Just tested this by sending myself a grammar issue notifier. Can confirm Sammetik's claim that the link leads to a 404 error.
However, deleting the front part of the link (and the ' at the front of the URL), along with the %27 character at the end of the URL, makes the link work again.
i.e.
https://tvtropes.org/'https://tvtropes.org/pmwiki/posts.php?discussion=b9tcd2k65789p1pglrd92nvr%27 => doesn't work
https://tvtropes.org/pmwiki/posts.php?discussion=b9tcd2k65789p1pglrd92nvr => works

It's been like this for quite some time, and it's probably already on the bug list.
These days, I usually copy and paste the url and send it along with the default message.
Too bad that the text format in PM is a little off, so it look somewhat messy.
Hint: I just tried send a notifier to myself, turn out that url doesn't automatically turn into link in PM, so no need to use the no wiki code.

I sent a troper a grammar issue notifier a few days ago, and they just messaged me back that the included link didn't work. I followed the link myself and found that yeah, it leads to a 404 error.
