Yep. Black Manta and his father would not even have been on the sub if they weren't taking the job for Orm. Orm is the Big Bad because he orchestrated the events that led to the secondary villain having a reason to be a villain in the first place, even if Arthur was a little callous about refusing to save the dad and giving Manta that reason.
Can Ocean Master be considered the sole Big Bad? Yes, Black Manta does give Aquaman trouble but that's because he was working on behalf of Orm and it's only thanks to Orm that Manta gets the necessary resources to fight Aquaman on even terms.
