Why would a scientist need a control group when creating supersoldiers? The capabilities of regular soldiers are well-known, so a simple before and after tests would determine if the experiment worked.

The control group in this case woud be a group of solider who is given only a placebo,exactly like real life pharmacological and medical experiments

If I remember correctly, Vault 101 is not control group. It's purpose is to test Overseer's power.
