A lot of Forsaken characters also qualify.

Doctor Theolen Krastinov has a Horde counterpart in Undercity:

Gerhard Abernathy, who takes POW's from Alliance and tortures them and keeps a brain mutilated innocent human as a slave. (Theresa Mindslave)

Not to mention Undercity has a population of Alliance slaves and prisoners forgotten and tortured.

1) Torture of prisoners in itself does not qualify as Complete Monster material: there are Horde prisoners being tortured in Kul Tiras as well, Google it. 2) Gerhard Abernarthy, while evil, is not characterised well enough to be classified as a Complete Monster; he's just a random NPC with no personality. Sylvanas and Putress could merit a place on this list, however, but rabid Sylvanites are a bitch to deal with.

Well, because of Garrosh's intervention, he hasn't been able to do nearly as much as he did in the original timeline yet. Maybe with Legion he'll qualify.

In continuation, considering his new Woobie Destroyer attribute, does AU Gul'Dan still qualify?

I don't think AU Gul'dan qualifies, since he had a Freudian Excuse. I mean, how could he not snap after all that?

And what about Deathwing? He was clearly driven insane by the Old Gods, not to mention his "curse" of feeling the weight of the world.
