It's referred to as hell thanks to all the (mostly true) rumors floating around. The levels of this prison (fittingly dubbed "Hells") are based on various interpretations of hell from the sharp and pointy crimson hell on Level 1, the vicious beasts of Level 2, the desert heat and drought while starving on Level 3, the conventional interpretation of hell as hot with fire, brimstone and boiling lakes of blood on Level 4 and freezing to death by frostbite in Level 5, Level 5.5 averts this by being a hidden "paradise within hell" unknown to the jailers, Level 6 and anything that may or may not be in there is falsely propagated as nonexistent and removed from history by the government. A fitting punishment to those in Level 6 for being too powerful for their own good, their extremely heinous actions, or being a major threat to the government itself -- all you have there is utter isolation and waiting for death. The HangingJudge of Enies Lobby considers death sentence a compromise -- looking at Impel Down, it makes sense.

What’s worse is that Frollo planned to one-up it with a mass public execution of hundreds of Romani the following day. Finally, during the climax, Quasimodo pours molten lead into the square below Notre Dame, creating a massive lake of fire that pours from the cathedral as if it’s God’s crucible for Frollo and his men. Fittingly, [[spoiler:Frollo meets his end when after asking God to smite the wicked, he is obliged when he is cast into the molten lake.]]
