!! Nene Nanakorobi
[[quoteright:295:https://static.tvtropes.org/pmwiki/pub/images/pandora_nenec.png]]
[[caption-width-right:295:WORLD PEACE!]]
-->'''Voiced by:''' Sanae Fuku (Japanese), Creator/MeganShipman (English)

A girl visiting her aunt in Cenancle Island, Nene is one of the few people in the world to own a full-body prosthesis. She meets Uzal and Clarion on the trip to the island, and after getting involved with the chaos that BUER causes, finds herself Clarion's new "owner" and caretaker.
----

* AchievementsInIgnorance: Nene's so adept in making use of her cyborg body that she's capable of things other people would normally think would be ''impossible''.
** For example, in the penultimate episode, she helps Bunny hack the Imperial American security protocols, so that they could get out of the incinerator they were trapped in. When they finally get out, Bunny THEN realizes that the jury-rigged console she made ''wasn't even plugged in into Nene''. This meant that Nene used her own remote access system ''unknowingly'' to deactivate the incinerator.
* BerserkButton: She's very protective of Clarion.
* CutenessProximity: She literally goes ga-ga over Clarion, and it doesn't take much to get her to cooperate with Uzal's zany scheme, because it gives her the chance to be close to Clarion.
* {{Cyborg}}: Her brain was transplanted into a mechanical body because of a severe illness (in the manga it is called "Pyxis Syndrome") and/or an accident (the manga itself and the volume descriptions send mixed signals). Since the technology is in its infancy, her body has obvious joints which can lead to her being mistaken for an android.
* ElegantGothicLolita: The look of her MagicalGirl-style "optical camouflage" uses elements of this.
* GamerChick: Nene became an expert in handheld games as part of her physical therapy regimen. Her gaming proficiency also allows her to instantly distinguish between [[LotusEaterMachine VR simulations]] and real life.
* HarmfulToMinors: She apparently saw her parents die in a house fire (which was the reason why she was so eager to run towards danger to save Uzal and Clarion).
* HeroicSacrifice:
** Nene volunteers to take Clarion's place and shut down BUER's main body, once it goes berserk in the final episode. [[spoiler: Obviously, it doesn't stick, as she DOES manage to stop BUER in time, and gets returned to Clarion unharmed.]]
** Apparently her parents saved her from a house fire at the cost of their lives.
* HourOfPower: While the abilities Nene gains from the Pandora Device are comparatively useful, they also have a time limit.
* InstantExpert: As an Adepter, she's able to make use of her cyborg body far better than it should be possible. This trope is also invoked whenever she uses the Pandora Device to perform any profession.
* JumpedAtTheCall: Really, she could have just easily walked away when the initial Cenancle Island attacks happened, but nope, she just had to go back, and make sure Clarion was safe.
* SkilledButNaive: A master at anything gained from the Pandora Device, trusts someone she just met too easily.
* WideEyedIdealist: She'll do anything for WORLD PEACE!
** Later on, she enthusiastically declares to Kurtz that she'll use the power of MONEY to BUY world peace.

!! Clarion
[[quoteright:256:https://static.tvtropes.org/pmwiki/pub/images/pandora_clarionc.png]]
[[caption-width-right:256:Nekomimi Mode.]]
-->'''Voiced by:''' Creator/ManamiNumakura (Japanese), Creator/LaraWoodhull (English)

Uzal's long-suffering assistant, Clarion is another full-body cyborg like Nene. Unlike Nene, her body's been specially modified to hold Uzal's Pandora System, which can grant mastery of a wide array of skills. She eventually joins Nene, when the latter becomes her new registered "owner" care of Uzal.
----

* BerserkButton: She doesn't like it when people touch her ears. Someone tried and got their (cyborg) arm cut off. She's also very protective of Nene.
* {{Cyborg}}: Unlike Nene though, who actually does humanlike activities like eating or sleeping, Clarion doesn't seem to sleep, and what's more prefers to be plugged in (via old-style electric cord!) and charged overnight to gain her energy.
* InSeriesNickname: Nene calls her "Cla-rin", to her disgruntlement. Due to this, every person they meet calls her "Cla-rin" as well. Seven Seas' translation of the manga spells it "Clara-rin", and Creator/FUNimation spells and pronounces it "Cla-ring".
* KnightInShiningArmor: Nene has come to think of Clarion as her "cat prince," after Clarion saved her life during the Hermes department store fire.
* LittleMissBadass: While Clarion's been shown to be fully capable of defending herself and Nene in the various scrapes that they get into, nowhere was this shown more when she decides, on her own volition, to pre-emptively assault the Imperial American forces occupying Uzal's underground facility.
* LivingEmotionalCrutch: When Clarion becomes separated from Nene, Nene worries that Clarion has become this to her.
* NinjaPirateZombieRobot: She's is a full-body {{Cyborg}} CatGirl NinjaMaid.
* NoodleIncident: She's very self-conscious about people wanting to touch her cat ears. She doesn't want to explain why.
* SkewedPriorities: In the first episode, she loses her left arm while protecting Nene from an excavation robot's attack. She didn't mind (temporarily) losing an arm. The fact that she lost her arm to a mere excavation robot is what vexes her so.
* ThereIsAnother: [[spoiler: In the final episode, Vli---- discovers a whole room full of Clarions, sleeping in pods. Whether these are just extra bodies, or Clarion ISN'T really a cyborg that she claims she is, is not made clear.]]
** [[spoiler: Uzal apparently built another android or cyborg of the same model as Clarion. It's / She's called "Phobos," and is a former (?) operative of the villainous organization "Poseidon".]]
----

