It can be both. I don't know anything about that game, but apparently the sword speaks because it contains the soul of a man killed with it. To me that sounds like a case of Talking Weapon Justified.
I've tried to improve the example. Check if it's more accurate now.
Let's just say and leave it at that.

A question about this trope. Would a living weapon that can shapeshift into a human form(or any form) count for this trope?

If it can't talk while in weapon form, there's probably a better trope out there for it than this...
I don't think the Transistor example really fits here. I believe it's an example of Sealed Badass in a Can where the "can" is a sword. Maybe it should be changed to reflect that better?
