What, precisely, does the page quote have to do with the trope? The quote is from a Primus song, "My Name is Mud" - the character in the music video is a janitor, not a redneck. Even if you assume, though, that the titular Mud is a hick, what about him makes him a corrupt hick?

This appears to be stretching the definition into Square Peg Round Trope — being backward and malevolent isn't quite it. It's more a big fish in a small pond: an authority figure in a backwater who is corrupt and out of control.
- The entire town of Hackdirt in The Elder Scrolls IV: Oblivion, although they aren't corrupt hicks as much as they are Ax-Crazy hicks (by way of Lovecraft).
They do this with the mayor in Nut Job 2. Overlapped with, whatever the trope for corrupt politicians is called.
