"Tokyo Mew Mew New" has Minto be the first Mew Mew who's implied to be working with Ryou and Akasaka for a while and even helped them find, gather, and infuse the other girls with animal DNA.
There's a good chance the Minto's family were helping fund the project prior to the Shiroganes' deaths albeit away from the public eye. Maybe the two's parents introduced a young Ryou and Minto to each other and they became ChildhoodFriends.

If Minto was friends with Ryou and knew about Project Mew Mew prior to his parents' deaths, she probably took it upon herself to continue the project after her parents decided to call it quits.
On a related note, this could also explain why Ryou is okay with Minto slacking off at work; she's already done so much for him.

Humans, or at least the Mews, are able to feel Mew Aqua. However, the aliens have to rely on other Mew Aqua samples, and find strong emotions incomprehensible sometimes.
