his Devil Fruit. This allows him to easily defeat Atlas using his "Six King Gun", which no longer weakens him. However, he's not as much of a threat to Luffy as in their first fight, the latter having awakened his fruit as well. Luffy ''plays'' with Lucci, who can't land a single attack and Luffy's punches knock the wind out of him, it soon becomes clear to Lucci that brute strength alone isn't going to cut it and after being unable to timely gain control of the Seraphim, Lucci loses badly to Luffy, although he recovers quickly thanks to his new Awakened abilities. So basically, Lucci ''did'' level grind, he just didn't level grind as hard as Luffy did. This gets accentuated during the climatic confrontation on Egghead when Lucci faces off with Zoro, a fight that normally happens to the second-strongest fighter in an arc, and gets both stalled even in his awakened form until Zoro defeats Lucci with ''Huva Spot Hunt'']].
* VillainRespect: While he does look down on Luffy and considers him incapable of beating him, Lucci does concede that he is a ''way'' better leader than Spandam. [[spoiler:Their rematch at Egghead has him visibly happy at a another chance to fight Luffy, even if it's also clearly just as much about [[ArrogantKungFuGuy evening the score]] between them from his [[SoreLoser prior loss]], even telling Luffy that he's not the only one who TookALevelInBadass since the last time they fought each other]].
* TheVoiceless: Subverted. He initially appears as a ventriloquist, "talking" through his pet bird Hattori without talking himself. After TheReveal, he talks normally.
* WhyDontYouJustShootHim:
** For a ruthless killer, he has a surprisingly poor grasp of the fact that just leaving your targets disabled, trapped, and awaiting excruciating death ''never works''. Justified in the case of the Straw Hats since sparing the crew is part of the deal he struck with Robin.
** He decides to leave Iceburg and Paulie alive, albeit tied up in a burning building. Both of them know that Lucci, Kaku, Kalifa, and Blueno are Cipher Pol Nine agents and Robin's deal only concerns the Straw Hats.
** Invoked when the secret passage to the Gates of Justice is breached. Lucci immediately notices it and does nothing because he wants a good fight with Luffy and the other Straw Hats. Lampshaded when [[DumbassHasAPoint Spandam]] calls him out for this.
* WhyWontYouDie: Lucci's fight with Luffy in Enies Lobby is one of the most intense in the entire series and after Lucci hits Luffy with his strongest attack for the third time during their fight he thinks he has ended it and leaves Luffy to fall... only Luffy doesn't. And when he turns to see Luffy still standing and raring to continue, [[ThisCannotBe his expression is clearly wondering how he can still go on.]]
* TheWorfEffect: [[spoiler:Despite [[TookALevelInBadass taking a massive level in badass]], he still loses to Luffy in the Egghead arc and quite easily too. This is to show that while Lucci is still a powerful combatant and a threat, Luffy is on a completely different level from even the best fighters the New World has to offer and certainly worthy of his status as an Emperor]].
* XanatosSpeedChess: During his rematch fight with Luffy on Egghead, he and [=CP0=] are actually in a very disadvantegeous position. Luffy is an [[spoiler: Emperor and outclasses him as far as fighting prowess goes. To make matters worse for [=CP0=], Sentomaru decides to help Vegapunk and Luffy and uses the overpowered Seraphim to help the Straw-Hats fight [=CP0=], in order to protect Dr. Vegapunk. After Stussy explains to Lucci how the control-chip system works, with Sentomaru having higher authority over [=CP0=], he very quickly takes out Sentomaru to eliminate his control chip and gain back control of the Seraphim]].
* YouHaveFailedMe: Literally kicks Nero off the Sea Train for losing against and trying to kill Franky (whom they need alive for the Pluton blueprints).
* YouShallNotPass: When bringing Robin towards the Gates of Justice, where she'd be executed, Lucci stays behind as the last obstacle to prevent Luffy from saving her, although Luffy manages to help Franky get past Lucci. Luffy is so insistent, Lucci even complains about the pirate not giving him the chance to say this in regards to passing through a door behind him to save Robin.

->''"Don't underestimate the full destructive power of giraffes!"''

Originally introduced as one of Galley-La Dock One's foreman, Kaku is revealed to be one of the elite members of Cipher Pol #9, second only to Lucci, and also the youngest one. Has a peculiar, "squared body" and a very long nose, similar to Usopp's. He too can use the Six Powers and is a master of [[RazorWind Tempest Kick,]] to the point that he's developed the Four-Swords Style (''Yontoryuu'') using [[DualWielding two katanas]] and his legs. He also has eaten the Ox-Ox Fruit (''Ushi Ushi no Mi''), Model: Giraffe and can turn into a Giraffe-man, but despite his ridiculous appearance, he's still as much powerful and dangerous if not more so.\

He's first seen as one of Galley-la Company's best shipwrights, and is the one who tells the Straw Hats that the ''Going Merry'' is beyond repair, until he's revealed to be an undercover spy for the World Government. Then he goes to Enies Lobby along with the other undercover agents, where he eats the Ox-Ox Fruit, Model: Giraffe and later fights Zoro. After a long and intense fight, the three-swords swordsman wins and Kaku gracefully gives him his key, revealing it's the one that opens Nico Robin's handcuffs.\

After the events of Enies Lobby, he's kicked out of [=CP9=] and, with the help of his ex-colleagues, he collects money to heal Lucci and swears revenge on Spandam.\

