Technically, it's not *exclusive* to girls, though. I imagine that a Wholesome Crossdresser or some other type of male character that wears heels and is suitably badass would qualify as well.
^This was discussed before the trope was launched. It is meant to be an Always Female trope. A Wholesome Crossdresser and other male characters that wear heels would would not qualify and would have to be a different trope, as the implications are different. However a trans woman would be allowed to qualify if she suitably badass.
The problem is, nobody really agreed with you, so stating that it was "discussed" there doesn't seem to matter.
Furthermore, you yourself said that the trope is "about femininity". A feminine man would almost certainly qualify.
Lastly, Always Female and Always Male don't seem to mean what you think it means. It does not mean "literally 100% female".
There is no good reason that a Wholesome Crossdresser would not qualify for it while trans woman would.
Looking at the YKTTW, this really does seem like this was underbaked. Launching a trope in 3 days doesn't leave time for this kind of discussion... frankly the overlap with Combat Stilettos (which is more of a subtrope than sister-trope) is problematic and should've been addressed (especially especially since the picture comes across as more Combat Stilettos than what I believe this is going for).

Even with all the wonking, the edit disputes on why should the historical tidbit on men wearing heels, the agreement on there should be a separate trope for men wearing heels should be included or not, and now adding an example linking high heels and the economy, this feels like it's still underbaked and confused on what this trope truly is. Though to me summing it up, it had been agreed upon that this should be taken to TRS and there should be a separate trope for men wearing heels.
A TLP draft on men wearing heels was attempted, yet it was discarded because it wasn't tropeworthy. It might need another try.
