Not only that, but sinners also used to spawn in different Rings depending on what their sins were in life. But at some point Lucifer/the Sins created magical barriers that prevent sinners from entering or even spawning in any other Ring besides Pride, to keep exterminators out of other Rings (since they aren't allowed to kill hellborns) and protect hellborns from sinners themselves (who are more powerful and immortal to most things except angelic weapons, unlike hellborns who are weaker and mortal). It's also possible Lucifer/the Sins were demanded by Heaven to lock the sinners in Pride for the sake of making exterminations easier.
Lilith would be the exception (though whether she counts as a sinner is debatable since it's implied she neither died nor ate the apple that gives you the capability to sin), as the Queen of Hell she's most likely allowed to go to other Rings, unless Heaven demanded Lucifer to keep her in Pride because they wanted to keep her from empowering the rest of Hell. If Eve is a sinner she might be another exception, either because she's a high-ranking demon whose job requires her to travel between Rings, or she just has a natural ability to access any Ring regardless of magical barriers as the (accidental/indirect) creator of Hell.