After the time-skip it is revealed that he has become a member of [=CP0=].
-----
* AchillesHeel: His giraffe forms have a very long neck that's both easy and appealing to target. Kaku uses his creativity to guard it and eliminates it altogether with his "Pasta Machine" move that transfers the neck's length to his limbs.
* ActuallyPrettyFunny: After defeating Kaku, Zoro tells him Paulie's message that he's fired. Kaku wonders what he can do and Zoro jokes that, with his Devil Fruit, he can always join a zoo, making Kaku chuckle.
* AlasPoorVillain: Kaku is the only [=CP9=] agent to express remorse for the carefree life of Water 7 he left behind and the former friendships he had with Paulie and the other citizens. His defeat at the hands of Zoro is treated as somberly as he is given Paulie's "You're fired" message from Zoro, lamenting having betrayed Paulie the way he did. Even Zoro shows sympathy towards him and jokes that he could work in a zoo.
* AllThereInTheManual: It turns out his hobby has always been building ships in bottles, so it's no wonder he is sorry to leave his cover job. According to the Vivre Card materials, as a child, he wanted to grow up to be a shipwright instead of an assassin.
* {{Animorphism}}: He can turn into a "were-giraffe" with his Devil Fruit powers.
* AntiquatedLinguistics: He speaks in a very formal and old-time sounding person in Japanese. This is carried over into the English dub, using a pretty formal of speaking and even using dated terms (i.e. calling Luffy "champ" and Nami "little lady") and expressions (being back in "two shakes of a lamb's tail.")
* ArtisticLicenseBiology: Half the things he does in his fight with Zoro are, in short, not possible for giraffes. [[LampshadeHanging Zoro comments on this several times]].
* BadassBookworm: Although it was for an undercover mission, he must be a very skilled shipwright to work in Galley-La's best dock. Considering he loves his job as a shipwright, and his claim about the Merry being unable to be fixed is true, this is even more certain.
* BecomingTheMask: His flashback to his career as a carpenter after being beaten by Zoro, showed that at least he of all the [=CP9=] had some regrets.
* BerserkButton: Kaku really likes giraffes and gets really angry when someone mocks them, however, his anger is never taken seriously in these cases.
* BladeBrake: In the early phase of his duel with Zoro, Kaku stabs his swords into the ceiling to hang in place while bombarding Zoro with a flurry of Tempest Kicks.
* BrutalHonesty: Although he's sorry to say that, he bluntly tells the Straw Hats that the ''Going Merry'' cannot be repaired, and later chides Usopp for not listening to his advice.
* TheBusCameBack: Kaku makes some sporadic appearances post-timeskip, but makes a proper return to the story as an antagonist [[spoiler:turned reluctant ally]] in the Egghead arc.
* ButtMonkey: His Devil Fruit makes him look ridiculous, and he tends to be the one member of [=CP0=] who springs painful traps, though [[NowYouTellMe it's no fault of his own]] most of the time.
* CallingYourAttacks: Parodied. While Kaku names his attacks like most characters, due to using his Devil Fruit powers for the first time, he invents the name for the attack on the spot, resulting in very ridiculous names like ''Pasta Machine''.
* TheCameo: Very briefly appears in ''Anime/OnePieceFilmRed'' alongside Stussy and Lucci.
* TheComicallySerious: His complete seriousness about his silly, but still powerful, Devil's Fruit is quite amusing.
* DualWielding: He uses shirasaya swords along with the RazorWind from his legs, which he says makes him a wielder of "four sword" style.
* EmpoweredBadassNormal: In Water 7, Kaku is already quite powerful and easily defeats the Straw Hats. When [=CP9=] arrives at Enies lobby, Kaku and Kalifa both eat Devil Fruits given to them by Spandam, making them even stronger.
* EnemyMine: After seeing that [[spoiler:the Seraphim are being ordered to attack Cipher Pol agents alongside the Straw Hats and Vegapunks, Lucci and Kaku propose an alliance to Luffy and Zoro, despite having clashed just a little before]].
* FingerpokeOfDoom: Kaku can do use Finger Pistol, which consists of piercing his enemies with his fingers like a bullet, even ''with his squared nose'' in his hybrid form.
* {{Foreshadowing}}: He hints at being a Cipher Pol agent on two occasions.
** The first is when he warns Lulu not to recklessly accuse the government about being behind the assassination attempt on Iceberg. Considering that he knows that Blueno staged the attempt with Nico Robin's unwilling help to frame the Straw Hats, it's likely that he said this to get Lulu to back off.
** The second is during the fight at the shipyards, when he drops his affability and coldly reminds Luffy that as a pirate, he's outside the protection of the law.
* GagNose: Has a long squared nose. The Straw-hats compare his to Usopp's (which is slightly longer). It becomes even bigger in his half-giraffe form and is so hard it can ''pierce stones!''
* GenialGiraffe: Downplayed. Kaku is the nicest member of [=CP9=], but remains an agent of the corrupted World Government who gains the power to become a giraffe.
* GeniusBruiser: While he's an undercover assassin, his shipwrighting skills are legitimate and confirms to Zoro that assessment of the ''Going Merry'' was accurate.
* GracefulLoser: Kaku freely offers his key to Zoro after his defeat and chuckles at his joke to "[[ActuallyPrettyFunny work at a zoo]]".
* HeartIsAnAwesomePower: Having the power of turning into a giraffe doesn't sound very cool, and Jabra and Sogeking laugh at Kaku's transformation while Zoro blurts out how lame it looks, but Kaku's able to make a good use of his Devil Fruit by combining it with his fighting techniques: he can make {{razor wind}}s with his hooves strong enough to slice a building in half, contract his neck to then stretch it and pierce stone with his nose and can shorten his neck to stretch his limbs and fight normally. It's all stuff [[ArtisticLicenseBiology normal giraffes couldn't do]], but the result is [[RuleOfCool very entertaining]], and makes sense when combined with his Tempest Kicks.
* HowDoIShootWeb: Unlike Kalifa, Kaku initially has trouble over his new Zoan transformations and turns into a full giraffe during his battle with Zoro on his first try when he's trying to go to hybrid form and discovering new abilities on the fly. Subverted because he is remarkably quick to adapt to them.
* InstantExpert: While Kaku's new Devil Fruit doesn't have much of a learning curve as it just supplements his already incredibly killing power with bestial enhancements, the Giraffe Devil Fruit Kaku ate winds up having a lot of weird quirks he and Zoro keep stumbling on that Kaku is nonetheless able to utilize to great effect with Rokushiki once he gets over his initial shock.
* LongNeck: After consuming his giraffe Devil Fruit, he naturally gains the naturally long neck that a giraffe would have. [[spoiler:After awakening his Devil Fruit, he's able to make his neck even longer than before.]]
* MeaningfulName: Kaku means "squared", referencing his peculiar squared nose.
* MercyKill: Kaku releases the ''Going Merry'' during the Aqua Laguna because it's broken beyond repair, and thinks there's no reason to keep it since it cannot roam anymore. This act brings Usopp to tears, but Kaku considers it his last action as a shipwright before he drops the act.
* MinionWithAnFInEvil: Unlike Lucci, Califa and Blueno, whose initial personalities are a façade, Kaku is genuinely a nice and friendly guy and takes his job as a shipwright seriously, but he's one of the best assassins of the corrupted World Government. Even as he's fighting the Straw Hats, Kaku never outright antagonizes them, as much as [[PunchClockVillain he's simply doing his job]].
* NiceGuy: Despite being an antagonist and member of a team of assassins, Kaku's nice and friendly personality isn't just part of his act, and never shows a moment of cruelty or sadism.
* NiceJobFixingItVillain: Thanks to Kaku releasing the ''Going Merry'' from its holding dock at Water 7, something he considers his last action as a shipwright, the ship roams to Enies Lobby and saves the Straw Hats during the [[NukeEm Buster Call.]]
* NoodlePeople: Or noodle giraffe-man, with his "Pasta Machine" Technique. By forcing the mass of his giraffe neck down into his body, his arms and legs become much longer than normal but keep the same width, appearing very slim. This form is especially useful for a master of Tempest Kick, as longer legs mean stronger RazorWind.
* NotSoHarmlessVillain: Everyone finds his giraffe powers [[WhatKindOfLamePowerIsHeartAnyway hilarious.]] Even his [[TeethClenchedTeamwork "comrade"]] Jabra can't take him seriously. But then he proves that he can still kick major ass by holding his own well against Zoro (and causing him quite some trouble, even).
* OhCrap: [[spoiler:When he tries to sink the Thousand Sunny at Egghead, Kaku finds a wide awake Zoro onboard who effortlessly blocks his RazorWind attack.]] The grimace on his face is pretty hard to miss and it shows that he's surprised and scared to face him again.
* OnlySaneMan: Between the three agents sent to Egghead, Kaku has to put up with Lucci's impulsive decisions that endangers all of them, and having to suffer from the consequences of Stussy not explaining Vegapunk's traps earlier.
* PersonOfMassDestruction: He ''cuts the Tower of Justice in half'' in a fit of rage with Razor Wind Amanedachi.
* PowerLevel: The second highest of [=CP9=] at 2200. Slightly above Jabra.
* PunchClockVillain: The only reason he's labeled as a villain is because he's a [=CP9=]'s assassin. Otherwise, he's a pretty nice guy.
* PunnyName: His attacks are mainly puns on the various combinations of "kaku" and ''kirin'' (giraffe). E.g.: ''Kama Kirin'' refers to Kamakiri (the mantis) and the giraffe.
* RazorWind: A real master of ''Tempest Kick'' (Rankyaku), they can be a [[DeathOfAThousandCuts small shower of blades,]] a drill-like attack, a [[FuumaShuriken shuriken-shaped blast,]] and even a giant circular slice.
* RedBaron: Because of his habit of running and jumping from great heights while undercover at Galley-la, the people of Water 7 call him "the Mountain Wind".
* ReverseGrip: Kaku holds his katana backward.
* RunningGag: He's often mistaken for Usopp because of [[GagNose his long squared nose]]. And he's constantly mocked as a giraffe.
* SeriousBusiness: His obsession with giraffes lead him saying the following in complete deadpan.
-->[[Funny/OnePiece "I love giraffes..."]]
* TheStraightMan: During the Egghead arc, Kaku plays the straight-man to [[NotSoAboveItAll Lucci of all characters]], constantly chiding him when he lets his grudge against Luffy gets the better of him.
* TeethClenchedTeamwork: He and Jabra do not work well together when they team up to fight Zoro and Usopp. The fact that Zoro and Usopp survive as long as they do while cuffed together is largely due to Jabra and Kaku getting in each other's way.
* TokenGoodTeammate:
** Unlike the other members of [=CP9=] Kaku is genuinely a nice person and is only antagonistic toward the Straw Hats because it's his job. [[spoiler: This trope becomes more prominent as a member of [=CP0=] where, unlike the other members who physically fought Sai and Leo who were trying to prevent Charlos from taking Shirahoshi as a slave, Kaku just tries talking them down instead.]]
** During the Egghead Arc, he takes a moment to console [[spoiler:the gravely injured (by Rob Lucci) Sentomaru, telling him that he performed his duty protecting Dr.Vegapunk admirably and that it's a shame it came down to [=CP0=] taking him out]].
* TookALevelInBadass: [[spoiler:Much like Lucci, he's also become more powerful by the Egghead Arc and has also awakened his Devil Fruit during the TimeSkip. Unlike Lucci, he doesn't get to show his newfound power for long before Stussy bites him and renders him unconscious.]]
* TwoGuysAndAGirl: During the mission at Egghead, he froms this dynamic with Lucci and Stussy.
* UnderestimatingBadassery: Averted. He's the only member of [=CP9=] that doesn't attribute Blueno's loss to Luffy to Blueno being out of shape.
* VerbalTic: Often ends his sentences with "-ja".
* VillainForgotToLevelGrind: Played with just like with Lucci. [[spoiler: It's not that he stagnated: in the Water 7 saga, Kaku can only perform his Razor Wind Amanedachi technique in his hybrid form and do a bit of preparatory spinning to pull it off. Over the time-skip, Kaku learned to perform it in his human form and awakened his Devil Fruit but his attacks simply annoy Zoro instead of actually challenging him, so Zoro easily overpowers Kaku in their rematch]].
* WhamLine:
-->'''Kaku''': I'm going to give it to you straight. Your ship...can't be fixed! Not even with our skills.
* WorthyOpponent: Considers Zoro to be one, as the two give a hard fight that pushes them both to their limits.

