I find it a pretty annoying policy myself, but the general policy is for bounced troper pages to be cut with zero exceptions.
No, I don't think its a good idea, and maybe the person had some work that they wanted to save. But I don't make the rules, the mods/admins do.
edit: It's weird that you aren't wiki banned but you are forum banned - they shouldn't have cut the page based off of that...

So I just checked on my troper page at Alliterator and found it was cut due to "Bounced Troper." However, while I was banned from the forum, I haven't been banned from editing TV Tropes and have been doing so for a while, so I have no idea why the Troper page was cut. Nor do I understand why a Troper page would be cut, even if they were "bounced."
