* TwentyFourHourArmor: Armor is worn constantly while your liberals are doing their stuff, and you're even encouraged to wear armor during interrogations (as they usually give boosts to it). Soldiers will also wear armor even if no alarm is raised and they're encountered outside of the base.

* TheGoomba: Security guards are pretty much the most basic combatants you can encounter, as they have low gun skills, don't wear armor, only use .38 revolvers at most gun laws, and are present at most locations that are unaffliated with the government. That said, guns are still lethal, so they're not to be underestimated



* OddlyOvertrainedSecurity: At C+ gun laws, security guards switch to [=MP5s=], and cops will also often carry them instead of pistols. Of course, considering that at this point it's legal for civilians to buy machine guns, it might not be as outlandish as it seems.

* CannonFodder: Hippies and gang members are easy to find and very likely to be liberal (always liberal, in the case of hippies), making them easy to recruit in large numbers. Additionally, many gang members come packing guns already.