Sanji doesn't buy it and promptly deceives him back. He also claims that Sanji's kicks are worthless to break his morale, while really thinking that they're nearly overpowering his Iron Body. Sanji doesn't fall for that lie either.
* BoisterousBruiser: Very loud and proud of his fighting ability. Could also be a way to cope with the fact Lucci and Kaku are physically stronger than he is.
* BraidsOfAction: His hair is tied in a braid that goes below his waist.
* BunnyEarsLawyer: Probably the best example of the bunch. Despite his weird superstitions and obvious lies, he's arguably the most ''professional'' member of the group, because he grasps the simple concept that assassins are supposed to kill people as fast and effectively as possible.
* CombatPragmatism: Jabra can be a real bastard in combat, is proud of using sneak attacks and has no qualms about attacking weak and/or injured foes.
* DecoyBackstory: When Sanji fights Jabra for the possible keys to Robin's cuffs, Jabra stops and offers his key to Sanji while telling him that he and Robin are siblings who got separated and how he joined the navy in hopes he would reunite with her. However, the backstory completely contradicts the backstory Robin had a few chapters prior (which established Robin as an only child on the run from the government), making it [[BlatantLies blatantly clear]] that Jabra is lying. Sanji isn't fooled and instead responds by kicking Jabra.
* FairyTaleMotifs: While hunting his preys, Jabra fancies himself as TheBigBadWolf, and he even resorts lies to get what he wants, such as telling Sanji that Robin is actually his lost sister. In fact, when he claims he's Robin's long lost brother in the anime, she's portrayed as Literature/LittleRedRidingHood herself.
* HeartbrokenBadass: He's in a grouchy mood when he's introduced because his girlfriend just dumped him in hopes of getting together with his rival Lucci.
* InconsistentSpelling: Jabra or Jabura, depending on the localization.
* LightningBruiser: He's physically the third strongest member of [=CP9=], being only 20 Doriki behind Kaku. He's a master of the Six Powers like the other agents, but Jabra is capable of using Iron Body while moving, and his Devil Fruit increases his physical strength and speed, which makes him a very powerful, agile and tough fighter without drawbacks.
* LogicalWeakness: The Iron Body defensive technique comes from hardening the user's muscles and he can use it without the cons of being unable to move but, as Sanji demonstrates, this means it doesn't do anything to protect him from extreme heat.
* TheMindIsAPlaythingOfTheBody: Combined with PredatorsAreMean. When someone eats a Zoan type Devil Fruit, with a predator, it brings feral instincts. For this reason, in his hybrid form, Jabra likes to play with his prey.
* OurWerewolvesAreDifferent: With his Devil Fruit, he can literally turn into a big human-wolf. Also a full wolf, which has yet to be seen.
* PetTheDog: In spite of his cruel behavior, he and Kaku agree to use their key to release Zoro and Usopp from their Seastone manacles if the keys match, so that they can have an honest fight. Unfortunately, the keys don't match the shackles.
* PowerLevel: Of 2180, making him, much to his anger, slightly weaker than Kaku and much weaker than [[UnknownRival Lucci]]. Though he's still on another level compared to the other members.
* RedOniBlueOni: The red to Lucci's blue. The two are rivals (emphasized by their feline and canine AnimalMotifs) and Lucci is calm and resolute, while Jabra is short-tempered and petty.
** Alternatively: where Lucci is a sadistic BloodKnight who drags things out for fun and has no visible interests or hobbies outside combat, Jabra is a CombatPragmatist who specializes in a ''defensive'' technique (despite his Devil Fruit giving him no less nasty fangs and claws than Lucci), suggests BoringButPractical tactics when on the job, and - unique among all of [=CP9=] - is mentioned to have an actual social life with other staff members on Enies Lobby.
* TheRival: He fancies himself as a rival of Lucci's, the latter of whom somewhat reciprocates the feeling. Their Devil Fruit abilities emphasize it with a CatDogDichotomy. However, Jabra is not happy to learn that Lucci has gotten much stronger than him, but while it's implied that Lucci was stronger than Jabra before leaving on the Water 7 mission, it's unclear how much the gap has changed between then and Lucci's return to Enies Lobby.
* SavageWolf: Thanks to his Devil Fruit, Jabra is a werewolf hitman, but the savage part is Subverted. He tries to kill his marks as quickly and painlessly as possible. His reasoning is that if someone has to die, there's no reason for them to suffer before hand. Ultimately DoubleSubverted because in his hybrid form, which expands the user's feral instincts, he mocks his helpless preys and likes to play with them, and he is always murderous anyway.
* ShapingYourAttacks: Storm Leg Lupus Fall has him sending out four masses of RazorWind in the shape of wolves.
* SignatureLaugh: His laugh it's Gyaaaa ha ha ha ha!
* ATasteOfTheirOwnMedicine: Much like the titular [[TheBigBadWolf Big Bad Wolf]] Jabra likes using deception to make his opponent lower their guard and attack them. When facing off against Usopp he throws his key down and pretends that he doesn't really like fighting which allows him to wound Usopp when he goes for the key. When Jabra tries the same trick against Sanji, this time claiming that Robin is his long lost sister, Sanji pretends to believe it only to swiftly kick Jabra into the ceiling when he tries to attack him. After Sanji pockets the key Jaba dropped he then [[{{Troll}} cheerfully notes that he said he could have the key]], which infuriates Jabra as he states that he is the one who's supposed to trick people.
* TeethClenchedTeamwork: He and Kaku do not work well together when they team up to fight Zoro and Usopp. The fact that Zoro and Usopp survive as long as they do while cuffed together is largely due to Jabra and Kaku getting in each other's way. It's implied Jabra likes Lucci even less.
* WalkingShirtlessScene: He does wear the typical [=CP9=] suit but not the shirt, leaving his ripped body exposed.
* WhyDontYouJustShootHim: When Blueno is fighting Luffy, and the latter is still alone, Jabra is the one who suggests that all of the agents should just dogpile Luffy and take his head already. Of course Spandam refuses ([[DirtyCoward because he wants them as close as possible to protect him]]) and it becomes a series of one-on-one matches.

