And since Ireland was poor and not part of NATO for a good while in the 60s-80s, it probably qualifies. I mean, hell, parts of Ireland didn't have running water or electricity until the mid-sixties.
When was Ireland classed as a Third World country? In the '70s and '80s we were poor and not members of NATO - but I don't think that really counts.
