Daibhid C: I'd question whether it's always an Acceptable Target. It seems to me it's a question of scale; "everybody" takes a couple of pens from the office, and if someone in fiction is called on it, the Acceptable Target is the petty, penny-pinching company that doesn't realise its employees might need to write something work-related at home. It's when it starts getting into the realms of whole boxes of pens that it gets looked at askance.
