risking death in training usually results in a lower casualty rate once in battle. Usually when death in training is present, even on an annual basis, it is small compared to the number of survivors. So one of the things you might consider is how often you expect to go into battle. sucks to have generations of people die in training and never go to war (in a way, war is not a good thing).
