It can be both depending on the player who faces. I personally find them enjoyable thanks to music. I shining leaving both entires is okay, it can be applied as both.
I feel that for the Complete Monster entry for Volo, it's worth noting that upon defeat, he doesn't see the error of his ways and only begrudgingly gives the player the Spooky Plate, vowing to take Arceus' power for his own once again some day. He'd be the exact kind of character you'd expect to have a Heel Realization, but he doesn't.

He actually reminds me of Dickson from Xenoblade Chronicles 1 in a way. You think he's your friend (and he does such a good job of it) but in the end you can't make him see reason and see the error of his ways, and he just goes out clinging to his twisted values.
Volo should consider himself lucky that the player characters don't think about revenge. If it really up to me, I'd order one of my Pokémon to knock him silly. After tying Volo up, I'd drag him to Galar (somehow) and then him to some railway tracks and wait for the next heavy goods train.
I’m sorry if I’m failing to get how the rules for discussions work, and it’s been a long time since I used the tropes format, so I will read on how to indent and format properly before trying to post anything, but I’m assuming spoilers are fine for discussions of YMMV articles unless I misread something there.
But to ask the thing, I wanted to discuss was Volo’s involvement, while listed as part of Shocking Moments, I personally see it as more of a Captain Obvious Reveal, which probably the argument can be made that it’s more of a Broken Base moment, over how well it was handled.
Not just going by my own opinion but most of the servers I share in Discord, the overall ruling from people I’ve spoken too is the same as me. He shows up before and after almost every boss to remind you he exists while seemingly having no bearing on the plot, a trope used in a number of Pokémon games and the fact he was one of the most heavily promoted character while being related to a champion, means he undoubtedly would be revealed to have some major relevance in someway due to how aggressively he was pushed.
While personally, I don’t find it to be a clever twist(Or that he’s even an interesting villain in general, but that’s just personal opinion than being objective.) I’ll acknowledge some people might have been taken off guard by it, though it seems like most people I spoken to pretty much immediately realized it when again, he was heavily marketed as important, he has a unique character design and supposedly no real role in the plot, he’s related to the Sinnoh Champion, so obviously, it’s to be expected he’ll have some kind of actual involvement.

Have you never before supped upon Pined Cone?I went ahead with listing him as one, given it's something that people have commented on before the game's release that he would be revealed as the villain. It's touchy, since I think it's a personal matter on how well you liked him as a character. I think he might be something of a base breaking character to list when the time comes.
Some people find him a cool, charming and likeable character, and other people(like myself) who seemed to have immediately pegged him as a villain, seem to mostly regard him as a generically motivated villain who lacks any real identity outside of using Cynthia's popularity to hype him up, who when you take away his implied relation to Cynthia, all that's left to him as a character, is effectively being just Lysandere, or a budget Cyrus.
Another, base breaking moment, might be the general battle. The fact, he uses a team pretty much identical to Cynthia is either cool and an awesome recreation of the champion battle, or just lame, and further proof he has no real noteworthy traits or characteristics of his own.

Can Origin Palkia/Dialga and Volo really count as Best Boss Ever and Anti-Climax Boss? It seems that if it's the best, it wouldn't be anti-climatic, but if it were anti-climatic, then it wouldn't be the best. So is it okay to leave both entries?
