I have seen this in similar contexts like offices and classrooms ([1]) which may deserve a trip to TLP for a broader (not oblivious) variant.

Oblivious Janitor Cut is similar, but seems too specific. I know I have seen it with random people at home too. Meaningful Background Event seems not to have the same set up.

Most of these are smaller-scale Distant Reaction Shots - a good example would be cutting from a raging Bar Brawl to some guy walking his dog across the street, and through the windows we see chairs flying and Alice dragging Bob out of view in a headlock.

You're trying to find a specific trope for this. It doesn't exist.

We've offered several examples of tropes that could involve window shots.

If you don't think your situation applies to any of these, I'm sorry. But Scorpion's, for example, would be Funny Background Event or Meaningful Background Event if it's a dramatic moment.

I don't know what you want. We offered several tropes that cover "cutting to window and action in background." Sorry there isn't one specifically for windows.

You might want to read The Same, but More Specific. When there's a dozen tropes that cover "something happening in the background" we don't need one specifically for windows.
