I... feel like the description for this trope and the examples don't match each other. The description seems to be 'Minor villain goes on to do major things', which is confusing because we have the Malignant Plot Tumor trope for that, while the examples are just counting the uses and parodies of the expression in standard Stock Phrase fashion.

Can someone explain what this trope actually is anymore? I personally would say just rewrite the description and make it like every other Stock Phrase.
