I said that the fact that a move is unique to a specific evolution can plausibly be a complete accident(Or you guess that Camouflage being unique to Starmie was intentional?), but Pokedex mentions(as is the case to Hyper Beam to Gyarados), moves modified by exclusive Z-moves(Last Resort, in Eevee's case)and the exclusive Z-moves themselves(Catastropika to Pikachu), Evo moves(As Bite to Gyarados) and moves that cause evolution(Rollout to Lickitung) the fact that they included the moves in question in the roles in question is undeniably intentional.