!! Uzal Delilah
[[quoteright:286:https://static.tvtropes.org/pmwiki/pub/images/pandora_uzalc.png]]
[[caption-width-right:286:It's all her fault, by the way.]]
-->'''Voiced by:''' Creator/AtsukoTanaka (Japanese), Creator/MonicaRial (English)

Clarion's "master" and owner prior to Nene, Uzal is a well-known personality on Cenancle Island, being both an inventor who contributed to the island's known infrastructure and a philanthropist. At least, as far as the public is concerned anyway, but as Nene soon finds out, there's a whole lot about Uzal's private affairs that would be considered ethically dubious. It is under her final command that Clarion is placed under Nene's care.
----

* AmbiguousSituation: In the final episode, [[spoiler: we see what seems to be Uzal appearing before Kurtz, which distracts him long enough for him to get buried by the rubble from the collapsing underground base. And it's STILL not made clear whether it's really Uzal, or another of her holographic projections.]]
* BlatantLies: Suuuuure Uzal, Nene really did pass out that one time, and you didn't do any illegal modifications on her while she was unconscious.
* ColorFailure: Out of exasperation after her rebellious subordinates break into her lab to beg her to bring BUER under her control again, including an recursive case of GivingUpTheGhost.
* CrazyPrepared: One module was destroyed? Fear not, she has several more in reserve! No way out of a self-destructing lair? Fear not, she prepared an escape route beforehand!
* GenderBlenderName: [[https://en.wikipedia.org/wiki/Uzal Uzal is a male name]] from the [[Literature/TheBible Hebrew Bible]].
* LabcoatOfScienceAndMedicine: The coat she wears over her minidress looks mostly like one, except that the hem and cuffs are split apart like the petals of a flower.
* TheMentor: Before she was believed to have died, she acted as a mentor figure to Nene, making Nene aware of her potential as an adeptor, and entrusting Nene with Clarion, the key to unlocking her abilities.
* NamesToRunAwayFromReallyFast: It's probably not a good idea to trust someone called [[Literature/SamsonAndDelilah Delilah]].
* NeverFoundTheBody: The local media assumes that she was one of those killed during the "terrorist attack" at Cenancle Island, to the point where there's a ''public memorial held in her honor''.
* ReformedButNotTamed: Even though she left [[spoiler: the real BigBad, the villainous organization "Poseidon"]], she is often ready to use questionable means, is a real dick to her subordinates (who mostly deserve their treatment, though), but her close associates know she wouldn't do something really evil (e.g. Takumi knew that the black-box devices installed by Uzal in Nene's cyborg body, wouldn't be dangerous to Nene in any way, because they were made by Uzal).
----

!! Takumi Korobase
[[quoteright:315:https://static.tvtropes.org/pmwiki/pub/images/pandora_takumic.png]]
[[caption-width-right:315:Uzal's rival... In her own mind.]]
-->'''Voiced by:''' Creator/MarieMiyake (Japanese), Creator/JadSaxton (English)

Nene's aunt, who's a contemporary of Uzal. Much like Uzal, she's a bit quirky and strange. She holds major stakes in many of the private enterprises located in Cenancle Island.
----

* AssShove: When she got food poisoning from eating an expired chocolate bar, one of the treatments Nene tried to use (after she installed the knowledge to act as a paramedic) was an suppository.
* BerserkButton / MaamShock: She may be Nene's aunt, but she doesn't like being called "obaa-san" (Auntie).
* BrainComputerInterface: She's an early adopter of cyber-brain technology, and as such has the associated ports at the back of her neck that anyone who's familiar with ''Franchise/GhostInTheShell'' would recognize immediately.
* {{Hikikomori}}: Takumi is usually overwhelmed with social anxiety, and has to hide behind her Gertsecommas, whenever somebody sees her face-to-face. She does all her work in cyberspace and never leaves her mansion.
* MadScientist: She holds key patents, funds important research, and is extremely influential in the business world, but she looks and acts like a bratty child. She also has an obsessive rivalry against Uzal.
%%* OlderThanTheyLook: And her offhand comment about human rights groups getting on her case suggests, that the way she restored her youth is ethically dubious.
* ReformedButNotTamed: Just like her former colleague (and possible love interest), Uzal, she was [[spoiler: a member of the villainous organization "Poseidon", defected from it]], but was still ready to use questionable means to achieve her aims.
* UnclePennybags: Takumi provides Nene and Clarion with maintenance for their bodies at the hospital she owns, gives Clarion access to heavy weapons when she sets out to raid Kurtz's base, and in the manga, buys out a whole stadium that Nene can use for her PE assignment.
* VerbalTic: "-daya!" Both Seven Seas and Creator/FUNimation translate this as "yeah!"
----

