Unless storyboarding counts?

Umm wrong. CGI Means Computer Generated Imagery. That means ANY imagery made on a computer. Did you even read the article page?
Nope. Older works that are still in circulation - and those made without computer modelling - don't qualify.

The article says "This includes Flash- and Toon Boom-based series, as well as higher-quality digital ink and paint-based films and TV shows."
Yep, not all current animation counts as that.

I'm pretty sure G3 My little Pony did as well. At the least newborn cuties must have because there is pretty much no other way the major flaws with it's animation could exist.