->''"That's sexual harassment."''

The only female member of the Cipher Pol #9 and the physically weakest member (not counting [[KarmicButtMonkey Spandam]], who's even weaker than an average Marine soldier). She infiltrated the Galley-La company as Iceburg's secretary for five years. After going to Enies Lobby, she eats the Bubble-Bubble Fruit (''Awa Awa no Mi'') which grants her the power to create and manipulate soap.
-----
* BadassBookworm: Even if you are working undercover, you've got to be pretty smart to be Iceburg's trusted secretary for five years.
* TheBaroness: Sexpot variation. She's young and very attractive (not even [[EvenTheGirlsWantHer Nami]] is immune), and is not shy about using her appeal during a fight, especially against [[WouldntHitAGirl Sanji]]. This is despite her RunningGag of accusing Spandam of sexual harassment for '''everything'''.
* BathtubScene: Right before they fight, she incapacitates Nami with her powers and then proceeds to make her wait there while she ''takes a whole bath and gets dressed''. Considering her soap-powers though, it seems like she had to squeeze a bath scene in ''somehow'' though, right?
* BubbleGun: She has the power of the Bubble-Bubble Fruit, letting her create bubbles and soap with many different effects.
* TheCameo: Very briefly appears in ''Anime/OnePieceFilmRed'' where it's shown that she's once again working for Cipher Pol.
* CharacterCatchphrase: Kalifa is quick to call ''anything'' sexual harassment. In Spandam's case, even his mere existence.
* ClothingDamage: After being defeated by Nami, she rips her top to shreds to recover her key, as Franky [[AllMenArePerverts gives her a thumbs up]]. In the miniadventures she has to use Jabra's jacket to cover herself.
* {{Cloudcuckoolander}}: Even putting aside the random declarations of "sexual harassment", Kalifa is a bit of a space-case, to the point where she thought that Chopper in his monster form was Nami.
* CurbstompBattle: Her battle with Sanji is completely one-sided because the latter refuses to attack women.
* DesignatedGirlFight: Double Subverted. Kalifa is the only woman of [=CP9=] but she fights Sanji, however, after quickly defeating him, Nami comes to fight her.
* DoesNotKnowHerOwnStrength: Possibly. Otherwise, in the bowling game she wasn't content with getting a strike, but ''[[CharlesAtlasSuperpower launching the ball through the wall]]''.
* EmpoweredBadassNormal: She's already a member of the strongest Cipher Pol excluding Cipher Pol Zero, then she eats a Devil Fruit.
* EvenTheGirlsWantHer: ''Nami'' briefly starts ogling Kalifa [[StupidSexyFlanders before realizing what she's doing]].
* GroinAttack: Not afraid to kick Sanji's privates in their fight and mock him about it.
* HeartIsAnAwesomePower: Who would want the power to create and manipulate ''soap and bubbles''? Well, turns out you can "clean" someone's power (thus draining their energy), turn your opponents into helpless, slippery soap-people, create surprisingly effective shields of soap, and create huge waves of soap to assist in said power washing.
* {{Irony}}: She accuses Spandam of "sexual harassment" for pretty much anything (up to and including his mere existence), but the main application of her powers requires her to literally rub all over her opponent's body against their wishes. PlayedForLaughs, of course.
* KickChick: Has long, fishnet-covered legs and she mostly fights with kicks and Tempest Kicks, when not using her powers. The only offensive attacks not performed with her legs is Finger Pistol.
* MilitaryBrat: The SBS specifies a [=CP9=] agent seen during the Ohara incident is Kalifa's father, Laskey, and that much of their family are in Cipher Pol.
* MsFanservice: She's got One Piece's standard ImpossibleHourglassFigure and even gains powers (foam that turn bodies slippery) that enhance the fanservice.
* PowerLevel: Of 630, making her the physically weakest member excluding [[KarmicButtMonkey Spandam]]. She is still a very strong person, however.
* SexySecretary: Kalifa is Iceburg's secretary and a very attractive woman, even if a bit quirky, until she's revealed to be an undercover agent of [=CP9=].
* TheSmurfettePrinciple: The only female member of [=CP9=].
* StockingFiller: Kalifa wears a pair of fishnet stockings in her [=CP9=] uniform.
* TearsOfJoy: Kalifa cries of happiness when Iceberg awakens after the assassination attempt, but it later turns out to be an act.
* {{Tsundere}}: Kalifa is shown to be harsh, though the "dere" side is still pretty cold and in the end it turns out it was an act.
* VictoriasSecretCompartment: Keeps the key to Zoro and Sogeking's shackles in her cleavage.
* WaterIsWomanly: The only female in [=CP9=] has the Bubble-Bubble Fruit, and is a beautiful, seductive woman.
* WeakButSkilled: Physically, she’s the weakest member of [=CP9=] except for [[IncompletelyTrained Nero]]. However, her Devil Fruit is the most versatile, with a myriad of potential applications she can exploit.
* WeaksauceWeakness: Water can easily dispel away the effects of her Devil Fruit. But she's usually savvy enough to avoid it.
* WhipOfDominance: Before eating her Devil Fruit, she used to fight with a spiked whip, which is pertinent to her character with her [[TheBaroness imposing, cold, and domineering]] personality and her [[DressedLikeADominatrix pseudo-dominatrix attire]]. She was so skilled with her whip that she could use it to restrain prisoners and even catch hold of the third car of the Puffing Tom after Sanji detaches the car.

Another one of [=CP9=]'s members who infiltrated Water 7, but didn't join Galley-La Company. Instead, he disguised himself as a bartender until he and his teammates found Pluton's blueprints. During the Enies Lobby arc, he faces Luffy and becomes the guinea pig for Gear Second's first use, thus he's the first member of [=CP9=] defeated.\

He's a Six Powers master and has some of the stronger Iron Body techniques among the [=CP9=], but he's not able to move freely like Jabra; instead, he uses a technique called Wheel. He also has eaten the Door-Door Fruit (''Doa Doa no Mi''), which gives him the ability to open a door anywhere he wants; on walls, inside a person, and even in the air, essentially giving him the ability to create a PocketDimension.

