I couldn't find any trope that seemed fitting, but another example would be the teacher at the start of Willy Wonka & the Chocolate Factory who pulls a "Class dismissed! ... class undismissed ... class dismissed!" based on the news he's being told about the Golden Tickets.

Attack! Attack... Retreat! Retreat! is actually quite flexible but a continuous repetition may call for a seperate treatment.

Someone keeps giving orders in response to a situation, but because the situation changes so rapidly they end up giving orders opposite to the previous ones in quick succession (often exploited by their opponent due to how much time gets wasted going from one extreme to the other). Sometimes leads to Attack! Attack... Retreat! Retreat! .
