A fitting punishment to those in Level 6 for being too powerful for their own good, their extremely heinous actions, or being a major threat to the government itself -- all you have there is utter isolation and waiting for death. The HangingJudge of Enies Lobby considers death sentence a compromise -- looking at Impel Down, it makes sense.