-----
* AnimeHair: To go with his bull motif, Blueno's hair is done to look like a pair of steer horns.
* AscendedExtra: Despite being a fairly minor character in the actual manga, he's one of the more prominent non-Straw Hat characters in ''Anime/OnePieceFilmRed''. [[spoiler:He even ends up saving the Straw Hats and the Big Mom Pirates alongside Koby]].
* TheBartender: He takes the role of a bar owner to gather information in Water 7 and gets on good terms with Kokoro. Similar to Lucci, he uses a different kind of voice for his cover, so whenever he's masked, he can use his real voice and the audience would not suspect a thing. The fact he that has taken such an inactive role, however, ends up making him weaker in combat.
* BearsAreBadNews: He wears the bear mask during the [=CP9=] raid on Galley-La, as well as the initial assassination attempt on Iceburg.
* BluntYes: After explaining how the Buster Call traumatized Robin, and that the threat of it being used against her friends caused Robin to despair, Sanji asks if [=CP9=] knowingly used that trauma to force Robin to surrender. Blueno stoically and unapologetically says, "Of course we did."
* EvilSoundsDeep: Blueno has a very deep voice and is an assassin that works for a corrupted government. As a contrast, his bartender voice is in a much funnier tone.
* ExplainingYourPowersToTheEnemy: Downplayed. Blueno gives terse explanations of what the Six Powers do during his brief fight with Luffy in Iceburg's room. Meanwhile, Kalifa explains Tempest Kick and Kaku explains Finger Pistol to Zoro.
* GeniusBruiser: Very intelligent and cunning, able to use his tricky Devil Fruit in many clever ways and, thanks to the Six Powers, he can be very fast, strong, and tough as well.
* HannibalLecture: Delivers a calm and lengthy speech to Luffy when they confront each other on the roof of the tribunal, telling him what's in store for he and his crew now that they have challenged the World Government. Too bad for him, a CurbStompBattle follows.
* HeartIsAnAwesomePower: Blueno's Door-Door Fruit powers lack destructive capabilities, but can do wonders in his hands (turning anything into a door, effectively allowing the user to walk through walls). They're actually useful for the kind of stealthy black ops work [=CP9=] usually does, but don't seem very effective in a straight up combat scenario... and then Blueno starts using them to teleport by opening doors in reality, or turning his opponent's body parts into spinning doors.
* InconsistentSpelling: His name has been officially romanized as Blueno and Bruno, depending on the localization.
* MisterExposition: He's the one who gives a thumbnail of Robin's background to Sanji, Franky, and Us... err, Sogeking. The [[LackOfEmpathy sheer calmness]] with which he describes the Buster Call and the trauma it gave Robin makes Sanji completely ''explode''.
--> "How fucking rotten can you people get?!"
* OpenAndShut: Blueno's Devil Fruit ability can open a door anywhere, allowing him to pass through walls, or turn people's body parts into spinning doors. He can even make a door in the air, called "[[ExactlyWhatItSaysOnTheTin Air Door]]", that leads into a PocketDimension.
* SortingAlgorithmOfEvil: He's the first enemy Luffy faces in Enies Lobby (Marine Mooks notwithstanding) and has a Power Level much lower than that of Lucci (820 and 4000 respectively), the arc's strongest enemy.
* SpectacularSpinning: His Iron Body Smash attack has him propelling himself towards the enemy with arms and legs stretched, activating Iron Body as he wheels sideways towards the enemy to crush him with his hardened body. He can also turn part of an enemy in a spinning door to confuse them.
* TheStoic: Even moreso than Lucci. He takes no visible pleasure in thrashing his enemies or seeing a job well-done; outside of his cover-role he barely even ''smiles'' (except when he thinks his Iron Body successfully tanked Luffy's Jet Bazooka... about two seconds before he keels over after all).
* VillainousRescue:
** While not exactly a villain anymore after Enies Lobby's arc, he's the one who saves his mates from the Buster Call using his Devil Fruit.
** In ''Anime/OnePieceFilmRed'', [[spoiler:he and Koby save the Straw Hats and the Big Mom Pirates from Uta's staff ability, and the former is in [=CP0=], so still one of the bad guys]].
* WorfHadTheFlu: Blueno is skilled with Iron Body, but is defeated to show how strong Luffy is in Gear Second. However, his teammates note that the fight might not have been nearly as one-sided had Blueno not spent five years in a noncombatant cover identity.

[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/kumadori_anime.png]]

One of the elite members of [=CP9=], who doesn't infiltrate the Galley-La Company, and is introduced only after the events of Water 7. He's the largest among the group along with Fukuro (not counting hybrid-forms), standing at roughly 8 feet tall, and arguably the most eccentric with a very large presence. Has long pink hair and white make-up on his face, plus black lines around his eyes and mouth. He's a master of the Six Powers, but doesn't excel in any specific type, nor has he eaten a Devil Fruit, so he resorts to fighting using a staff (Khakkhara) in combination with the Six Powers.\

He can also use Life Return (Seimen Kikan), which gives him full dominion over his body (he mainly uses it to make his hair prehensile).
-----
* AlasPoorVillain: Sure, he may be an assassin, but he's the [[{{Cloudcuckoolander}} funniest [=CP9=] agent]] and the one who receives the worst beatdown.
* BadassNormal: Along with Fukuro, he's the only one who doesn't have any Devil Fruit power.
* BerserkButton: Doesn't like it when someone doesn't get his lion AnimalMotif, especially if it's mistaken for another less magnificent animal (such as the octopus).
* BewareTheSillyOnes: Despite his eccentricities, he nearly kills Nami when she takes his key, and would have defeated and killed Chopper if the latter hadn't resorted to using Monster Point.
* BigEater: After being locked in a giant fridge he opens a way out after eating all the food. Thanks to Life Return, he can digest and assimilate everything in seconds, though.
* BoisterousBruiser: He's VERY loud and proud of his abilities.
* CurbStompBattle: At first, the fight between Kumadori and Chopper is somewhat balanced, with the assassin having the edge. Then Chopper [[OneWingedAngel eats the third rumble ball...]]
* EmotionalBruiser: Kumadori doesn't stop mourning for his mother even during a fight.
* EvenBadMenLoveTheirMamas: He's very fond of his mother, who he believes dead. [[AllThereInTheManual Though Oda reveals she's actually alive]].
* EyesAlwaysShut: Well, at least the right eye. In his youth, instead, he kept his left eye closed.
* {{Gonk}}: Has a very goofy appearance which goes along with his personality.
* ItsAllMyFault: He takes all the blame for everything, even when it has nothing to do with him, and then suggests committing seppuku to cleanse himself.
* LargeHam: Kumadori doesn't simply have make-up like a kabuki actor, he also uses the same poses and mannerisms.
* LaughablyEvil: It's easy to forget that this guy is a skilled assassin despite his [[{{Cloudcuckoolander}} silly personality]].
* MartialArtsStaff: Wields his staff with enough skill to use it to preform [[FingerPokeOfDoom Finger Pistol]]
* MasterOfYourDomain: Life Return gives him full control of his body, allowing him to accelerate his metabolism and move his hair, for example.
* MeaningfulName: Kumadori is the [[{{Guyliner}} face paint]] used by Kabuki actors.
* NoHoldsBarredBeatdown: Chopper's monster form gives Kumadori a ''complete beatdown'' while the latter can't even fight back.
* PlayingWithFire: Kumadori can ignite his staff, [[ArtisticLicensePhysics probably using friction]], and then use it to shoot fireballs.
* PowerLevel: Has one of 810.
* PrehensileHair: With Life Return, he can freely control his long hair, and even give it the shapes of fingers to use multiple [[FingerPokeOfDoom Finger Pistols]].
* RealMenDontCry: Kumadori believe that men shouldn't cry and feel fear. For this reason he doesn't retreat and faces Chopper's monster form despite knowing he has no chance.
* ScarsAreForever: During [=CP9=]'s miniadventures, he's revealed to have two larger scars on his torso and a couple of smaller ones on his left arm.
* StealthHiBye: Despite being the loudest member of the [=CP9=] (And possibly the loudest guy on Enies Lobby period), he manages to sneak on Nami and grab her in a corridor. He's an assassin after all.
* SuicideAsComedy: He constantly tries to commit harakiri, only to instinctively activate Iron Body and save his life. And then he thanks his mother in heaven (when she's really alive and well) for having saved his life.
* TemporaryBulkChange: After emptying a fridge he suddenly gets fat but, [[JustifiedTrope thanks to Life Return]], he immediately digests all the calories.
* TentacleRope: Using his "Hair Bind" (kamishibari) he can use his hair to bind and restrict people so that he can impale them with his staff. Both Nami and Chopper almost fell victim to it.
* WarriorPoet: Found of spouting haiku-sounding speeches in combat, especially as he's about to deliver the coup-de-grace to his victims.
* WouldHitAGirl: Kumadori is a skilled assassin who shows no hesitation trying to impale Nami with his staff and would've succeeded in his second attempt had it not been for Chopper's intervention.

