Reason: Go look at the page for Keet. It states that characters similar to the Keet trope who lack the cutesy young brother traits belong there and that it is indeed gender neutral. Genki Girl makes more sense because while he does become hyperactive like that, he doesn't act like a cutesy younger brother.
