Finally found it, and I somehow was wrong about it being black and white/sepia tone. It's got a red/warm palate of reds yellows and oranges, but its not monochromatic.
The song is kind of a folk love song with ukulele and brass playing, and some dj scratches and drum kicks come in on the chorus.
Black and white animated music video (might have been more sepia now that I think on it, but still). The video opens with a giant devil character walking up to a small city. The video then focuses on a couple in the city which is a small bird man playing a ukulele or small guitar, and a topless dancing woman in a hula skirt. They are the band stand in, and the artists sing as the bird and the woman calling out individual lines as they dance. The giant devil character finds them, picks up the woman and listens to her. The bird man flys to bother the devil and pesters him, until he is eaten in irritation by the devil. Then the woman berates him, and the devil gets irritated with her then eats her, and they both find eachother on an island in his stomach and embrace, sing, and dance while the video fades.
I recall the video very well and the melody of the song, but the band name, title of the song, and most all of the lyrics (besides repeated lines of "ah oui" done in a call and response) I can't recall because I don't speak French. It was either a mid-late nineties to early 2000's music video and I lost the link I had saved a long while ago.