One of the last-seen members of [=CP9=] introduced, since he doesn't participate in Water 7's infiltration. He's a big, round man (''literally'') with a zipper for a mouth. Ironically, he has a bad habit of saying too much, and this often causes trouble to his fellow members, especially during stealth missions. He doesn't have any Devil Fruit power but is a master of the Six Powers, like any [=CP9=] member, and is a master in the [[FlashStep Shave]] technique, using stealth attacks. He's also been a black belt since he was a kid.\

At Enies Lobby, he [[LooseLips tells the Straw Hats that every member has a copy of the key for Nico Robin's handcuffs]] and faces Franky, who defeats him after a long match. Later he's kicked out of [=CP9=] along with his fellow members.
-----
* {{Acrofatic}}: Fukuro can move very fast even with his stocky, bag-like body. He's also a master of the [[FlashStep Shave]] technique.
* AstonishinglyAppropriateAppearance: He can measure the Power Level of anyone who hits him, and resembles a punching bag.
* BadassNormal: Along with Kumadori, he's the only member without any Devil Fruit power.
* FatBastard: Fukuro pretty much looks like a big walking, talking pouch and is an assassin working under the corrupt World Government. This is later downplayed after he, along with the rest of [=CP9=], becomes more of an AntiVillain.
* {{Gonk}}: He has inhuman body proportions and face.
* GoodOldFisticuffs: Fukuro uses a variant of the Finger Pistol called ''Solid Beast'' (Jugon), which is basically a bullet-speed punch.
* GossipyHens: Fukuro likes to gossip about a lot of things to people in Enies Lobby, notably about his friends' secrets, like Jabra's being dumped by his girlfriend.
* HeKnowsTooMuch: It is said that Fukuro often causes this, like in a mission where they had to kill an additional 20 people instead of only the 3 targets.
* IllNeverTellYouWhatImTellingYou: Good God, Fukuro. He reveals the Straw Hats that every single member of [=CP9=] has a copy of the key that opens Nico Robin's handcuffs, and that only one copy is the real one.
* LooseLips: Ironically, for a guy with a zipper for a mouth (although it was probably put for ''this'' very reason), Fukuro has the bad habit to nonchalantly reveal secrets. Jabra himself wonders what purpose the zipper has if Fukuro keeps revealing secrets regardless.
* MeaningfulName: His name means "owl", which goes with his AnimalMotif.
* MouthStitchedShut: Kind of, he has a zipper for a mouth but, as you can guess from the other tropes listed, it doesn't do much.
* NiceJobFixingItVillain: He's the one who greets the Straw Hats once they arrive in the palace of justice and '''immediately''' [[LooseLips reveals]] how to free Nico Robin.
* NoNeckChump: Fukuro's body is completely round and doesn't appear to have a neck. It helps him look more like an [[AnimalMotifs owl.]]
* PowerLevel: He has the ability to measure the Power Level of everyone who punches him. He himself has a Power Level of 800. [[FridgeLogic How he managed to measure himself is a mystery.]]
* RapidFireFisticuffs: Owl Strike (''Fukuro Dataki'') which is a flurry of punches while running around his opponent. In the anime, it's depicted as a DoppelgangerSpin, probably by using Shave.
* StoutStrength: Fukurou has a very wide body and some strong-hitting techniques.
* VerbalTic: He often says the word ''Chapapa''.
* VocalDissonance: Fukuro is big and round but has the voice of a small child.

The newest recruit of [=CP9=], a pale and slim man with many jewels on his body. Unlike the other members, he can't use Finger Pistol or Iron Body, and relies on his guns. He helps escort Nico Robin on the Puffing Tom, where he fights and is defeated by Franky. For his loss, Rob Lucci pierces him and throws him off the train. [[WhatHappenedToTheMouse He has not been seen since then]].
-----
* CombatPragmatist: Nero does not know how to use Finger Pistol yet, and compensates by using actual pistols.
* FragileSpeedster: Nero can't use Finger Pistol and Iron Body (and thus is frail), so he mostly relies on HitAndRunTactics. Franky defeats him by pinning him down and delivering a strong blow to him.
* IncompletelyTrained: Nero doesn't have the ability to use Finger Pistol or Iron Body, thus meaning he has difficulty piercing Franky's defenses or withstanding his attacks, and has to use actual pistols to compensate. It makes him the weakest member of the team (not counting Spandam) and Lucci dismisses him as "a work in progress."
* MeaningfulName: Nero means 'black' in Italian, which is fitting due to his dark clothes and sinister appearance.
* OvershadowedByAwesome: He is a competent fighter and [=CP9=] agent, but it's clear he is nothing compared to the other assassins.
* SixthRanger: Nero is the group's newest member, hasn't fully mastered the Six Powers yet, and is the only one to not fit among the group's TrueCompanions.
* SmugSnake: Nero is very confident in his abilities but he's nothing compared to his fellow [=CP9=] members.
* SortingAlgorithmOfEvil: He's far weaker than the other [=CP9=] agents, and is also fought much earlier.
* UncertainDoom: Lucci stabs him with a Finger Pistol and kicks him off the Puffing Tom, into the sea, after he loses to Franky. Not to mention one of the biggest annual storms in the world, the Aqua Laguna, was raging on at the time. Hence, it's unknown if he survived or not.
* WeHardlyKnewYe: He's introduced, loses to Franky, and then Lucci disposes of him in the span of few chapters.
* WickedWeasel: His AnimalMotif is the weasel, as shown by his lean body and whiskers. Ironically, by all indications he's much more ''idealistic'' than most of [=CP9=], getting tricked by [[CombatPragmatist Franky]] multiple times and thinking his senior agents would give a single damn about him.
* YouHaveFailedMe: The other members don't care much about him, and when he loses to Franky, they quickly throw him in the sea.

