Most likely it didn't have either when the page was created. Since both now exist, I would say you can create it.

Yeah knock yourself out and create the page if there's a trailer and release date.

I remember it was actually created after the trailer and release date were known. The cut reason isn't entirely incorrect, though - it was almost entirely full of commented-out ZCEs, with only two valid examples (neither of which were cited, though one was simply about the title and likely didn't need a citation).

I believe the issue is that the trailer doesn't seem to have a lot of footage from the actual series, being more like a teaser than anything else.

It's not just about having a trailer, but rather about the trailer having tropable content that gives you a good idea of what the full work will be like. Teasers don't really count.

I think a decent point of contrast would be The Green Knight, an upcoming film whose teaser functions more like an actual trailer (featuring footage that is presumably from the film itself).

That said, it presently only has two examples (and a third commented out for lack of citation). Work pages are required to have at least three, though I'm not completely sure how this pans out with upcoming works.

Upcoming works are required to have three valid examples.

Given how often trailers lie or are deceptive, and how upcoming works nearly always lead to squabbling and speculative troping, wouldn't it make more sense to wait until the release date anyway and trope it from there? It is only just over a month away. We'd get the tropes in context from that.

Cryptic Mirror, there are many people who agree with you. Alas, there are also many who see nothing wrong with troping upcoming works. Substantial discussion was had along with a vote. The result is the current situation.

Is it finally safe to recreate it? It literally comes out today.

Do you literally have enough context to make the page as something other than a stub? Waiting to see the first episode and creating the page based on that might be better, but will probably need to be taken to the Episodic troping thread.

Yeah, if you made the page now before the episode airs you would still have to write it as a future work. Them's the rules.
