Not a crime show, but the "nose sticking out of concrete" bit was used in an episode of My Name Is Earl.

It was an episode in the "Law & Order" franchise, and the fermale detective had relatives in the construction biz, and at some point they go to a construction site and realize a corpse's nose is poking out of the concrete. The male detective may have been Mike Logan.
