She's not allowed to be told that the mysterious new merman is actually a human boy traveling the universe, so Ursula uses this to persuade the princess to steal Triton's trident. Once Ursula is defeated and the trident is returned, she doesn't hold this against Sora, hoping instead to journey to other worlds as he does. He's finally able to grant her that wish in ''III'' when she appears as a summon.
106* MakingASplash: As a summon in ''III'' she is surrounded by water to facilitate her presence as a mermaid and can use it to attack enemies for Sora.

Note that this is all due to Ursula's plot; it's not a limitation of the spell (either that or Triton has more powerful magic).
111* PortalPool: As a Link in III her attacks are facilitated by jumping through pools of water and rising up somewhere else.
