Identity cards are issued, martial law is declared, minorities are placed in walled ghettos, and anyone siding with them (including other superheroes, one of them being ComicBook/SpiderMan) are either imprisoned or hunted traitors. Upon learning of all this, the real Cap leads an assault during a nationally-televised rally (in other words: Cap and Spidey team up with an army of rebels ''to kick racist asses''), whereupon he defeats the impostor and then '''chews out the entire country''' for betraying its ideals... then ''rallies the country'' back to those ideals. AND HE MAKES IT WORK.

21** First, after being killed and then raised as a vampire by Dracula, Wolverine asserts his dominance and, within minutes, has figured out how to turn himself into a bat and even mist. He then takes down Dracula and beheads him to become the new ruler.
22** With scores of mutants turned, the X-Vampires take out Dr. Strange. Sent back as a ghost, Strange finds "the one man without superpowers would be the last to fall to the vampires...''The Punisher''!"
23** This sets up the amazing sight of the Punisher, wearing Dr. Strange's cloak and Eye of Agamatto, taking down the ''mutant-powered vampires'' with gloves lined in silver, silver bullets, melting Colossus with holy water and more.
