The Sea Monster and Felix is a 1960 Trans-Lux Felix the Cat cartoon.
It's a bright day, and Felix is out to take a boat trip to sea, but he sees a buoy floating and reads it,but doesn't believe it. It says, "Danger! Sea Serpent!" Felix then innocently continues, but a nasty sea serpent,with a "toy Christmas ornament ball" on its tail is right behind, just as the sign says. It follows Felix, who still doesn't know of it,who fishes, but then the serpent starts to bug the cat.
The monster puts a boot in the water, where the cat fishes, but Felix throws it out, where it hits the serpent and causes one eye to do a gas station pump-style counting to 10. It then shakes its head, looking like a scary horse. It then starts drinking the ocean!
Felix then starts looking around, and then part one ends.
Part two starts with Felix still seeing the ocean being drank up, then sees the serpent behind him, and the camera shows an entire view of the big monster, who then spits out the ocean, and chases Felix.
He manages to go back and forth, leading the big monster around the ocean. Felix lets the sea serpent thencome around and around like a twisted preztel!
With the monster now firmly, literally, twisted, Felix then says the old "Home, James!" command and sails off happily.