!! B.U.E.R.
-->Voiced by: Junpei Morita (Japanese), Creator/SonnyStrait (English)

A giant boring robot owned by Uzal's company that possesses a giant laser. While its main body resembles a giant eyeball, its Central Nervous Unit, which detaches itself after the main body is shut down, takes the form a gentlemanly but perverted lion-esque creature with three legs.
----

* AntiquatedLinguistics: The Central Nervous Unit speaks in archaic Japanese, which is usually translated as YeOldeButcheredeEnglishe.
* ButtMonkey: The CNU, whether it's because of Takumi wanting to dismantle him to find out how he works, or Clarion locking him up in a safe to prevent Takumi from dismantling him, or inflicting AmusingInjuries on him for being a LovableSexManiac.
* FunWithAcronyms: B.U.E.R stands for "'''B'''ase of '''U'''nearth '''E'''xtra '''R'''esources".
* InsistentTerminology: As the CNU is based on [[Literature/ArsGoetia a demon that teaches philosophy]], he is "The Philosopher of Hell", thanking you kindly.
----

!! Colonel Ian Kurtz
-->Voiced by: Creator/JunichiSuwabe (Japanese), Creator/JMichaelTatum (English)

A "security adviser" from Imperial Americana brought in to monitor Cenancle Island's stability. He is secretly trying to gain access to BUER's main body, and the constant network disruptions experienced by the island are an indirect result of his subordinates trying to hack through BUER's systems.
----

* AGodAmI: After he [[spoiler: was denied control over BUER, his combat robot Fear was destroyed, his subordinates neutralized, and he himself apparently discharged from the Imperial American military, he went off the deep end, and wanted to kill everyone with a land-mate (a combat mecha), for rejecting the "god of the new world," him.]]
* BigBad
* ScheduleFanatic: He always carries a pocket-watch and constantly reprimands people for being late.
* TheStoic
** NotSoStoic: See VillainousBreakdown.
* SmugSnake: He spends most of the series believing that he's got the situation at Cenancle Island under his control, when it turns out that he's been out-maneuvered, and played [[spoiler: by Uzal]] the entire time.
* VillainousBreakdown: Loses it when he finds out that all that time spent trying to hack through BUER's security protocols only netted him... BUER's secret photo collection of low-angle shots of girls' thighs. In essence, he spent 12 episodes trying to get into an AI's ''PornStash''.
----

!! Robert Altman
-->Voiced by: Creator/TetsuInada (Japanese), Creator/IanSinclair (English)

A high-ranking member of the Cenancle Defense Force. He spends his free time out of uniform helping out the folk in Cenancle,
----

* [[AFathertoHisMen A father to his men]]: He's well-liked and greatly respected by his subordinates.
* BadassNormal: He's a highly competent martial artist who was able to go toe to toe with powerful battle androids, despite being just a normal uncyborgized human being.
* NiceGuy: He has a habit of helping others in need. His reason for doing so? "It's just in my nature!"
----

!! Vli----
-->Voiced by: Satsumi Matsuda (Japanese), Creator/AlexMoore (English)

A television reporter who always get interrupted before she can state her name.
----

* ButtMonkey: So far, she has suffered a great deal of pain and misfortune, from almost drowning to getting caught up in explosions, [[{{ArsonMurderAndJaywalking}} being unable to pay for her beer, and wearing a mascot uniform that's too heavy for her.]] And she still hasn't said her full name yet!
* CatchphraseInterruptus: She is constantly getting interrupted before she can say her name.
* ContrivedCoincidence: She always happens to be right at the center of whatever chaos is happening with Clarion and Nene, and always, always, always fails to get the scoop because she's horribly physically traumatized in the process of trying to film, record, or otherwise exploit it, [[RunningGag before she even gets to say her full name and title.]]
* CuteLittleFang
* DeadlineNews: Played for laughs; she is always in danger while reporting but always survives.
* MsExposition: Her main purpose in the story is to deliver information about events on Cenancle until she gets interrupted by her ButtMonkey tendencies.
----

!! Fear

A combat robot that serves as Kurtz's personal bodyguard.
----

* TheBrute: Can take on both Nene and Clarion.
* TheDragon
* NamesToRunAwayFromReallyFast: He's an extremely powerful combat android in the service of the villain Kurtz ([[spoiler: provided to him by the villainous organization "Poseidon"]]).
* TheVoiceless
