Popplio/Primarina sounds much more like a Game-Breaker than a Disc-One Nuke, since, based on that write-up, it remains "nuke-like" as deep into the game as the Elite Four. I recommend moving it there.

What's the difference between a Disc-One Nuke and a Game-Breaker Pokémon? I genuinely want to know for future reference.

So a Disc-One Nuke is a standard trope for situations where you can get something that gives you a massive advantage early in the game, but that "something" (a particular Pokémon here, but it could be a weapon or a spell or something else in other games) doesn't retain that advantage long-term. It can still remain usable deep into the game, it's just no longer ahead of the power curve. (In Pokémon, if it doesn't remain usable, it's probably a Crutch Character instead.)

A Game-Breaker is a YMMV trope (meaning that not everyone will share the belief) that blows away everything else in the game due to its sheer power or usefulness.

In this case, since Primarina remains powerful enough to "solo the Elite Four", which is deep into the game, I don't think it qualifies as a Disc-One Nuke and should be moved to Game-Breaker.
