• One of the most glaring examples is from Sonic Adventure, where he just builds an utterly massive complex near the Mystic Ruins within what is assumed to be maybe a couple days after his plot involving the Egg Carrier falls through.

Because the base shows up at the beginning of Gamma's story, long before the Egg Carrier goes down. If some characters can't access it earlier, I'd assume it's a Gameplay and Story Segregation issue.
