Doesn’t Sludge qualify as a Consummate Liar?

I doubt it. His lies were pretty transparent; they mostly worked because Spike was so eager to believe him. The ponies easily punched holes in his story. He's a good con artist, but not a perfect liar.

Should Short Fuse and Rolling Thunder share a folder with Lightning Dust (i.e., have the folder named "Lightning Dust and the Washouts", with a heading for her and a second heading for the other two), a separate folder on this page or a folder in Characters.Friendship Is Magic One Shots?

Unlike Lightning Dust, they weren't much antagonistic, so I don't see them going on this page. A mention on one-shots would be more adequate.

Should the Mean Six be on this page? "Jerks and Bullies" seem to be defined, going by the examples and the description at the top, as more or less "everyday" villains whose main faults are being unpleasant or causing small-scale harm to other individuals, and who aren't significantly powerful; "Major Villains" are instead characters with much more power whose schemes threaten Equestria as a whole. Since the Mean Six were openly planning to take over the Elements to use as weapons for their own ends and Mean Twilight looked like she was about to defeat Chrysalis before being destroyed by the Tree, they seem like better fits for the Major Villains page, at least under the "Non-Arc Villains" section where Ahuizotl and the Tantabus are.

Eh, goals doesn't equal accomplishments, or else Garble would be considered a major villain since he wanted to lead an invasion of Equestria.

True, but Garble spends the majority of his screen time simply being a jerk and a bully — he's never really presented as a genuine threat outside of that one scene.

If goals don't equal accomplishments — if, essentially, whether a villain goes here or on the major villains page hinges on what and how much they actually did rather than what they planned, wouldn't Nightmare Moon and Ahuizotl not really count as major villains? Objectively, they both planned a lot but did little; Nightmare Moon fought a few minutes long duel with Celestia, crumbled a cliffside and angered a manticore; Ahuizotl personally attacked Daring Do on a number of occasions, but didn't practically achieve anything beyond that. The Mean Six are presented as villains on a comparable scale to Chrysalis in their episode, which I feel classifies them as more than simply jerks and bullies.

EDIT: Just to be clear, I'm not trying to argue that Nightmare Moon or Ahuizotl should go on this page. I'm just trying to explain why this doesn't seem like the best way of determining who goes where to me.

I don't want to contiune the Edit War, so I decided to start a discussion first. Save Fearow keeps on deleting The Sociopath for Diamond Tiara, after I repeated the reason why it fits many times.
