Should Towa really be considered a Complete Monster? As far as I can tell, she does care for some things. And even if it was just one appearance, it probably shouldn't effect her whole presence in the DB universe. Other than that, does anyone think we should give Frieza a separate section here, considering that he's pure evil throughout the DB multiverse? I'm just saying.

I agree. In the long run, Frieza's atrocities set the foundation of the series and set the ground for the likes of Vegeta(before his Heel–Face Turn) and Cell
Being the Most Triumphant Example does not a good image make. But if you can find a good image showing Frieza being suitably horrific, feel free to suggest it in Image Pickin.

I feel like Goku Black himself is definitely an example of one. He outright gloats when he seemingly kills Future Mai, kills Future Bulma without a second thought, traumatized almost all of the people in the future, evokes fear in even the heroes, and such. He's more of a twisted clone created for the intents and purposes of eradicating all of mortality.
I'm still debating if Zamasu himself qualifies. Before the Goku Sparring/Barbarian incident, he was always distrustful of mortals, but he's gotten far more rotten since then, and if his future self says so, he's pretty close to qualifying. Heck, he even barged into Zuno's temple and threatened to kill the guy if he didn't tell him about the Super Dragon Balls and Goku.
Still way too early. His character arc is nowhere near done.

Adding into his recent heinous crimes, Black (actually Zamasu):
- Killed Gowasu ... which scared EVEN Future Zamasu at first. - Killed many Gods just so they could rule all. - Not only KILLED Goku (after switching bodies with Zamasu), but also killed Chi-Chi and Goten ON-SCREEN and gloated about it to Goku as well (may have also killed others off-screen too, but off-screen heinous deeds aren't counted). Heck, this even mirrored the sequence where fellow Complete Monster Frieza killed Krillin and gloated about it.
I know there's a rule that characters can't be added until the saga's done, but I'm really starting to feel like he's more than definitely one with more recent episodes.

In DB Super, Frieza doesn't kill Tagoma. Instead, Frieza tortures him and then "trains" (tortures) him, turning him into a cold-blooded killer.

Pretty much that. Having any form of redeeming trait means you're not a complete, 100% monster.
Since we have Dr. Myuu in the line up, could we consider Baby a monster too?
