Are we sure that Us is best described as a science-fiction horror movie? The government cloning experiment is far from being the main focus of the plot, and even when it's revealed the exposition comes from an unreliable narrator. The movie is much more heavily centered around the existential horror of having clones that look exactly like you, the fact that society is always forced to have "haves" and "have nots," and, in the case of Red/Adelaide, having someone who can steal your entire life away. The word "clone" is never even used in the movie.

Is there a trope that describes how colossally dumb the government was to do their clone experiment on the entire citizenship of their country at one time? A few dozen at most for an experiment would have been containable. They would have been a small enough number to guard and take down should an uprising occur. It's not Nice Job Fixing It, Villain though the experiment is clearly villainous.
