Is it the case that Mythbusters or Brainiacs or one of those shows tested this proposition - I vaguely remember a leaky petrol pump in a fuel station forecourt, a puddle of petrol, and the probability that somebody smoking at the pump could drop a lighted item that would ignite the petrol. they discovered to make it work - 95% of the time, they found nothing would happen - you'd need a lot of petrol and reliable flaming item, such as a Zippo

Disposable lighters do not stay lit by design. A cigarette, cigar, or flare just doesn't fit the scene.

Aren't flares designed to stay lit even when tossed?

They are, but they are by design... disposable and therefore do not fit this trope.
