The manual identifies the Radar Jammer as a Soviet unit, while in the final game it's an Allied one. The launch animation of the GPS Satellite shows a graphic of a Soviet Soyuz rocket, suggesting it was meant to be a Soviet ability and later switched to an Allied one.
