You are right about that. They are not anarchists, just revolutionaries. Not every revolution aims to destroy the government as a concept. Most of the time, they just want to upend the current societal order enough to put in charge new people holding the revolution's ideal. Jinx and Silco belong to the latter category. The Firelights as well, since Ekko hates both the Chem Barons regime and Piltover. He probs just wants to be someone like Vander, a person respected enough to maintain peace in Zaun. Which is, again, a form of governmente.

Hey I would love it if we avoided calling any of what Jynx or Silco are doing "anarchistic" when what people really mean is violent. Silco and Jynx's broader goals fit very cleanly into a hyper-nationalistic right wing vision of the future Zaun and seeing that very pro-"having rulers" vision being labeled with the "let's not have rulers" ideology is lazy and confusing
Especially considering that there actually is a faction in Arcane that fits the bill of "Anarchist" much more cleanly, namely the Firelights.
