Not sure if we can add this but during the final mission you can save Steve for last (not counting Devin here), spawn in a Buzzard through the phone cheat, and kill him with a homing missile before using the same Buzzard to take down the mercenaries guarding Devin's place.

That was the most satisfying use of cheat codes I have ever witnessed.

YMMV on the comparative 'awesome' factor of the FIB/FBI raids the GTAV/PAYDAY crew pull off. Always considered them equal, m'self.
