It's a known glitch—I believe it happens to TLP drafts that were sent back after a premature launch, although I wasn't involved with this particular TLP draft so I wouldn't know.
It's also one of the reasons I often post these TLP links in discussion tabs—this happens to a lot of pre-trope TLP drafts, unfortunately.

Don't cut! The creator had done a TLP of his own and was successful. I was wrong. I'll take the leg-break for whatever damage I might have done, I will even take an account suspension.
