I think that the PavumOpus of DonBluth (normally a fantastic director), ATrollInCentralPark, probably counts. The best it's Rotten Tomato score has gotten is a poor 13% but it's been lower than that. The Nostalgia Critic gave it a scathing review in 2010 and Phantom Strider considers it the 2nd worst animated film. Don Bluth himself considers it an OldShame to say the least. Pretty much nobody defends it.