The director of [=CP9=] at the time of Ohara's destruction 20 years before the start of the story, and Spandam's father.
----
* BeardOfEvil: He has a beard after the TimeSkip, and he's a ruthless government official.
* DirtyCoward: He's somewhat less heinously cowardly than his son, but he panics when Olvia shoots him through the jacket sleeve.
* EvenEvilHasStandards: While he's willing to kill all the scholars, he's shocked when the Buster Call ships begin firing on Ohara while he and his men are on the island, he is also shocked when Akainu destroys the evacuation ship. He outright said that his job was to chase off the uninvolved on the island for ThePurge, and wasn't expecting Akainu to take their orders to the logical conclusion.
* GenerationXerox: Like his son Spandam, he's a [[NonActionGuy weak]] and [[DirtyCoward cowardly]] {{jerkass}} of a [=CP9=] director. Spandine hunted down Nico Olvia after Kuzan helped her break out of prison, while Spandam helps capture Nico Robin.
* {{Jerkass}}: Like father, like son. He's self-absorbed and merciless to the people of Ohara, and sees no problem with initiating a Buster Call on them. However, he does showcase some ''slight'' standards that his offspring doesn't, such as horror that the evacuation ship full of innocent civilians was also targeted mercilessly on Akainu's orders, and seemed to be sincere about wanting those not involved with the scholars' research to be protected from the Buster Call.
* MinorInjuryOverreaction: When Olvia shoots him through his jacket sleeve, he panics and thinks he's about to die.
* NiceJobFixingItVillain: He prevents Robin from boarding the evacuation ship due to not wanting her to get away, and ends up saving her life when Akainu destroys the ship.
* NonActionGuy: Unlike his son, he doesn't even have a CoolSword like Funkfreed. He would have been at the mercy of Olvia, an untrained scholar with a rifle, without his men to back him up.
* SmallRoleBigImpact: Spandine only appears twice: once in Robin's flashback, and once during during the [=CP9=]'s Independent Report cover story. Despite this, he is the one who ordered the Buster Call on Ohara, making him responsible for Robin's DarkAndTroubledPast.
* VillainousLegacy: His son, Spandam, is the ArcVillain of the Enies Lobby arc, following his dad's footsteps.
* WouldHitAGirl: He has his subordinates rough up Olvia while arresting her. A young Robin is appalled to see them treating a woman that way, even before realizing that the woman in question is her mother.
* WouldHurtAChild: He reports an eight-year-old Robin to the evacuation ship to ensure that she won't get on it, and puts a 79 million berry bounty on her, thereby ruining her life and causing her to be pursued by the Marines.

!!Alpha
[[quoteright:291:https://static.tvtropes.org/pmwiki/pub/images/alpha_0.png]]
A member of [=CP8=] posing as a nurse, but actually holding Bonney hostage in Sorbet Kingdom after the latter gets treated by the World Government for her "Sapphire Scales" disease. This is to ensure Kuma will follow the World Government's orders to the letter and won't think about going back with the DealWithTheDevil he made with Saint Saturn.
----
* AmbiguouslyRelated: She looks a lot like Kalifa (down to [[HereditaryHairstyle the hairstyle]]), [[FamilyThemeNaming their names are similar]] when written in katakana ("Arufa" vs "Karifa"; the differing characters are adjacent on a chart), and the SBS mentioned [[MilitaryBrat much of Kalifa's family are Cipher Pol agents]] (including Kalifa's father).
* BattleaxeNurse: The very first thing she does in the series is [[DepartmentOfChildDisservices separate Kuma and Bonney, under the guise of taking care of her]] while giving Kuma a very effective IntimidationDemonstration about [[WouldHurtAChild what will happen to his daughter]] if he ever displeased the World Government. The ''second'' thing she does is turn Kuma's church into a prison and isolate Bonney from all her outside contacts in the Sorbet Kingdom. She is definitely not a pleasant character from the very beginning and [[ChildAbuseIsASpecialKindOfEvil she only gets worse from there]].
* BitchInSheepsClothing: She pretends to be a [[HospitalHottie loving caring nurse]] towards Bonney working actively to cure her disease. In reality she is an overly cruel Cipher Pol agent who destroys Kuma's letters to Bonney, isolates her from anyone that cares about her, does everything she can to make Bonney's "treatments" as unpleasant as possible [[ItAmusedMe just for the hell of it]] and ''relishes'' the chance to [[WouldHurtAChild finally physically harm Bonney]] when the poor kid attempts to make an escape, something that gives her clearance for it.
* ChildAbuseIsASpecialKindOfEvil: Even though she's not physically abusive to Bonney (mainly because she doesn't have clearance unless Bonney tries to escape), she still does enough covert abuse to the poor kid to draw ire from the audience. She intercepts and destroys Kuma's letters to Bonney, not allowing the girl to feel the love of her father, even by correspondence leaving her crying and wondering [[INeverGotAnyLetters why Kuma doesn't send her any letters]]. She works to isolate her from the people in Sorbet Kingdom who care about her. She gives Bonney a foul-tasting placebo (made out of [[QuackDoctor spoiled lemonade no less]]), when she could give her a good tasting one just because [[ItAmusedMe it amuses her]]. And she actively relishes the chance to [[WouldHurtAChild beat up Bonney and chain her up]] when the poor child has enough and attempts to escape. Needless to say, she more than earns Bonney's [[MegatonPunch "Nika-Punch"]] to her face.
* CombatMedic: She has enough medical training to at least pass off as a doctor (even though her medical expertise is [[QuackDoctor questionable at best]]), and she is trained well enough into the Cipher Pol martial techniques to manage to sky-step towards Bonney's ship, when the girl manages to escape.
* CreepyHousekeeper: She may be a HospitalHottie but she is also Bonney's warden. Once she establishes herself, she quickly gets a fortress built around Kuma's church, effectively turning it into a prison and forbids anyone visiting Bonney without documents and approval from the World Government.
* DepartmentOfChildDisservices: She is the one who steps in to separate Kuma from Bonney during their final encounter, on the basis that she needs to look after Bonney to keep her safe from her disease except she doesn't really care about Bonney and [[CombatMedic she is not really there to cure her]]. She also raises a fort to prevent other people from seeing her and keeping her company. It later becomes [[ChildAbuseIsASpecialKindOfEvil clear that she definitely doesn't have the best interests of the child in mind]].
* DoctorsOrders: {{Invoked|Trope}} in order to keep Bonney confined to her prison, even though the Sapphire Scales disease has been completely cured.
* EvilIsPetty: She ''could'' give Bonney a good-tasting placebo while pretending to treat her disease, she just chooses to use a bitter one [[ItAmusedMe for the hell of it]]. It's also heavily implied she doesn't [[KickTheDog destroy Kuma's letters to Bonney]] for any reason other than them making her feel disgusted.
* FailedASpotCheck: Despite having Bonney under watch 24/7, she fails to notice that Bonney is a Devil Fruit user. This allows Queen Dowager Connie to stage an escape by switching places with Bonney and get the upper hand in combat by channeling "Distorted Future" to give her a [[MegatonPunch "Gear 3 Nika-Punch"]] to the face.
* FourEyesZeroSoul: She wears glasses and is an overly cruel [[ChildAbuseIsASpecialKindOfEvil child abusing]] BattleaxeNurse, who destroys Kuma's letters to Bonney, deliberately makes Bonney's treatments as unpleasant as she possible can [[ItAmusedMe just for the hell of it]] and is ''thrilled'' that she finally gets clearance to [[WouldHurtAChild physically hurt Bonney]] when the poor girl finally attempts to escape.
* GoblinFace: She normally appears as a very attractive bespectacled HospitalHottie, but her face visibly distorts whenever she receives ''yet another letter from Kuma to Bonney'' before proceeding to destroy it. Said face emphasizes her inner ugliness.
* HospitalHottie: She wears a nurse outfit, she talks in medical terms and she is very attractive. That being said, she is more of a warden (and potential [[WouldHurtAChild assassin]]) than an actual nurse.
* IntimidationDemonstration: Sporting a SlasherSmile, she snaps a pebble with her bare fingers while telling Kuma that a child's neck can break [[ShameIfSomethingHappened just like that]]. Kuma quickly gets the point and leaves promising her that he will never return to Sorbet Kingdom.
* ShameIfSomethingHappened: Her exchange with Kuma involves her explaining to him how easily a child's neck can break [[IntimidationDemonstration by snapping a pebble with her bare fingers]], while sporting a SlasherSmile, making it perfectly clear [[WouldHurtAChild what will happen]] if Kuma ever steps out of line.
* SlasherSmile: She flashes one wicked smile during her IntimidationDemonstration towards Kuma to make sure he understands she means ''business'' and as she is about to use physical violence on Bonney when the girl tries to escape.
* StupidEvil: Alpha's abuse towards Bonney is [[EvilIsPetty pointlessly cruel]], at best, but it reaches stupid levels when it causes Queen Dowager Connie to [[LittleOldLadyInvestigates realize something is amiss]], which leads to Bonney escaping the World Government's custody. Furthermore, if she had actually been less insufferable or shown some affection towards Bonney the girl might have had second thoughts about escaping and delivering a "[[MegatonPunch Gear Three Punch]]" to her face. Really, had Alpha been less abusive, the World Government would have been better off.
* QuackDoctor: The bitter syrup she uses as a placebo with Bonney is "spoiled Ramune" (spoiled lemonade essentially) so her actual medical knowledge is shown to be questionable at best as this could potentially make Bonney sick. Then, again, [[ChildAbuseIsASpecialKindOfEvil she doesn't really care]].
* StockingFiller: She wears stockings as part of her nurse uniform. Unlike Kalifa's they are straight-laced.
* UnderestimatingBadassery: She attempts to fight Bonney on her own without any backup when the latter attempts to escape, severely underestimating Bonney's fighting capabilities. In her defense, Bonney hid the fact that she was a Devil-Fruit user, so she didn't know about her Age-Age Powers and consequently didn't expect Bonney using "Distorted Future" to deliver a [[MegatonPunch "Gear 3 Nika-Punch"]] directly to her face.
* WouldHurtAChild: As if her association to Cipher Pol isn't enough, Alpha makes it ''very clear'' to Kuma that she won't hesitate to kill Bonney if he ever steps out of line, immediately setting her up as villainous.

