And the scene happened more or less the way I described.
Thank you! Now that I'm much older and desensitized, I gotta see this movie all the way though, even if it's silly. I never did see the ending...

This is something I saw years and years ago (probably before many of you were even born) and I would like to at least know what it was so I can find some closure.
It aired on one of the major TV channels either in the 80's or at the latest, very early 90's. The plot was that a sinkhole developed in a nondescript suburban neighborhood (you know, white picket fences and all) and it either took out the main characters' house or just their backyard while they were playing.
It turns out that in this movie's universe, there exist very short, green-skinned people living underground, with their own language. I only remember one specific scene because it was scary to young me, being someone who always grew up with cats.
In this scene, our two main characters, a brother and sister of similar age (they might have been fraternal twins, but I can't verify) are walking through a marketplace, wearing an impromptu disguise involving, at the very least, green body paint. As they are looking around, they find their family cat locked up in a hanging birdcage. They point to the cat, with the intention of "buying" it back, and I do think they exchanged something for it. After opening the cage, the green little man puts the cat on a chopping board and raises a meat cleaver while signing a faux Italian song!
Thankfully, either the brother or the sister grabbed the cat and yanked it away before it could be decapitated. They said no thank you or something to that effect, while the green man scratches his head, obviously just as confused like a butcher would be if someone bought a chicken that's normally sold for its meat.
That's all I can remember. If anyone with a stronger memory can point to a title or something, I'll be grateful. I didn't watch the rest of the movie because that scene upset little me, so I kinda want to know how it ended by seeing if I can't track down an uploaded copy, but I obviously need a title first.
