Ho Yay is for scenes that accidentally have homoerotic undertones that the audience sees. It's not just "this was sorta gay."
Going through the page, there's very few examples that seem genuinely accidental. They may not be an act put on for the clients, but they're still quite deliberate on the part of the author (do you really think the whole Kyoya/Tamaki being Mommy/Daddy thing was accidental in such a self-aware show?).
There are so few legitimate examples I'm considering cutlisting the page and adding what remains on the YMMV page.