->''"Are you hungry?! I'm Wanze, the headwaiter, so I can make anything!! How about some ramen?!!"''
-->--'''Chapter 368'''

A member of [=CP7=] and a cook who makes ramen noodles. He's one of the Cipher Pol agents who try to stop the Straw Hats on the Sea Train.
----
* BewareTheSillyOnes: Wanze is easily one of the series' most ridiculous characters in design or personality (which is saying something), enough to shock even Sanji, Usopp and Franky. Sanji later learns that he's still a dangerous government agent.
* TheCameo: Makes an out of nowhere appearance in the non-canon ''Film Gold'', being interrupted as he attempts to propose to his girlfriend by a falling Luffy.
* ChefOfIron: Wanze uses ramen in battle by shooting ramen needles from his nose and builds a suit of armor made of ramen. Sanji [[BerserkButton gets pissed off at him]] because he's pretty much wasting food.
* {{Cloudcuckoolander}}: Whether he's trolling or not, Wanze is one of the most insane characters in the series. The first thing he does is show Sanji, Usopp and Franky his noodles recipe: he mixes the flour with his saliva and then the noodles comes out of his nose. The latter three are utterly freaked by his behavior.
* CordonBleughChef: Wanze makes ramen by mixing the flour in his mouth with his saliva and then the noodles come out of his nose, then he even tries to offer it to Sanji, Franky and Usopp.
* EdibleAmmunition: With his Ramen Kenpo, he shoots ramen noodles...from his nose. Nobody would eat the ammunition in this case, though.
* EvilChef: Wanze is part of the black ops group [=CP7=] and their chef. He also fights with his expertise - manipulating noodles and, failing that, using a big poisoned knife.
* GogglesDoNothing: Wanze never wears that small pair of goggles over his head. This is actually parodied to hell in the SBS section as Oda states they're meant to protect Wanze's eyes from crying while cutting up onions, after a reader asks exactly about their purpose. When another reader pointed out that's not how it works (onions make people cry because of chopped particles irritating the nose), Oda simply replied that Wanze wears the goggles [[ItRunsOnNonsensoleum ''over his nostrils''.]]
* {{Gonk}}: He has a perpetually smiling face, a very wide mouth, and eyes that slightly pop out of his face. Sanji briefly turns him into a {{bishonen}} by kicking him in the face, and later brings him back to normal with one last kick.
* HoistByHisOwnPetard: Sanji demolishes his Noodle Suit by chopping the arms and armor to shreds with Wanze's own [[LogicalWeakness kitchen knives]].
* HypocriticalHumor: When Sanji uses Wanze's own knives to cut up his noodle armor, he claims that his knives are kitchen tool not made to be used by delinquents. As soon as Sanji puts them back after removing the armor, noting that no real chef would use kitchen knives to hurt ''people'', Wanze quickly throws a whole set of them at Sanji.
* IAmNotPretty: Inverted; Wanze is a {{gonk}}y bastard, but he thinks of himself as "handsome" and "lovely". When Sanji's kicks transform him into a {{bishonen}}, he ''freaks'', claiming that Sanji has deformed him and stolen his good looks.
* ImprobableWeaponUser: Wanze is a cook agents who fights with an armor made of ''noodles'' and can even shot noodles out of his nose.
* ObliviousToHisOwnDescription: When Sanji prepares to face him and describes him as a grinning moron, Wanze looks behind him as to see whom he was referring to, much to Sanji's wrath.
* PerpetualSmiler: Wanze always smiles even when he's distressed, which confuses Sanji to no end. The latter ends up Parage Shot'd Wanze so he can emote better.
* PlayingWithFire: He has rollerblades (with its wheels being made of literal blades), which he can ignite with enough friction, allowing to him perform flaming kicks.
* PoisonedWeapons: When Wanze is truly pissed off and realizes his noodles aren't much effective, he brings out a big poisoned knife to fight Sanji.
* PoweredArmor: Fights with a combat suit made of ''noodles''. Surprisingly effective too, as attacking enemy limbs tend to get stuck between the noodles.
* MotorMouth: Wanze is constantly rambling and chatting at a hundred miles an hour as he explains to Sanji, Usopp and Franky his noodles recipe. Even when he's fighting, Wanze just doesn't shut up.
* TooMuchInformation: When Sanji, Usopp and Franky first encounter him, he mentions that the key to his cooking success is because his nose hairs crisscross, forming a grid pattern that is essential to his "force raw dough out through his nose to form it into noodles" style of so-called cooking.
* {{Troll}}: When Usopp is in disbelief at the idea of Ramen Kenpo, Wanze mockingly repeats his words. Franky nearly shoots him in the head and is unnerved by Wanze's expression not changing at all, but gets irritated when Wanze says his heart almost jumped out. Sanji holds them back and tells them to not take the bait, only to be provoked too when Wanze looks away while he's talking to him.
* UncleanlinessIsNextToUngodliness: Wanze is a chef part of a villainous, with a ''very'' disgusting and unsanitary method of making ramen.

* FantasticFightingStyle: Since he's very tall, to fight in cramped spaces he adopts a Yoga-Boxing style so that his movements aren't hindered. [[LampshadeHanging Sanji comments how stupid it sounds and looks]].
