17Originally created and led by the notorious villain Destro years ago, the Meta Liberation Army was a large, powerful organization who believed using their Quirks should be a fundamental human right and that society is wrong in attempting to regulate Quirk usage, resorting to terrorism to make their point. Eventually, they were defeated and Destro was arrested, causing the group to disband. While in prison, Destro released his manifesto to the world before killing himself in his jail cell. Unbeknownst to the police and even Destro himself, Destro had a child. After generations of hiding, one of Destro's descendants Rikiya Yotsubashi, a.k.a. "Re-Destro", leads a modern incarnation of the Meta Liberation Army and intends to carry out his ancestor's ideology. Under his new leadership, the Army has expanded to currently hold allegedly more than 116,000 soldiers.

24* DevilInPlainSight: They're able to operate under the collective noses of society by virtue of being comprised of seemingly respectable citizens.

While the [=LoV=] is broke and dealing with having no resources to the point of stealing from other villains just to get by, while being clearly lost in the matter of goals and how to achieve them, the MLA has the head of a giant company as their leader and have little worries about money while having a clear goal set by their predecessor and knowing their next target. Their leaders are even shown having a fine dine together in a fancy room (which isn't even their house, just their HQ) and discussing their plans while the next chapter shows the [=LoV=] scrapping for food in a lousy, abandoned place in the middle of the woods and has Shigaraki deflecting the question of what they're going to do now, as they have no clue of where to find The Doctor. Furthermore, they count well over a hundred thousand competent foot soldiers, while the League hasn't yet brought in a single new recruit.
28* InsistentTerminology: Unlike the rest of the world, they use the term Meta Ability instead of Quirk. This is a holdover from the group's original formation during the early period after superpowers first appeared. During that chaotic era, superpowers were originally given the name Meta abilities. Later on, the Government started using the term Quirk as they began establishing the various laws regulating the usage of powers and it stuck as the main name for superpowers since, much to the dismay of the group's original founder Destro.

94* EmotionSuppression: Weaponized. Re-Destro bottles up his stress and all related emotions such as fear or anger so as to use them to power his Quirk when he wants to.
95* EnergyBall: His ''Burden'' attack collects a sphere of his manifested stress that he can throw to create massive shock waves.
96* EstablishingCharacterMoment: He first appears as a very lovable person who even accepts his secretary, Miyashita, making fun of him, but when the latter makes a foul comment about the Liberation Army, Re-Destro [[NeckSnap snaps his neck]], and cries TearsOfRemorse over having killed someone who he trusted enough to consider introducing to the Liberation Army.

109* HulkingOut: Re-Destro's Quirk, "Stress", is effectively this. His Quirk bottles up all of the rage and stress he feels into his body which he then uses to bulk himself up to gigantic proportions in order to release his stress on whoever has incurred his wrath.
110* HulkMashUp: His Quirk "Stress" is basically the Hulk's power of weaponizing UnstoppableRage for HulkingOut and immense SuperStrength. When he's not fighting, he shows he has both charisma and intelligence similar to the Hulk's alter ego Bruce Banner, and even shares Banner's ability (in his better moments) to keep the rage bottled up to be unleashed at the moment of his choosing. The biggest difference would likely be how he doesn't treat his Quirk like a SuperPoweredEvilSide.
111* {{Hypocrite}}: Re-Destro claims to be following the will of Destro and trying to make a world with no Quirk suppression, but spends most of his effort fighting the League of Villains, who ''are'' using their Quirks freely and do not care about controlling others. At first, Re-Destro appears to be the ideal embodiment of the various qualities that go into making a good leader, especially when compared to the seemingly slipshod way that Shigaraki runs his operation. However, because the way Meta Liberation Army rigidly revolves around the CultOfPersonality built around its leaders, Re-Destro's subordinates are so [[BlindObedience lacking in initiative]] that when they come up against the much smaller organised but infinitely more resourceful [[BadassCrew League of Villains]], what should be an overwhelming victory slowly gets dragged out into a war of attrition. Similarly, because of the constant pressure to try and live up to the image of the perfect leader since childhood, Re-Destro has come to find the role suffocating and stressful to the point that [[spoiler: it contributes heavily to his decision to hand over leadership of the MLA to Shigaraki]].

The black markings on his body go into overdrive and go from just marks to seemingly coating his body in a black substance, with increased power and a more monstrous appearance.
